City of Carlsbad ENGINEEGG DEVELOPMENT SERVICES MEMORANDUM November 2, 1999 fw ceJun TO: Planning FROM: Jeremy Riddle, Engineerin SUBJECT: FIRST REVIEW OF MV TECHNICAL, PIP 00-01 The Engineering Department has completed a review of the above subject. We have reviewed the application for completeness and have determined that the application and plans submitted for the project are incomplete and unsuitable for continued review due to the following incomplete items: 1. 2. 3. 4. 5. 6. 7. 8. 9. On the site plans, depict the limits of the proposed public waterline system required to serve the project. Indicate a preliminary horizontal alignment per Carlsbad Municipal Water District Standards. On the site plan, add the date of preparation of the plans. On the site plan, revise the average daily traffic (ADT) figures on sheet 1 per the latest SANDAG requirements. On the site plan, add a typical street section for Camino Vida Roble. On the site plan, depict all easements listed in the title report (see item 9 of title report). On the site plan, depict all adjacent (medium to high use) driveways and identify horizontal distances between their centerlines (intersection spacing). On the site plan, depict all facilities in Camino Vida Roble serving the project. Provide a hydrology report that address the anticipated storm flows generated and/or intercepted by the project. The report should provide what measures are required to ensure that post-development run-off does not exceed the pre- development run-off flows. Provide a recent Geotechnical Report identifying specific recommendations for this project. The Report should identify the limits of remedial earthwork anticipated onsite, if any. 10.On the conceptual grading plan, include the quantity of remedial earthwork, if any. 11. Revise the plans to additional measures to address pollutant run-off. As an example, incorporate curb openings with grass-lined swales leading to catch -. Revise the plans to incorporate measures to ensure that post-development run- Additionally, staff has conducted a review of the project for engineering issues of concern. Engineering issues, which must be resolved or adequately addressed prior to staff making a determination on the proposed project, are as follows: 1. 2. 3. 4. 5. 6. 7. 8. 9. Revise the plans so they are 24” x 36” inches in size (typical) Provide a curb to protect the compact cars where the truck executes a turn around the building. The proposed waterline system must be looped and both connections should be located in the proposed driveway entrances. Clarify the location of the irrigation service using the legend symbols and identify the approximate demand (in gpm) at the point of connection. Clarify how storm run-off will be intercepted and conveyed from the 30-foot high rear slopes. Depict the line-of-sight and both project entrances using Caltrans Standards. Verify no conflicts exist. Add earthwork totals, EDU’s (sewer), GPM (potable), and GPM (recycled) to the site plan. Depict the line-of-sight to the landscape plan to verify no conflicts. Add water services to the rear portion of the site to allow water circulation in the new looped water system for water quality purposes. IO. A redlined check print is enclosed for the applicants use in making the requested revisions. This check print must be returned with the plan revisions to facilitate continued staff review.
