SUBJECT: PIP 93-02(C) - CALLAWAY GOLF TEST FACILITY ENCLOSURE AND
STAIRWAY
The City has completed a review of the application for an amendment to a Planned
Industrial Permit for development consisting of a storage structure and stairway
located at 5860 Dryden Place within the Carlsbad Airport Centre, Specific Plan 181 (A),
Lots 21 and 22 of Carlsbad Tract 81-46 Unit No. 1 according to Map No. 11 287.
It is the Planning Director's determination that the project IS consistent with the City's
Planned Industrial Zone regulations (Chapter 21.34) and with all other applicable City
ordinances and policies. The Planning Director, therefore, APPROVES this request
based on the following:

The site indicated by the P1,anned Industrial Permit is adequate in size and shape
to accommodate the proposed use, and all yards, spaces, walls, fences,
parking, loading, landscaping and other features required by the P-M Zone and
SP 181 (A) in that the outdoor storage enclosure is located within the buildable
portion of the site, is designed without metal siding, and is located so that it will
be visually screened by landscaping from surrounding properties. Additionally,
the proposed stairway located on the landscaped slope separating Lots 20 and
21 and providing pedestrian access will not significantly reduce existing
landscaping and will be visually screened by landscaping.
The improvements indicated on the Planned Industrial Permit are located in such
a manner to be related to existing streets in that the proposed storage structure
is accessory to the main facility which is adequately served by Dryden Place, a
local industrial street.
The improvements as shown on the Planned Industrial Permit PIP 93-02(C) are
consistent with the intent and purpose of P-M Zone and SP 181 (A) and all
adopted development, design and performance standards as set forth in this
chapter.
The Planning Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) per Section
15301 (e)(2) of the State CEQA Guidelines and will not have any adverse
significant impact on the environment.
The project is consistent with the Comprehensive Land Use Plan (CLUP) for the
McClellan-Palomar Airport, dated April 1994, in that the accessory building does
not exceed the existing building height and will not adversely impact flight
operations at the airport. The project is compatible with the projected noise

levels of the CLUP; and, based on the noise/land use compatibility matrix of the
CLUP, the proposed land use is compatible with the airport.

Approval is granted for PIP 93-02(C) as shown on Exhibits "A"-"C", dated
September 4, 1996, on file in the Planning Department and incorporated herein
be reference. Development shall occur substantially as shown unless otherwise
noted in these conditions.
All uses established in this structure shall be consistent with Section 21.34.020
(Permitted Uses).
All roof appurtenances shall be shielded from view and architecturally integrated
with the building design.
Unless otherwise stated, this industrial project shall comply with all applicable
City ordinances and requirements.
Landscaping surrounding the storage structure and stairway shall be replaced in
accordance with Exhibit "C" and the approved landscape plan for PIP 93-02
(Dwg. No. 336-3L) shall be to the satisfaction of the Planning Department prior
to final inspection approval.
The applicant shall be responsible for coordination with SDG&E, in accordance
with the following:
A. Documentation shall be supplied from SDG&E stating that they are aware
of, and concur with, the implementation of this project.
The owner shall execute a hold harmless agreement for geologic failure for
stairway construction on the slope at the north end of the site.
A reciprocal access and maintenance agreement shall be executed between the
developer (Callaway Golf) and the owner of the adjacent property (Koll) for the
stairway
