Description/Explanation: The proposed project is a manufacturing, warehouse, and office/R&D project. The project is proposed as a “shell” with no interior improvements proposed at this time. Interior improvements are to be designed and permitted as separate building permits. Specific proportions of each use are proposed in order to determine parking requirements, ADTs, sewer and water EDUs and required fees. The proposed building is concrete “tilt-up” construction with a panelized roof system. Fire sprinkler systems will be provided to cover the entire building interior. On-site parking is provided to meet City of Carlsbad standards. The site is fully landscaped. The site includes some existing landscaped slopes previously approved by the City of Carlsbad under the original subdivision of Carlsbad Airport Centre. This project proposes no work in the areas of those slopes other than maintenance and replacement of existing irrigation and plant materials. LAND USE AND PLANNING The proposed project complies with the City of Carlsbad General Plan, Zoning Ordinance, and Local Management Facilities Plan. The proposed project also complies with the Specific Plan for Carlsbad Airport Centre. The proposed project is within the Airport Influence Area of McClellan Palomar Airport. The proposed uses will create a less than significant impact due to noise from airport operations. The Comprehensive Land Use Plan for McClellan-Palomar Airport provides for the proposed use to be allowed if noise levels are attenuated by the building for interior uses. 2. POPULATION AND HOUSING The proposed project should have no effect on housing. 3. GEOLOGIC PROBLEMS The project site was the subject of a geotechnical survey at the time of the grading of Carlsbad Airport Centre and another recent geotechnical survey was performed for this project. No unusual geological problems were encountered. 4. WATER The project will create new impervious surfaces. The grading plan calls for new drainage structures and filtering areas for surface drainage. 5. AIR QUALITY No uses are proposed that will affect air quality. 6. TRANSPORTATION/CIRCULATION The number of new ADTs for the proposed project falls below 500 and so does not require a Circulation Impact Analysis. On-site parking is provided in conformance with City of Carlsbad requirements. 7. BIOLOGLAL RESOURES The project site was graded and has been maintained for approximately 15 years. No biological resources are on site. 8. ENERGY AND MINERAL RESOWS The proposed project will conform with existing energy conservation code requirements. 9. HAZARDS The proposed uses will not create hazards. 10. NOISE The proposed uses will not create increases in existing noise levels. See section 1 above for discussion of airport noise. 1 1. UTILITIES AND SERVICES SYSTEMS The project is served by existing utilities and service systems. Preliminary hydrologic studies indicate that new storm drain systems may be required and on-site piping for that purpose is indicated on the grading plan. Impacts on water supplies will be minimized by use of efficient plumbing fixtures, irrigation systems and the provision for use of reclaimed water for irrigation when such water is available. 13. AESTHETICS The proposed project complies with City of Carlsbad regulations, the Specific Plan for Carlsbad Airport Centre, and the design guidelines for Carlsbad Airport Centre. 14. CULTURAL RESOURCES The project site has been graded and maintained for approximately 15 years. No cultural resources will be disturbed by this project. 15. RECREATIONAL The proposed project will not increase demand for recreational facilities. The project complies with City of Carlsbad requirements for on-site lunch areas. 16.
