SUBJECT: PIP 95-01 - AMERICAN RIM SUPPLY
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has
reviewed your Planned Industrial Permit, application no. PIP 95-01, as to its completeness for processing.
All of the items requested of you earlier have not been received and therefore your application is still
deemed incomplete. Listed below are the item(s) still needed in order to deem your application as
complete. This list of items must be submitted directlv to vour staff Dlanner bv amointment. All
list items must be submitted simultaneouslv and a CODV of this list must be included with your
submittals. No processing of your application can occur until the application is determined to be
complete. When all required materials are submitted the City has 30 days to make a determination of
completeness. If the application is determined to be complete, processing for a decision on the application
will be initiated. In addition, please note that you have six months from the date the application was
initially filed, January 3, 1995, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your application
complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or
deemed withdrawn, a new application must be submitted.

The floor area information shown under "Project Data" and that shown on the various plan sheets
and other documents is inconsistent. The building area total under Project Data is shown as
22,880 square feet. However, the various designated use areas under "Project Data" total only
20,676 square feet. In addition, the individual floor area figures for the mezzanine and the first
floor on the floor plan sheet (the second sheet of the set) are different from those shown under
"Project Data", but add up to 20,676 sf. total. The total square footage figures shown on the PFF
Agreement, the 8 1/2 x 11 "Project Data Sheet", and the EIA Part I are also 20,676 sf. Please
correct the appropriate figures for consistency throughout the plan sheets and other documents
regarding both the total square footage and the mezzanine and fust floor 4uare footages.
The plans do not provide the minimum required amount of employee eating area. If the total
building square footage is 20,676, then the minimum required employee eating area is 1,240 sf.
However, only 1 ,000 s.f. have been provided (8 1 % of the required amount). The plans will need
to be revised to provide the full 1240 s.f. (if the total building area is 20,676 sf). Please note,
however, that any change pursuant to Item No. 1 above will effect this calculation also. As we
indicated in our previous correspondence, employee eating area must be provided at a ratio of 300
sf of eating area for each 5,000 sf of building floor area.
The number of parking spaces required also depends upon the total building 4uare footage and
the square footage of specific uses Therefore, please be sure that the parking requirement
calculation is consistent with the correct building square footages and that adequate parking is
provided.
The building heights (dimensions) shown on the architectural elevations appear to be measured
fiom a number of different base points. Please show all heights as measured from the proposed
finished grade.
Per staff's discussion with D. L. Fasons, additional information about the proposed manufacturing
portion of the use was requested. However, Mr. Ward has contacted staff by phone and provided
the necessary information.
As requested in our previous correspondence, the Public Facilities Fee (PFF) Agreement was not
complete. (See Item 3 of our letter dated Febxuary 2 and redlined page attached to it.) The
neceszuy revised PFF Agreements were not resubmitted on February 15 when plans were
resubmitted.
ISSUES OF CONCERN
PLANNING:
1. Project Note No. 2 (on the Site Plan sheet) should be expanded to say "...contained in SP 181(A)
and in the P-M Zone, Chapter 21.34 of the Municipal Code".
2. The number of proposed compact parking spaces (14) exceeds the number allowed. The
maximum number of compact spaces allowed is 25% of the required parking. If the required
parking is 45 spaces, then the maximum number of compact spaces allowed is 11. Again, please
note the fml figure will depend upon any changes made pursuant to Incompleteness Item 1
above.
3. According to the McClellan-Palomar Airport Comprehensive Land Use Plan (CLUP), the subject
site (Lot 45) is located within the 65-70 dE3a CNEL noise contour. While the proposed use is
allowed in that location, the City will require that interior noise levels be reduced to a maximum
of 50 dBa CNEL.
