COMPLIANCE WITH PALOMAR AIRPORT
Copies of the proposed developments for tots 23 and 24 of the Carlsbad Research
Center (PIP 00-04 and PIP 00-05) are enclosed for your review. PIP 00-04 involves
the development of a 29,319 square foot, one-story industrial building with office,
research and development, manufacturing and warehouse uses. PIP 00-05
involves the development of a 55,475 square foot, two-story industrial building
with office, research and development, manufacturing and warehouse uses.
According to the Comprehensive Land Use Plan for,the McClellan-Palomar airport,
the project sites (lots 23 and 24 of CT 81 -46, Unit No, .1) fall inside of the 75 dBA I
CNEL noise contour within the Palomar A.iiport influence area. The project sites are
located on the west side of Dryden Place (APN: 21 2-091 -02 and 21 2-091 -03) and
are 550 feet and 800 feet west of the Airport property, respectively.
The two projects contain numerous conditions relating to noise reduction and
notification, namely:
1. The interior noise levels must be reduced to 50 dBA maximum;
2. A Notice of Restriction must be placed on both properties, noting their
location within the 75 dBA CNEL noise contour and listing these
conditions;
3. A Hold Harmless Agreement and Certificate of Insurance must be
provided from the property owner(s) to the City and the County regarding
impacts due to aircraft noise;
4. The projects are exempt from the local zoning requirement for outdoor
employee eating areas;

5. The projects must include additional fire safety measures as deemed
necessary by the Carlsbad Fire Marshal;
6. The projects must be limited to occupancies of less than 100 people and
building heights of less than or equal to 35 feet.
Your written comments concerning the. project's conformance with Palomar
Airport's Comprehensive Land Use Plan, along with other factors that would assure
compatibility with airport operations, are appreciated.
In addition to the above conformance request, City staff is requesting that .the.,
amendment to the C.L.U.P. proposed to. SANDAG by Carlsbad be withdrawn.
