Preliminary review of your project was conducted on October 6,1994. Listed below are the issues raised
by staff. Please note that the p.urpose of a preliminary review is to provide you with direction and

A Planned Industrial Permit is required for the proposed project.
Employee eating areas an required at a ratio of 300 squan feet per 5,000 square feet of building
area. Based on the standard, the building would be required to provide 1,372.8 square feet of
employee eating area, sixty percent of which must be located outside. The site plan only shows
288 square feet of eating area outside with approximately 450 square feet provided inside for a
total area of 730 square feet. The eating area is to be easily accessible to employees and should
be located such that a sense of privacy is apparent. Eating anas are to be landscaped and
provided with attractive fumiture. Your site plan should delineate the amenities proposed for the
employee eating areas. The general location of the proposed outdoor eating ana is acceptable,
however, it must be enlarged and enhanced with additional landscaping and furniture.
The parking calculations for the project are not comct. "he parking requirement for
manufacturing is 1 space per 400 square feet of manufacturing area. Based on the figures
provided, 3 1 spaces for manufacturing, 22 spaces for office and 5 spaces fop warehouse uscs must
be provided for a total of 58 spaces for the project. Pleast note that the City is in the process of
revising the parking standard for manufacturing uses to increase the parking standard. Although
the new standard has not been established as yet, we would suggest providing additional parking
for the manufacturing use in anticipation.of this change.
Please show all retaining wall heights on the tentative map. please note that fencesJwalls located
within any part of a required setback area shall not exceed 6 fat in height.
Architectural elements should be carried around the entire building including tile accents and color
bands, The architectural design should also include a combination of building materials such as
aggregate, textured wall panels, tile, slate, etc.
Roll-up doors an shown on the west side of the building. Mease clarify what these doors are for
as there is no vehicular access possible.

The proposed use must comply with the noise standards of Chapter 21.34 of the CarIsbad
Municipal Code. A noise study evidencing that the prow manufacturing is in compliance with
these standards may be required at the time of submittal for the required Planed lndustrial Pennit.
At minimiun 15 percent of the project area. must be landscaped. The parking area muit be
landscaped with at least one tree per five parking spaces and at least 10 percent of the parking
area must be landscaped exclusive of setback areas.
The plans show the possibility of a second user for the building. The site plan should only reflect
the cmnt proposal with all nec.esary amenities provided, included parking and employee eating
areas. If multiple tenants are anticipated, the project should be designed up-front to accommodate
the proposed users.
Included with the preliminary plans for this project was a letter from the applicant, dated
September 29, 1994, requesting information on the minimum required truck tuming radii for the
site. City standards require a minimum truck turning radius of 42' for small commercial and light
industrial projects. This radius may be found in the Caltrans Highway Design Manual, Figure
407E. Truck turning radii should be plotted on the site plan to assure that a truck can safely
access and circulate within the parking lot.
A driveway queuing area of at least 20' in length should be provided for vehicles to enter and exit
the lot. This will require the relocation of the handicapped parktng stalls, as shown on the site
plan.
If this project is formally submitted for a discretionary pennit, it will be required to comply with
the National Pollutant Discharge Elimination System (NPDES) permit. This permit requires the
project to provide best management practices to reduce surface pollutants to an acceptable level
prior to discharge. The plans should indicate how this requirement will be met. Please contact
