Project has only 1000 cy. of grading, so phasing is not
necessary.

22. Mandatory findings of significance
Does the project have the potential
to degrade the quality of the
environment., or curtail the diversity
in the environment? x
Does the project have the potential
to achieve short-term, to the dis-

goals? (A short-term impact on the
environment is one which occurs in a
relatively brief, definitive period of
time while long~-term impacts will
endure well, into the future.) x
Does the project have impacts which
are individually limited, but
cumulatively considerable? (A
project may impact on twoor more
separate resources where the impact
on each resource is.relatively small,
but where the effect of the total of
those impacts on the environment is
significant.) x
Does the project have environmental
effects which will cause substantial
adverse effects on human beings,'
either directly or indirectly? x
III. DISCUSSION OF ENVIRONMENTAL EVALUATION
The proposed grading of 1000 cubic yards will not have a
negative impact on the environment. A Negative Declaration was
issued on August 5, 1987 for this project (SDP 87-4). However
at that time no grading quantities were given. This
environmental assessment deals only with the grading proposed.
The proposed grading-is a relatively minor amount that will not
create an adverse geologic impact. The pad level will be
raised 1,5 feet and will not significantly change the
topography of the site.
Overall, the grading' will not have a significant negative
impact on.. the environment, and staff feels comfortable in
issuing a Negative Declaration.
orC
0 0
DETERMINATION (To Be Completed By The Planning Department)
Oft the basis.of this initial evaluation:
X
-
I find the proposed project COULD NOT have a significant effect on
the environment, and a NEGATIVE DECLARATION will be prepared.
'I find that although the proposed project could have a significant
effect ontheenvironment, there will not be a significant effect in
this case because the mitigation measures described on an attached
sheet have been added to the project. A Conditional Negative
Declaration will be proposed..*
-I find the proposed project MAY have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT-is required.

We have inspected the grading for lots 1,4,2- /1--gz 1,60 —.or phase
of the above mentioned project. In addition, we have received rough grading
certificat ion from oKa kle- Kft 6A-94 , the Soils Engineer,
dated ~zsef Zo AM , and from 644 K * t
the Super~isi-on G"rading Engineer,, dated ~_5_e_027~ X0 ~ 19,98 andare sattsfied
that the rough grading has been completed in"accorda/nce with,City standards.
Based on these certifications and our observation, we take no exception to the~
issuance of a building permit for lots or phase of
project ':7z' L9 from a grading
standpoint. This release, however, is not intended to certify the project from
other engi'neering concerns including site development, water or sewer
availability, or final grading.
Prior to the issuance of a certiftcate of occupancy, we need to be advised so
that we can verify that final grading and landscaping has been completed in
accordance with the approved plans for -the project.
