Thank you for applying for Land Use Permits in the City of Carbad. 'Ihe Planning Department has
reviewed your Planned Inddal Permit, application no. PIP 95-02, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lis The fim li is information which
must be submitted to complete your application. This list of items must be submitted directlv to your
staff olanner hv aooointment. All list items must be submitted simultaneouslv and a CODY of this
list must be included with vour submittals. No processing of your application can occur until the
application is determined to be complete. The second lii is issues of concern to staff. When all required
materials are submiued the City has 30 days to make a determination of completeness. If the application
is determined to be complete, processing for a decision on the application will be initiated. In addition,
please note that you have six months from the date the application was filed, January 20, 1995,
to either resubmit the application or submit the required information. Failure to resubmit the application
or to submit the materials necessary to determine your application complete shall be deemed to constitute
withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application
must be submitted.

The owner/applicant information on the plans and that on the land use review application form
and disclosure statement are inconsistent 'Ihe plans show the owner as Dominie Pres, Inc. The
review application shows the owner as Raymond Yuen on Pacific Center Boulevard. The
disclosure statement shows the owners as Raymond and Christine Yuen on Caminito Barbuda.
Please make corrections as necessary to provide consistent information.
Please add the application number (PIP 95-02) to the upper right hand comer of the plans for
future resubmittals.
Please contact Doris Caman in the Building Department at 438-1161 extension 4331 to obtain
an address for the subject lot. The street address should then be included on the plans.
The labels ("Parking Tabulation" and "Site Information") on the Site Plan appear to be revelsed
The Site Plan legend li two outdoor employee eating areas. One of those areas (320 sf) is
indoors.
Please add building height dimensions to each of the architectural elevations.
Two items on the PFF Agreement are mising. Please contact Planning staff (Elaine Blackbum)
regarding these items. (The information can be provided by phone and fdled in by staff.)
You must provide three copies of a cumnt title report The copies of a grant deed included with
the application cannot be substituted for a title report
ENGINEERING
1. Show the locations of all existing and proposed stnet lights and utilities (sewer, water, major gas
and fuel lines, major electric and telephone facilities) within and adjacent to the project.
2. A north amw and scale should be shown on the grading plan.
3. The name of the engineer of work should be noted on the grading plan
4. The inme of the street fronting this project, Kellogg Avenue, should be included on the typical
street cm section.
5. Show the layout and location of the draii for the truck well.
6. Show top of curb and flow line elevations where moff enters the landscape area and indicate how
water will cross the curb and sidewalk to draii through to the landscape area.
I - ,. ISSUES OF CONCERN
PLANNING:
1. ?he subject site is in "Ana 1" of the Specific Plan which govems this site (SP 181(A)). Please
note that Area 1 does not allow printing uss. The ofiice and warehouse uses (only) identified
in your project description are allowed in Area 1.
2. If any future development is anticipated for the site ana labelled "undeveloped", this information
must be included in the current application. lle possibility of future development ofthis area will
depend upon the use which might be proposed and its ability to meet all City standards, including
parking.
3. The roof plan indicates roof equipment but does not show the height of such equipment. Please
note that all roof appurtenances must be screened
4. No walls or fences are shown. If any are proposed, they should be shown on the plans when
resubmitted.
5. Pursuant to the proposed development, a Community Facilities District (CFD) tax will continue
to be assessed on the undeveloped portion of the site.
6. Per the McClellan-Palomar Airport C.L.U.P., interior noise levels in ofiice uscs at this location
~a~ot exceed 50 dBa CNEL. If mitigation is required to reach this level, such mitigation will
be required as a condition of approval and must be included in the building plan specifications.
7. The Planning Department discourages the use of a parking overhang when such overhang can be
eliminated by design changes. Staff suggests you consider design changes to eliminate the parking
overhang shown on the eastem parking area.
ENGINEERING:
1. Ihe City discourages directing runoff from the parking lot towards the middle of a parking lot
aisle. Rather, we encourage and suggest that drainage of the parking lot be designed with tipped
sections with concrete curb and gutter, and openings in median islands to allow water to pass
through.
2. This project is subject to comply with the National Pollutant Discharge Elimination System
(NPDES) permit, which requires the project to provide best management practices to reduce
surface pollutants to an acceptable level prior to discharge. It appears this is intended to be
accomplished by having surface runoff drain through the landscape areas before reaching the inlet
at the northwest comer of the lot. If so, please not this on the plans. Additionally, runoff from
the truck well draii must also be mitigated prior to discharge to the stom drain.
3. The sidewalk and curb ramp adjacent to the driveway are shown on the site plan but not shown
on the grading plan. On the landscape plan, this curb ramp is shown as part of the driveway
structure, while the site plan shows the curb ramp as separate from the driveway. In general, you
may want to check if this curb ramp is a required improvement as opposed to providing sidewalk
only.
Staff has enclosed a di check print set of the project plans for your use in making comctions and
changes as noted. This set must be returned with the comctcd plans to a& us in our continued review.
