SUBJECT: PRE 97-53 - PSB LENDING CORP.

A preliminary review of your project was conducted on August 14, 1997. Listed
below are the issues raised by staff. Please note that the purpose of a preliminary
review is to provide you with direction and comments on the overall concept of
your project. The Dreliminarv review does not represent an in-depth analvsis of
vour proiect. Additional issues of concern mav be raised after vour application is
submitted and processed for a more specific and detailed review.
Plannina:
1. The proposed use of two lots for one development requires the approval of a
Non-Residential Planned Unit Development (PUD) Permit. A Planned
Industrial Permit (PIP) Amendment would also be required to change the
proportions of uses and the boundaries of the project site. Both of the
permits are administrative and could be processed simultaneously.
An alternative to the Non-Residential PUD, which would require CC&Rs and
agreements between the two lots, is to process an adjustment plat to merge
the lots. A PIP Amendment would still be necessary but could be processed
concurrently with the lot adjustment. Adjustment plats are processed
through the Engineering Department and are approvable by the City Engineer.
2. The proposed parking supply of 670 spaces appears to be adequate for either
a mixed use (office/R&D) or an exclusively office use of the existing 124,500
square foot’ building. Should additional square footage be desired, the
parking requirements would be calculated as follows:
Office: 1 space per 250 square feet
Manufacturing: 1 space per ‘400 square feet
Warehouse: 1 space per 1,000 square feet.

3. The proposed landscaping appears to meet the requirements of the City’s
Landscape Manual with regard to parking lot improvements. The Manual
should be consulted prior to preparation of detailed plans for the PIP
Amendment submittal.
