SUBJECT: HUNSAKER INDUSTRIAL BUILDING - PRE 96-40

A preliminary review of your project was conducted on September 12, 1996. Listed
below are the issues raised by staff. Please note that the purpose of a preliminary
review is to provide you with direction and comments on the overall concept of your
project. The preliminary review does not represent an in-depth analysis of vour
proiect. Additional issues of concern may be raised after your application is
submitted and processed for a more specific and detailed review.
Plannina:
1. The project site is zoned Planned Industrial (P-M) and designated Planned
Industrial (PI) in the City’s General Plan. The proposed manufacturing and
distribution use is allowed under these designations. The P-M zone requires the
processing and approval of a Planned Industrial Permit (PIP) prior to issuance of
grading or building permits. A copy of the PIP application materials are
enclosed.
2. The project site is located within the Carlsbad Airport Business Center Specific
Plan (SP 200) and subject to the provisions contained therein (copy enclosed).
Following are a list of aspects of the proposal that do not appear to conform to
provisions of SP 200:
a. Front and street-side yard setbacks of 35 feet are required. Only
walkways, driveways serving the parking areas, architectural walls and
monument signs are allowed within the setback areas. No parking can
intrude into the setbacks areas.
b. Except for the approved driveways and sidewalk locations, the entire area
from the curb to a point 29 feet beyond the right-of-way line shall be
landscaped. The proposed walkway along Sea Otter Place must be
outside of this 25 foot landscaping area. In addition, berming is required
between the public streets and the parking area. Since no topographic

information is given, the size of the berm cannot be established. Please
refer to page 10 of the enclosed specific plan document for details on
berming requirements.
c. Outdoor employee eating areas, a minimum of 300 square feet per 5,000
square feet of building area, are required. The eating area shall be
landscaped, equipped with outdoor furniture, located such that a sense of
privacy is apparent and easily accessible to the employees of the building.
Please indicate where this eating area will be located.
3. Parking requirements are based upon the total square footage of each proposed
use. Since no breakdown of uses was provided, no specific comments can be
made. Office uses require one space per 250 square feet of gross floor area,
manufacturing uses require one space per 400 square feet of gross floor area
and warehousing uses require one space per 1,000 square feet of gross floor
area. A deed restriction limiting the square footages of uses to ensure adequate
parking will be a condition of approval for the project. Please also identify the
location of all parking for physically challenged individuals.
4. No architectural elevations were submitted therefore no comments on
architecture can be made. Maximum building height is 35 feet to the peak of the
roof. According to the Specific Plan, plain tilt-up and box-like structural forms
shall be avoided.
5. No landscaping plans were submitted therefore no specific comments on
landscaping can be made. The City’s Landscape Manual does require a
minimum eight (8) foot landscaped perimeter around open parking areas. The
submitted plan appears to meet this requirement. One tree is required for every
four (4) parking stalls, therefore they will need to be located in the parking
islands as well as the landscaped perimeter.
Ennineerinn:
1. The proposed driveways need to consider the required minimum spacing (300
feet) and conflicts with adjacent driveways. Attached is a driveway plan that
shows the accepted locations of driveways within the Specific Plan for this site.
The idea of sharing a driveway on Loker Avenue East may resolve one driveway
issue. Additional driveways on lots adjacent to this development should be
shown. If the lot is vacant, please assume the location will correspond to the
approved Specific Plan driveway plan.
2. The width of the driveways is 30 feet minimum. A width of 36 feet should be
used for the proposed use considering the volume and type of traffic anticipated.

3. The multiple loading bays should be striped and identified.
4. Onsite drainage systems should incorporate NPDES standards.
5. Proposed grading, including cut and fill or export quantities, should be shown.
6. Although the proposed parking dimensions appear to be satisfactory, a standard
detail for typical parking dimensions should be shown.
7. The existing sewer and drainage easements should be shown. The access
holes or cleanouts should also be shown.
