Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Planned Industrial Permit, application no. PIP 95-03, as to
its completeness for processing.
The application is complete, as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by the
date of this communication. The City may, in the course of processing the application,
request that you clarify, amplify, correct or otherwise supplement the basic information
required for the application. In addition, you should also be aware that various design
issues exist. These issues must be addressed before this application can be scheduled for
a hearing. The Planning Department will begin processing your application as of the date
of this communication.

The minimum standard parking stall size is 170 square feet or 20 feet deep by 8.5 feet wide. A 2.5 foot of overhang is allowed up to but not within the building
setback along either street frontage.
Up to 25% of the total spaces required may be provided as compact spaces.
Compact spaces must be a minimum width of 8 feet and a minimum depth of 15 feet
with no overhang permitted.
A retaining wall of 5 feet is proposed along Kellogg Avenue. SP 181(A) allows up
to maximum of 3 foot walls within the building setback area of 30 feet from the Right-of-way. Any proposed retaining wall must be of decorative materials.
The proposed recess of 10 feet on the north end of the building will sufficiently
disguise the roll-up door from a large part of Kellogg Avenue. However, in order
to insure that this roll-up door does not become a "loading area" a condition will be
placed on the project prohibiting the parking of vehicles for any reason in the front
of the roll-up door.
In order to further disguise the roll-up doors on the south side of the building, I
would suggest that the a similar recess treatment be provided as well as the same
condition regarding parking as in the paragraph above.
Hedge planting should be provided along the top of slopes in order to screen the
fronts of parked cars.
ENGINEERING:
1. The drainage openings in the parking lot planter islands that are indicated on the
grading plan are not shown on the site plan.
2. The section of retaining wall extending from the northeast corner of the building
towards Kellogg Avenue, as shown on the site plan and landscape plan, is not shown
on the grading plan.
3. The grading plan indicates that drainage from the slope on the east side of the
building will travel along the top of the retaining wall towards Kellogg Avenue. We
suggest adding a pipe or extending the brow ditch to carry this runoff from the end
of the building to the street to avoid nuisance water where the comer of the building
meets the slope.
4. The location of six parking stalls along the south side of the building will interfere
with truck parking at the two roll-up doors on either side.

A clear distance of 5' on both sides is required for parking stalls located at the end
of an aisle and perpendicular to one another. This configuration occurs in the
southwest corner of the parking lot.
All parking lot planter islands should extend to the end of the parking stall to avoid
parked vehicks from protruding into the aisle.
Because of the location of the trash enclosure and the triangular shape of the area,
it appears that there is not enough space for trucks to maneuver in the parking lot
area on the south side of the building. To assure that there is adequate truck
circulation space, please plot on the site plan turning radii for a 42' long truck in
accordance with Figure 407E of the California Department of Transportation
Highway Design Manual. Please note that truck turns cannot encroach into parking
stalls.
Similar to the previous comment, please plot truck turning radii for the roll-up door
located on the north side of the building. An additional concern is that trucks will
use Kellogg Avenue as a backing area into the parking lot.
This project is to comply with the City's requirements of the National Pollutant
Discharge Elimination System (NPDES) permit. This permit requires the project to
provide best management practices to reduce surface pollutants to an acceptable level
prior to discharge. Please indicate on the plans as to how-this requirement will be
met.
Previous industrial projects have utilized methods such as the installation of modified
basins designed to remove pollutants prior to discharge into an inlet, or directing
runoff through landscaped areas prior to discharge.
We suggest locating the drainage inlet so that it does not become a tripping hazard
for users of the employee eating area.
Please provide a detail of the connection of the gravel filter and concrete spillway to
the existing type "F" inlet.
Please clarify the "ADA" sidewalk adjacent to the driveway. It is unclear if this
improvement is intended to be a standard 4' wide section of sidewalk or an
additional 4' of width to the driveway apron. Since a portion of this sidewalk is a
private improvement, please remove the term "public" from the note on the plan.
Finally, this' sidewalk is not shown on the grading plan.
Please indicate on the site plan the dimensions of the planter area adjacent to the
two roll-up doors on the south side of the building.
The landscape plans show an existing water meter within the driveway apron, while
the site plan and grading plan indicate this meter is located east of the driveway.
Please check the proposed landscape materials near the driveway area to make sure
that landscaping will not reduce sight distance.
Attached is a redlined check print set of the project. Please return this plan set with the
