Re: PIP 84-8 Birtcher Business Center
Dear Hank:
Staff has reviewed the plans submitted for the above-mentioned project and it does not appear to comply with the conditions of
approval for CT 82-4 or the Architectural Standards for the Birtcher Business Center by the CCbR’s and the first phase of development .
Staff has the following specific concerns:
,’lo Condition 32 of CT 84-4 has not been complied with. This
condition requires construction of a temporary cul-de-sac at
the west end of West Oaks Way.
2. The proposed drainage system appears to be inadequate. The
Engineering Department would like to examine your hydrologic
and hydraulic calculations.
3. The site plan shows altered drainage onto property to the
west. A letter from this property owner accepting the increased drainage and the location of the drainage structures must be submitted.
4. A lot line adjustment/consolidation must be processd prior to or concurrently with this Planned Industrial Permit.
5. It appears that the buildings proposed to not comply with
the architectural guidelines and standards established for
the Birtcher Business Park. Staff suggests that the
proposed buildings be redesigned incorporating the architectural features detailed in pages 30 and 31 of Exhibit rBr of the Palomar Oaks Architectural Development and Maintenance Standards.

An attempt should be made to break up the long, linear
appearance of the buildinqs. One of the tradeoffs for the approval of this Planned Unit Development was the
applicant’s assuranqe.that this project would have well- designed, attractive buildings. The proposed buildings appear to be standard, low-budqet tilt up buildings.
Staff has concerns about the appearance and height of the numerous retaining walls.
