SUBJECT: PIP 97-07CDP 97-35 - NEWTON DRIVE INDUSTRIAL FACILITY
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planned Industrial Permit and Coastal Development
Permit, application nos. PIP 97-07 and CDP 97-35, as to their completeness for
processing.
The application is complete, as submitted. Although the initial processing of your
application may have already begun, the technical acceptance date is acknowledged by
the date of this communication. The City may, in the course of processing the
application, request that you clarify, amplify, correct, or otherwise, supplement the basic
information required for the application. In addition, you should also be aware that
various design issues may exist. These issues must be addressed before this
application can be scheduled for a hearing. The Planning Department will begin
processing your application as of the date of this communication.

The project site has an elevation differential of greater than 15 feet and slopes
which exceed 15%; therefore, the project requires approval of a Hillside
Development application (application attached). Please submit the items circled
on the attached checklist with a check for $400.00. The proposed grading
appears to be consistent with the Hillside Ordinance (Chapter 21.95 of the
Zoning Ordinance), however, a calculation must be made to determine that the
grading quantities are within the acceptable range. The calculation requires that
the volume of cut or fill (whichever is greater) be divided by the total area of
grading (cut and fill). Acceptable range = 0 - 7,999 cubic yarddacre and
potentially acceptable range = 8,000 - 10,000 cubic yardslacre.
The architectural plans do not clearly indicate building height. Building height is
measured from finished grade, not finished floor, and building height is restricted
to 35' to the roof line unless the applicant requests additional building height and
identifies additional landscaped setbacks. Parapets are permitted up to 45' as
long as they do not enclose usable building area. Please dimension plans
showing the height to the actual roof line and to the top of parapet at every point
where the total building height varies. The same grade elevation may be used at
loading bay locations since actual grade is lower to accommodate the bays.
The building elevations (southern elevation) submitted for La Costa Products
indicate a grade for loading bays at a location shown on the site plan with a 50'
landscaped area immediately adjacent to loading bays. Please explain.
In accordance with Planning Department Administrative Policy No. 14, industrial
projects must be parked a 1 space/250 sq. ft. of gross floor area unless a
breakdown of uses with designated square footages of gross floor area for each
use is provided. Therefore, the parking requirement must be shown as follows:
Office: square feet/250 square feet = spaces;
Manufacturing: square feet/400 square feet = spaces; and
Warehouse: square feet/l,OOO square feet = spaces.
Future tenant improvements.will be restricted by the total parking provided in that
parking demand may not exceed required parking unless additional spaces are
provided onsite.
Show top of wall and bottom of wall (TW/BW) elevations at all retaining and/or
crib wall locations.
The location and design of trash enclosures must be shown on the plans in
accordance with City standards. Please provide an elevation of the enclosure
which must be constructed of masonry block and designed to match the
industrial building.

Roof equipment must be entirely screened from surrounding properties and
roadways. If any roof equipment is required, please submit a roof plan
identifying its location, and an elevation illustrating that the proposed roof
parapets will adequately screen the equipment from adjacent properties and
roadways.
Please submit a revised conceptual landscape plan showing the site design
currently proposed. Please show proposed employee eating area amenities
(tables, trash cans, benches, etc.).
Please explain what is meant by “crib wall (alternate) shown along northwestern
property line, and show the height of the crib wall at each end and the highest
point.
The northern building elevation is monotonous and provides no architectural
interest. Please incorporate additional architectural elements into this building
elevation. The architectural plans submitted on August 21, 1997 are more
consistent with this request.
Show the earthwork volumes (cut, fill, and export) on the plan. The volumes
provided with the application indicate export.

Be aware that the final approved site plan will need to be shown on 24” by 36”
size sheets.
Show the project name and the applications applied for as shown in the Land
Use Review’application.
Show in site plan the existing zone and the existing and proposed land use.
Calculate and show the Average Daily Traffic generated by this project.. Be
aware that if the traffic generated by this project exceeds 500 ADT, a Circulation
Impact Analysis might be required. Please contact me if you need further
information.
Show bearings and distances of all exterior boundary lines.
Show the existing cross section of Newton Drive.
Coordinate the design of the cul-de-sac with the adjoining property owners. Per
our .telephone conversations, a modified cul-de-sac design could be used to
ameliorate the impacts to the property on the north.

Show all the existing driveways within 300 feet of the project.
Use standard commercial driveway designs rather than alley type designs.
A minimum clear distance of 5 feet is required when adjacent parking stalls are
located perpendicular or at an angle to each other (like at the easterly corners of
the parking lot).
Show existing fire hydrants and street lights within 200 feet of the project.
Show the earthwork volumes for the project. Submit a soils report for the site.
Grading of slopes in the vicinity of the property lines needs to adhere to the city’s
Engineering Standards. If any off-site grading is required, please submit a letter
from the affected property owner stating they are willing to grant a construction
easement for the performance of the work.
Please submit a drainage study for the site and show how it affects existing
facilities. Design the drainage system per the city’s Engineering Standards. If
necessary, a detention system needs to be incorporated in the design.
A minimum of 1% fall is recommended for all paving to avoid standing water.
The use of a tilted section with curb and gutter is recommended. Please show
drainage patterns and where water will be discharged
The drainage design will need to adhere to the requirements of the National
Pollutant Discharge Elimination System.
Show all easements as listed in the Title Report. The disposition of any
easements and encumbrances must be identified. Specifically, please address
the existing road easement on the west side of the property.
Consult with the Fire Department regarding the need of new fire hydrants. Then
coordinate the design of the water system with the Carlsbad Municipal Water
District.
Consult with the Carlsbad Municipal Water District regarding the use of
reclaimed water.
Red-lined check prints are enclosed. Please forward this plan set to the applicant for
corrections and changes as noted. Please make sure these prints are returned with
the corrected plans to assist us in developing the final conditions for the project.
