SUBJECT: PIP 96-01 - CARLSBAD AIRPORT CENTRE PARCEL 1
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planned Industrial Permit, application no. PIP 96-01, as
to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items
must be submitted directlv to vour staff planner bv appointment. All list items must
be submitted simultaneouslv and a CODV of this list must be included with vour submittals. No processing of your application can occur until the application is
determined to be complete. The second list is issues of concern to staff. When all
required materials are submitted the City has 30 days to make a determination of
completeness. If the application is determined to be complete, processing for a decision
on the application will be initiated. In addition, please note that you have six months from the date the application was initially. filed, April 2, 1996, to either resubmit the
application or submit the required information. Failure to resubmit the application or to
submit the materials necessary to determine your application complete shall be deemed
to constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

You must process a Hillside Development Permit (HDP) application for the
proposed project because of the proposed encroachment into 40% slopes.
Please indicate on the plans the current zoning of the subject site (PM).
Please indicate on the plans the total proposed building coverage (in %).
Please indicate on the plans the average daily traffic (ADT) to be generated by the
project (broken down by separate uses).
Please show typical street cross sections for all adjacent streets.
Please show on the Preliminary Grading Plan the proposed earthwork volumes,
including separately cut, fill, import, and export amounts. Also, please show the
amount of grading as a total cubic yards/acre (CY/ac). This figure is determined
by dividing the larger of either the cut or fill amount by the total area to be graded.
The floor plans should show square footages of various proposed use areas and
total square footage.
The Landscape Plan should include an estimate of the yearly amount of irrigation
(supplemental) water required to maintain each zone.
The total required employee eating area called out on the Site Plan is incorrect.
The total required area for this project is 1479 sf.
Planning Department Policy No. 19 allows you to provide up to 40% (592 s9 of
the employee eating area indoors if the building will house only a single tenant.
The remaining 60% of this requirement (887 s9 must be provided outside.
The indoor eating area must be shown in detail on the floor plans.
Full details of the outdoor eating area must be shown. These should include the
number and details of the proposed tables, benches, trash enclosures, etc.
The information relating to proposed use areas must be clarified and expanded.
The floor plans show a "manufacturing" area and a "storage" area. Manufacturing
uses and warehouse uses are not the same and have different parking
requirements. Also, this information is not consistent with the total use areas
called out on the Site Plan. Please correct and clarify the information regarding
the use areas, being as specific as possible.
14. The information relating to required and provided parking must be clarified and
expanded. It appears that the parking provided does not satisfy the parking
requirements for the use. The floor plans show a "manufacturing" area and a
"storage" area (See Item 13 above.) which have been combined for a total
"warehouse" area. The parking requirements for manufacturing areas and
warehouse areas are not the same. Parking for the various use areas must be
provided consistent with the following requirements:
office uses 1 sp:250 sf of use area,
manufacturing uses 1 sp:400 sf of use area,
warehouse uses 1 sp:lOOO sf of use area, and,
vehicles associated with use 1 sp: vehicle.

Please indicate Average Daily Traffic generated by the project, broken down by
separate uses.
You must show a typical street cross section for Edison Place. Please also note
on the plans that Edison Place is a private street.
Please show sewer lines to demonstrate how sewer service will be provided to the
project.
Please show earthwork volumes; cut, fill, import, and export.
Please provide a geotechnical report which discusses the soils analysis, design
criteria, drainage requirements, and other items related to the retaining wall
proposed along the west side of the building. Please delineate on the grading
plan the drainage ditch along the retaining wall, which is shown on the building
elevations, and any other proposed drainage facilities for this structure.
ISSUES OF CONCERN
PLANNING:
1. Please include the project application number (PIP the upper right-hand
corner of the plan sheets for your next submittal.
2. Rows of parking spaces should be broken up by landscaping islands
approximately every 10 spaces.
3. The setbacks shown on the East side (interior) and the South side (rear) of the
site are only 7'6" without the 2'6" parking overhang being assumed on the plans.
SP 181 (A) prohibits any parking overhang into required setbacks. The minimum
setback for an interior property line (East side) is 10' with no overhang. The
minimum rear setback is 25', except that parking areas may extend to the 10' line.
However, again no parking overhang is allowed into this 10' area.
4. Parking lot landscaping must be provided per the requirements of SP 181 (A).
Specifically, this must include trees (at a ratio of 1 tree for each 5 parking stalls).
5. The Site Plan "Project Data" area indicates a "total first floor area" of 21,714 sf and
another "total first floor area" of 24,654 sf. The second figure should be relabeled
as the "total floor area".
6. All roof equipment must be screened.
ENGINEERING:
I. Please indicate what the elevations called out on the grading plan represent, such
as top of curb (TC) or, flow line (FL), or finished surface (FS).
2. The applicant should contact the Carlsbad Municipal Water District to determine
if water meters are allowed directly beneath the driveway entrance to the project,
or whether these facilities should be relocated out of traffic areas.
Attached is a redlined checkprint set of the plans for your use in making corrections and
changes as noted. You must return this checkprint plan set with the corrected plans to
assist us in our continued review.
