21,. Analyze viable alternatives to the proposed project such as:
a)'Phased development-of the project,.b)lalternate site designs,
c) alternate scale of development, d),:alternate uses for the site,
e) development at some future time rather than now, f) alter-
nate sites for the proposed, and g) no project alternative.
a) Dueto the small scale of the proposed seawall,, phasing is not
necessary; it should be constructed without a phasing schedule.
Alternate site designs are
'
not necessary since t
'
he proposed
seawall will follow site specific geotechnical
'
recommendations
regarding the seawall construction and location.
c) The scale of development is compatible, with adjacent shoreline
protection structures, and is sufficient to withstand moderate to
severe storm,waves.
d & e) There are.no real alternate uses for the site. Presently it is
exposed to,extreme ocean forces, and will undergo, further erosion
if, a shoreline protection structure is- developed at some, future
time.
N/A
A no project alternative, will leave the site vulnerable to
damaging storm waves.

environment, or curtail the diversity
in the environment? X
b-.-Does the project have the potential ,
to achieve shor~~-term, to the dis-
advantage of long-term, environmental'
goals? .(A short-;~term impact on the
environment is one which occurs in a

Does the,project~have impacts which
are individually limited,, but,
cumulatively considerable? (A
project may impact on,two or,1 more
separate resources wherd the-impact
on each resource is relatively small,
but where the effect of the total of
those impacts on the efivironmeritis
significant.) X
Does the project have environmental
effects which will cause substantial
adverse effects on human beings,
either directly or indirectly? X
III. DISCUSSION OF ENVIRONMENTAL EVALUATION
Earth
The proposed residential seawall will not adversely affect any existing
geologic, topographic or soil features of the site. In acting as a solid
barrier between . storm waves and the subject property, the seawall may
prevent some onshore sand movement and deposition. The scale of this sand
movement alteration is 'small and is in no way threatening to the local beach
sand supply.
Air: N/A
DISCUSSION -OF-ENVIRONMENTAL EVALUATION (Continued)
Water
The proposed seawall will nlotl affect the quantity or quality of surface or
ground water in the area. Extreme wave wash run up onto the site will be
,lessened by the shoreline protection structure. The wave energy will be
redirected and reflected to protect the site. No signif icant adverse
impacts will result from' the intended, functions of the seawall relating to
the water environment.

DISCUSSION OF ENVIRONMENTAL EVALUATION (Continued)
Archeological/Historical: V/A'
In conclusion, the propos
'
ed seawall-is appropriate and necessary to protect
the subject propert~yl froxi, fur~h6r, erosion' and bluff recession due to
episodic storm waves. The seawall would be on private property, out of the
public right-of-way, and would be compatible in size and scale to adjacent
shoreline protection structurie~s. ..!The proposed seawall would eliminate a gap
in the existing, otherwise uniform line of shore *protection structures.
The applicant has complied with Local Coastal 'Program policy by submitting
a detailed geotechnical - report focusing on design and location
recommendations for an appropriate seawall atthe subject site. This project
will have no adverse environmental impacts and staff is confident in issuing a Negative Declaration.
IV.- DETERMINATION (To Be Completed By The Planning Department)
on the basis of this initial.evaluation:
x I find the proposed project COULD NOT'have a significant effect on,
the environment, and a NEGATIVE DECLARATION will be prepared.
