OCTOBER 17, 1989 / TO: ENGINEERING DEPARTM FROM: Planning Department RE: PYDE WICKHAM CARLTAS DEVELOPMENT - MS. 800 The Planning Director has completed a review of the application for a two lot Minor Subdivision, creating one 12.9 acre lot and one 6 acre lot located on ‘the west side of Avenida Encinas north of Palomar Airport Road on APN: 210-090-47, described as Parcel 1 of Parcel Map No. 14009, in the P-M Zone. After careful consideration of the circumstances surrounding this request, the Planning Director has determined that fhe findings required for approving a lot split can be made and therefore, recommends approval of this request based on the following findings and conditions: Findinus: 1. All necessary public improvements have been provided or will be required as conditions of approval. 2. Assurances have been given that adequate sewer for the project will be provided by the CitV of Carlsbad. 3. The proposed project is compatible with the surrounding future land uses since surrounding properties are designated for Planned Industrial development on the General Plan. 4. This project is consistent with the City’s Growth Management Ordinance as it has been conditioned to comply with any requirement approved as part of the Local Facilities Management Plan for Zone 3. 5. The project is consistent with all City Public Facility Policies and Ordinances, and with Title 21 of the Cify’s Municipal Code. 6. This project will not cause any significant environmental impacts and has been found to be categorically exempt from CEQA under Class 15, Section 15315 of the Ceqa Guidelines exempting minor land divisions. Conditions: J 1. All Conditions of PIP 89-8, Carltas Floral Trade Center, approved on August 15, 7989 are incorporated herein by reference and shall be complied with in their entirety. J2. Unless otherwise stared herein, this project shall comply with all sections of the Zoning Ordinance and all other applicable City ordinances in effect at time of final map approval. J 3. This project shall comply with all conditions and mitigation required by the Zone 3 local Facilities Management Plan approved by the City Council on May 19, 1987, incorporated herein and on file in the Planning Department and any future amendments to the Plan made prior to recordation of the Parcel Map. The applicant shall obtain all necessary permits from the California Coastal Commission. Said permits shall be in substantial conformance with this approval, otherwise this Minor Subdivision must be amended.
