SUBJECT: PIP 97-12 - CARLSBAD OAKS EAST, LOT 35
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has
reviewed your application, No. PIP 97- 12, as to its completeness for processing.
The application is complete, as submitted. Although the initial processing of your application may have
already begun, the technical acceptance date is acknowledged by the date of this communication. The
City may, in the course of processing the application, request that you clarify, amplify, correct, or
otherwise, supplement the basic information required for the application. In addition, you should also be
aware that various design issues may exist. These issues must be addressed before this application can
be scheduled for a hearing. The Planning Department will begin processing your application as of the
date of this communication.

ISSUES OF CONCERN
Planning:
1. The architecture proposed for the front building facade is well articulated and includes an interesting
variety of building materials and colors. In accordance with the Specific Plan, please incorporate
more of this architectural detail and interest into the southern and western building elevations which
will be the most visible from Palomar Airport Road. This could include vertical or horizontal glass
elements similar to those shown on the southeastern elevation or a variety of textures and colors.
2. The site sections submitted appear to indicate that the major air’conditioning units will not be visible
from surrounding roadways and properties. The project will be conditioned so that if any roof
equipment is visible, it will either have to be removed or screened with architecturally integrated
roof screens.
3. The landscape plans have been submitted to Lany Black for plan check and comment. Any
comments will be forwarded under separate cover.
Engineering:
Traffic and Circulation:
1. Please indicate the 200’ stopping sight distance sight lines, fo; both directions, at both of the
proposed driveways. Indicate the sight lines on the site plan and IandscaDe Dlan. Also, as ureviouslv
indicated on the urevious submittal’s Landscaue Conceut Plan red-lined check mint, indicate the
maximum height of vegetation within the sight line area as 30” and the minimum tree canopy as 8’.
2. Since curb returns are being proposed for the driveway, please indicate standard handicap ramps on
each side.
Land Title and MaDuing:
3. The engineer of work must stamp the “Concept Grading & Drainage Plan.”
4. The designation of the owner on the site plan is the LOMAS GROUP and RANDALL
INTERNATIONAL. The designation of the owner on the application is SOAP (CA) QRS 12-37,
Inc. The title reuort indicates the owner as PROPCO. L.P. Please revise the site plan and submit a
new application indicating that the owner is the same as is being shown in the title report. Barring
this, submit a letter indicating the relationship between these different entities.
Miscellaneous:
5. Make sheets A- 1, C- 1 and L- 1, sheets 1 through 3 of 3 of the site plan.
6. Attached is a red-lined check print of the proposed project for the applicants use in making the
requested revisions. This check print must be returned with the project revisions to facilitate
continued staffreview.
