RE: HOMES FOR INDUSTRY, LOTS 39 CARLSBAD
PIP 95-08/PUD 95-02
Thank you for clarifying the avigation easement over Lots 3 and 4 as referenced in Item 6
of the Findings of the January 18, 1996 Approval Letter.
Item 6 further references where noise levels on Lots 3 & 4 approach 75 dBA that the project
be conditioned to mitigate interior noise to not exceed 50 dBA.
It is my interpretation from the November 30, 1995 letter from Mr. Jack Koerper of
SANDAG that buildings within the 75 CNEL should be required to be attenuated to an
interior noise level of 50.
I spoke with Mr. Koerper to clarify his interpretation of this and he advised me that a
building outside of the 75 dBA area would not require mitigation. I have requested written
confirmation be prepared and forwarded to you for your files.
From the reports prepared I have always interpreted building construction on Lot 3 to require
sound mitigation, but not Lot 4. I hope the response from SANDAG will clarify the issue.
