Property Known as Lot 41, Carlsbad Airport Center (APN 212-092-05), Carlsbad,
California (Site)
Dear Mr Busschau:
Environmental Business Solutions, Inc. (EBS) is pleased to present this letter report (Report)
of the Phase I Environmental Site Assessment (Assessment) of the abovedescribed Site. This
Report summarizes the results of the Assessment that was conducted in order to evaluate
the Site’s current environmental conditions. The work described in this Report was
performed by EBS in general accordance with Exhibit 43 to the Consulting Agreement
(Contract) between EBS and Grossmont Bank (Client). Exhibit 43 was fully executed on
August 5,1997.
BACKGROUND
We understand that the Site is an undeveloped property located on the northeast
comer of Palomar Oaks Way and Camino Vida Roble in Carlsbad, California (Figures
1 and 2). The Site is in a commercial area near Palomar Airport. We also understand
that the Site is known as Lot 41 of Carlsbad mort Center and is approximately 4.65
acres in size.

OBJECTIVE
The objective of the scope of services was to assess the likelihood’ that a release of
hazardous waste has impacted the Site from the current or historical Site land use or
from a known and reported off-site source.
SCOPE OF SERVICES
The scope of services designed and conducted to meet the objective was as follows:

Preparation.
Site Reconnaissance and Site Research
Site Reconnaissance
On August 12,1997, EBS personnel conducted a Site reconnaissance’ to observe and
document existing Site conditions. The general Site location is shown in Figures 1
and 2. A Site plan and Site vicinity map are shown in Figure 3. Selected color
photographs of the Site are presented as Figures 4a through 4c.

General Observations
The Site was observed to be a previously graded lot (Figure 4a). The lot was not
observed to be developed. The southern and western Site boundaries were
interpreted to be along Camino Vida Roble and Palomar Oaks Way, respectively. An
approximately 10-foot-high slope (the Site is higher than Palomar Oaks Way) was
observed along the western Site boundary. The eastern Site boundary was
interpreted to be along the base of an approximately 15-foot-high slope. The
northeast Site boundary was interpreted to be along a fence. A brow ditch (a
concrete-lined ditch typically used to control surface runoff) was observed in this
area. A portion of Palomar wort (the west end of the runway) was observed north
of the fence. The northwestern Site boundary was interpreted to be marked by a
series of “grade stakes.” Lot 42 is interpreted to be located north of the “grade
stakes.”
In general, the Site appeared to be relatively level with a gentle slope to the
southwest. An inlet for a storm drain was observed in the southwest comer of the
Site (Figure 4b-1). It is our interpretation that surface flow is generally directed to
this storm drain inlet. The Site was generally devoid of vegetation with the exception
of areas of grasses and weeds, and landscape vegetation along slopes. An isolated
area of concrete debris was observed in the northeastern portion of the Site (Figure
ab-2).
Potential Asbestos-Containing Materials
Because the Site was not developed, a visual assessment of the potential for the
presence of potential asbestos-containing materials was not conducted.
On-site Utilities
Other than the storm drain inlet previously described, no indications of above- or
below-ground utilities were observed at the Site. In addition, no indications of the
presence of sumps, pits, drywells, wells, or cisterns were observed. Based on our
understanding of the area, water service to the Site is supplied by the Carlsbad
Municipal Water District.
Site Research
HMMD File Review
Based on the review of our in-house HMMD HE-1790 database of facilities that use,
store, or generate hazardous materials and/or wastes, the Site does not have an
HMMD file associated with it.

Fire Department Records Review
The Carlsbad Fire Protection District was contacted regarding hazardous
materials/waste records for the Site, but indicated that such records are kept with the
County HMMD and not with the fire department.
Building Department Records Review
The City of Carlsbad Engineering Department was contacted regarding building
permits or other records for the Site. While engineering department personnel did
respond that they were in the process of researching the Site for records; however,
after numerous follow-ups by EBS, none were provided.
Hydrogeology and Water Quality Survey
Topography
Based on a review of a United States Geological Survey (USGS) topographic map,’
the Site is interpreted to be at an elevation of approximately 250 feet above mean sea
level (MSL). The Site location is southwest of the west end of the runway at Palomar
Auport. The Site itself is relatively flat and appears to be comprised of fill material
placed in a small canyon.
Soil Survey
According to a soil survey for San Diego the soil in the general Site vicinity
consists of Huerhuero loam with 9 to 15 percent slopes and loamy alluvial land of the
Huerhuero complex with 9 to 50 percent slopes. Runoff is reported to be medium
to rapid, and the erosion hazard is moderate to severe.
Geology
Based on a review of a geologic map published by the California Division of Mines
and Geology,4 the Site area is interpreted to be generally underlain by Tertiary-aged
undifferentiated Del Mar Formation, Torrey Sandstone, and Santiago Formation,
consisting of clayey sandstone and siltstone with claystone beds up to 5 to 10 feet
thick.

Water Quality Survey
The Site is interpreted to be located in the Encinas Hydrologic Area of the Carlsbad
Hydrologic Unit. According to the Regional Water Qualitv Control Board (RWQCB),
groundwater within this hydrologic subarea has been designated as having no
potential or existing beneficial uses for municipal, agricultural, and industrial
purposes and has been exempted by the Regional Board from the municipal use
designation under the terms and conditions of State Board Resolution No. 88-63,
Sozmes of Drinking Water Policy. The hydrologic areas and water use designations
were presented in the RWQCB's "Comprehensive Water Quality Plan" (Plan)
originally adopted in 1974. Recent amendments to the Plan, adopted in September
1994 by the RWQCB, were reviewed and used in the preparation of this Report.
According to the RWQCB-San Diego Region,5 there are no RWQCB-designated
regional groundwater impairments within San Diego County.
Hydrogeology
Information regarding groundwater at the Site was not readily available. However,
review of documents prepared by Metcalf & Eddy (M & E),6 Woodward Clyde
Consultants (WCC),7 and IT Corporation (IT)' indicates that there are two water-
bearing zones in the Site vicinity. Please note that most of the reviewed documents
pertain to the former Palomar Airport Landfill located approximately 1,600 feet east
of the Site. These two water-bearing zones are discussed below.
0 Alluvial/weathered bedrock water-bearing zone
Groundwater in this zone is encountered in alluvium and weathered
bedrock, and is generally found in existing and filled canyons. Groundwater
depths may be relatively shallow (10-20 feet below ground surface) for
existing canyons. Groundwater in this zone would generally flow parallel to
the flow of surface water within the canyon. Review of pre-grading
topography indicates that canyons in the vicinity of the Site generally have
south to southwest flow lines. Therefore, if groundwater is present in this
zone at the Site, it is interpreted to generally flow towards the south to
southwest.
0 Bedrock water-bearing zone
Groundwater in this zone is found within the underlying sandstone and
siltstone formational materials. It is generally encountered at depths of
approximately 50 to 150 feet below ground surface. Groundwater in this
zone is interpreted by M & E to be controlled by stratigraphy and generally

flow parallel to the dip of bedding in the bedrock. Bedding generally dips
toward the west to southwest; therefore, groundwater in this zone is
interpreted by M & E to flow toward the west to southwest. WCC reports
that groundwater within this zone generally flows to the south to southwest.
It is our understanding that groundwater in the Site vicinity is complex and not well
understood. For example, the two water-bearing zones may not be connected, and
the groundwater flow direction is reported to range from south to west. IT reports
that the County of San Diego is developing a hydrologic investigation of the Palomar
Airport Landfill. When this investigation is completed, there may be better data
available to assess groundwater depths and flow direction in the Site vicinity.
Please note that the intent of assessing groundwater depths and flow direction is to
assess possible impact to the Site from the Palomar Auport Landfill. Without a better
understanding of the groundwater flow direction, it is difficult to assess a possible
impact, if any. However, it should be noted that the County of San Diego is reported
to be the “responsible party” for the landfill. According to the San Diego Regional
N‘ater Quality Control Board, as presented in Waste Discharge Requirement (WDR)
order number 96-13, the County of San Diego, as owner and operator of the Palomar
Airport Landfill, is responsible for maintenance of the landfill surface cover,
drainage, stormwater control, and all measures to control migration of waste
including clean-up activities when and if they become necessary.
Site Vicinity Reconnaissance and Off-site Source Survey

several developed and undeveloped graded lots. The following table summarizes
land use and observations in the immediate Site vicinity.

VISTA Information Solutions Site Assessment Report
VISTA Information Solutions, Inc. (VISTA) was contracted by the Client to provide
a Site Assessment Plus Report" which reviewed the following local, state, and federal
regulatory databases for the Site and those facilities within up to 1 mile of the Site.
The VISTA report was reported to have been prepared in general accordance with
the American Society for Testing and Materials (ASTM) standard for the regulatory
database review for Phase I Site Assessments. The locations of the referenced
facilities relative to the Site are shown in color on VISTA'S "Map of Sites within One
Mile" which is included in their report. A description of the various databases, as
well as the date each database was most recently updated, is included in the VISTA
report. The VISTA report is attached as an Appendix to this Report. Readily
available regulatory agency records reviewed by VISTA are as follows:

The VISTA report indicated that there were no reported facilities for the following
databases within the Site vicinity. The Site vicinity is defined by the search radius
used for each database.

Known, Reported, or Suspected Releases Within the Site Vicinity
LUST
This database lists facilities where a release from a UST is known to have occurred.
Two facilities were listed in this database. Palomar Airport, located at 2198 Palomar
Aqort Road (VlSTA ID no. 2, approximately 0.48 mile east of the Site) is reported
with a case status of “case closed.” Hughes Helicopters, located at 2006 Palomar
Auport Road (VISTA ID no. 3, approximately 0.48 mile east of the Site) is listed with
a case status of “preliminary assessment (initial investigation),” and a case type of
“non-tank/permitted site - problem is not tank related (an underground tank may
be on site), establishment has or had a permit from Hazardous Materials
Management Division.”
SWLF
Two solid waste landfills were reported to be within 0.5 mile of the Site. The
Palomar Airport Landfill and the North Coastal SLF/Palomar Airport Landfill are
both listed as VISTA ID no. 2. The Palomar Airport Landfill is also listed in the
“unmapped sites” portion of the VISTA report as Palomar Airport Sanitary Landfill.
Both are reported by VISTA to be 0.48 mile east of the Site (Please note that based on
a review of reports at the RWQCB, it is our assessment that Unit 1 of this landfill is
actually located approximately 1,500 to 2,000 feet east of the Site, not 2,600 feet [0.48
mile] as reported by VISTA). Both were reported to have a facility type of “solid
waste disposal facility” with a facility status of “closed.”
In the listing under “unmapped sites,” the Palomar Arport Sanitary Landfill is
reported with a facility type of “solid waste sites class I11 - landfills for nonhazardous
solid wastes” and is listed as both a Chapter 15 facility and a solid waste assessment
test facility.
The Solid Waste Water Quality Assessment Test for the Palomar Airport Landfill,
dated April 9, 1993, was reviewed and is discussed in the RWQCB Solid Waste
Assessment Test (SWAT) Sites section of this Report.

GNRTR
The GNRTR database reports generation, storage, transportation, treatment, or
disposal of hazardous waste. TMI, located at 5858 Dryden Place (VISTA ID no. I,
~0.01 mile west of the Site) was listed as a small generator (generates 100 kilograms
[kg] per month but less than 1,000 kg per month of non-acutely hazardous waste).
No releases of hazardous materials or wastes were reported for this facility.
Unmapped Sites
VISTA listed 15 facilities as unmapped. Unmapped sites are facilities for which
VISTA does not have sufficient information to accurately locate them on a map.
Based on a review of the VISTA report, most of these facilities are landfills and are
located more than one mile from the Site. The first listing in the unmapped facilities
was identified as Carlsbad, California. This facility was listed as “not a federal
facility” with private ownership and a site incident category of “abandoned.” This
facility was listed as not on the National‘Priorities List and the incident type was
listed as “non-oil spill.” There is insufficient information to ascertain the location of
this facility.
Additional EBS Research
California Division of Oil and Gas
EBS personnel reviewed the California Division of Oil and Gas (DOG) Map
regarding oil and gas well locations within 1 mile of the Site.” Based on a review of
the DOG map, there was one well interpreted to be located approximately 1 mile
southwest of the Site. DOG personnel were contacted regarding the well,“ and the
available DOG file on the well was provided to EBS. Based on a review of the DOG
file, a proposed oil and gas well was drilled in early 1953 to a depth of 1,242 feet
below the ground surface. However, because the well never produced any oil or gas,
the ~7ell “as abandoned and then capped in approximately late 1953.
RWQCB Solid Waste Assessment Test (SWAT) Sites
The RWQCB SWAT Program address list’3 was reviewed for reported SWAT
facilities by EBS personnel. Palomar Airport Landfill (rank 5) is located in the south-
central to eastern portion of the airport east of the Site (Figure 3).14
EBS personnel reviewed the readily available records regarding the Palomar Airport
Landfill at the RWQCB. According to the SWAT report from M 6r E, the closest
portion of the Palomar wort Landfill (Unit l-see Figure 3) to the Site has impacted
the shallow and deep bedrock groundwater with volatile organic compounds
(VOCs). The RWQCB file indicated that groundwater monitoring wells immediately
south and downgradient (with respect to shallow groundwater flow direction) of

Unit 1 had been impacted with VOCs.
The Site is interpreted to be located in a generally crossgradient direction with
respect to the shallow groundwater flow direction (approximately south as reported
by M & E) from the Palomar Airport Landfill Unit 1. Information regarding the full
lateral extent of the VOCs in the shallow and deep bedrock groundwater was not
found in the readily available reports reviewed.
Review of the SWAT report indicated that a discharge from the landfill had affected
groundwater. Based on visual observations reported by M&E, “during periods of
precipitation, runoff within, and in some areas outside the limits of, Unit 1 is flowing
to enclosed depressions and open cracks in the landfill deck and subsequently is
infiltrating to the underlying refuse. The net effect of this condition is a large
quantity of water accumulation within the landfill deposits comprising Unit 1.” Due
to the circumstances surrounding the presence of shallow groundwater in the
vicinity of Unit 1, M & E reported that there is no documented “up gradient” location
in which to monitor other potential sources of contamination.
In the April 1993 SWAT report, the following conclusions were drawn by M&E:
1. Large volumes of precipitation/surface runoff have been entering refuse
Units 1 and 2 as a result of subsidence and distress of the asphalt concrete
pavement overlying both units. This has resulted in the formation of a
shallow groundwater horizon beneath these two units.
2. Groundwater monitoring downgradient from Units 1 and 2 indicates that
contaminant discharges have occurred to the underlying shallow
groundwater. Sixteen volatile organic compounds (VOCs) were detected in
water quality samples from both units, five of which were at concentrations
exceeding California Department of Health Services Maximum Contaminant
Levels (MCLs)’ for drinking water. To a lesser extent, a scattered low-level
presence of VOCs was encountered in the deeper bedrock groundwater
regime beneath both units.
3. There is a clear need for groundwater remediation beneath and down
gradient of Unit 1 and Unit 2. Engineered control and diversion of surface

aesthetic and taste characteristics. MCLs are frequently used as groundwater cleanup levels.
However, in OUT experience, cleanup levels are established on a case-by-case basis and MCLs
may not be selected by the RWQCB as the appropriate action or cleanup level for this area
(particularly in light of the Site being located in RWQCB-designated non-beneficial
groundwater use area).

gradient of Unit 1 and Unit 2. Engineered control and diversion of surface
runoff coupled with extraction and regulated disposal of contaminated
groundwater have been initiated at Unit 1 and are in the planning stage for
Unit 2. On a long-term basis, subsurface barriers are proposed at both
locations.
4. Evidence of vadose zone contamination was encountered throughout the
landfill site. However, for reasons explained in the [MGrE] report, our
preliminary conclusion is that gas migration, not leachate discharge, is the
responsible agent.
One seepage (leachate) sample was collected from the frontal slope of Unit 1 of the
Palomar Auport Landfill by M & E in January 1993. The analytical results indicated
that the sample was below laboratory detection limits for TRPH and halogenated
volatile organic compounds (HVOCs).
AB 7803 "Polluted Wells"
The 1986 State of California Department of Health Services Survey of Organic
Chemical Contamination of Large Public Water Systems in California was reviewed
by EBS to assess whether any "polluted wells" identified pursuant to Assembly Bill
1803 were within 1 mile of the Site. EBS did not identify any such wells.

Historical Aerial Photograph and Land Use Review
Readily available aerial photographs from San Diego C~unty'~ were reviewed to
assess historical Site and Site vicinity land use and potential environmental concerns
related to historical Site and Site vicinity land use. Based on our experience and our
in-house collection of Sanbom Fire Insurance maps, we judged that it was unlikely
that historical Sanborn maps would be available for the Site and Site vicinity.
Historical Site Land Use
Based on our review of the aerial photographs and Site reconnaissance, the Site was
interpreted to be undeveloped from 1928 to 1983. In the 1989 aerial photograph, the
Site was graded but otherwise appeared undeveloped. There were no obvious
indications observed in the aerial photograph review that the Site had been impacted
by a release of hazardous materials/wastes.
Historical Site Vicinity Land Use
The historical Site vicinity land use was also assessed for potential environmental
concerns to the Site from historical off-site sources. Based on the historical aerial
photograph review, the historical Site vicinity land use was interpreted to have been
undeveloped from 1928 to 1983, with the exception of the airport northeast of the Site
which was visible in the 1967 aerial photograph. Please note also that, while the Site
was interpreted to be undeveloped until at least 1983, agricultural land use was
interpreted to have occurred in the general Site vicinity, particularly to the south of
the Site.
It appears that the Site in its current graded configuration consists of a mass-graded
fill placed in a canyon underlying the Site. Although no agricultural use was
interpreted at the Site, there is the possibility that material imported for use at the
Site originated from an area that had past agricultural use. If this is the case, such
fill soil may contain pesticide residues, including organochlorine pesticides such as
DDT that are interpreted to have been widely in use during the period of interpreted
agricultural land use near the Site. This class of pesticides is known to have the
potential to remain in detectable concentrations in the subsurface for extended
periods of time. Based on the interpreted land use near the Site and our experience
with agricultural properties, it is possible that trace concentrations of organochlorine
pesticides are present in the soil at the Site as a result of the interpreted agricultural
land use near the Site. It is also our experience that trace concentrations are likely to
be present even in cases of mass grading and earth movement, such as likely
occurred at this Site.
While there are currently no regulations which stipulate clean-up levels for
organochlorine pesticides in soil, there is a lex7el at which soil could be classified as
a hazardous waste based on, for example, a DDT concentration. However, it has

been our experience that in order for pesticide-impacted soil at the Site to be
classified as a hazardous waste, the soil would need to be a waste (e.g., to be
excavated and transported off-site). In addition, it would need to have
concentrations of organochlorine pesticides, such as DDT, in excess of regulatory
values, such as the total threshold limit concentration (TTLC), the soluble threshold
limit concentration (STLC), or the toxicity characteristic leaching procedure (TCLP)
values, for specific pesticides in soil samples.
In the 1989 aerial photograph, the Site vicinity was graded but otherwise largely
undeveloped with only one constructed building visible in the immediate Site
vicinity. This building was interpreted to occupy a lot on the south side of Dryden
Place just west of the Site.
CONCLUSIONS
Based on the review of readily available data obtained as part of this Assessment,
current regulatory guidelines, the Site and Site vicinity reconnaissance, and our
experience, in OUT professional judgment we have drawn the following conclusions
regarding the environmental conditions of the Site:
0 The Site was observed to be a previously graded but undeveloped Jot.
0 The use, storage, or generation of hazardous materials or wastes was not
observed at the Site. There were no obvious indications that a release of
hazardous materials or wastes had occurred at the Site. Based on our
observations and Site research, there is a low likelihood that the Site has been
impacted by a release of hazardous materials or wastes from current Site
usage. cI_

0 Based on the Site vicinity reconnaissance, no obvious indications of the use,
storage, and/or generation of hazardous materials/wastes were observed in
the Site vicinity. No obvious indications were observed that a release(s) of
hazardous materials/wastes from an offsite source had occurred within the
Site vicinity.
0 With the possible exception of the reported releases of hazardous and/or
potenbally hazardous waste from the Palomar Auport Landfill, there is a low
likelihood that the Site has been impacted by a release of hazardous materials
or wastes from a known and reported off-site source.

0 The available data are, in our opinion, insufficient to assess the possible
impact to regional groundwater beneath the Site. However, in the event that
regional groundwater beneath the Site does contain detectable concentrations
of chemicals released from the Palomar Airport Landfill, it is reported that
the County of San Diego is the "responsible party" for the landfill and would <
be responsible for mitigation and cleanup of any release from the landfill,
should it become necessary.
0 There is a low likelihood that a release@) of hazardous materials/wastes from
historical Site land use had occurred at the Site.
0 Based on the review of readily available information regarding the historical
Site land use, there are no obvious indications that the Site has been impacted
by a release of hazardous materials/wastes from a known historical Site or <
Site vicinity land use.
0 Information regarding the groundwater depth and flow direction at the Site
was not readily available. Based on the available data, regional groundwater
in the Site vicinity is estimated to occur at depths between approximately 50
and 150 feet below grade. The direction of regional groundwater flow in the
Site vicinity is estimated to be generally southwesterly to westerly.
0 We have performed a Phase I Environmental Assessment in general
conformance with the scope and limitations of ASTM Practice E 1527. Any
exceptions to, or deletions from, this practice have been previously described
in this Report. There is a low likelihood, with the possible exception of a <
release from the Palomar Airport Landfill, that recognized environmental
~011d.ition~~ are present at the Site from the current or historical Site land use
or from a known and reported off-site source.
3 Recognized environmental conditions, as defined by the American Society for Testing and
Materials (ASTM), include the presence or likely presence of hazardous substances or
petroleum products on a property that indicate an existing release, a past release, or a
material threat of release of any hazardous substances or petroieum products into structures
on the property or into the ground, groundwater, or surface water on the property. However,
the term is not intended to include de minimis conditions that do not generally present a
material risk of harm to the public health or the environment a?d that generally would not
be subject to an enforcement action if brought to the attention of appropriate governmental
