SUBJECT: Cornerstone Corporate Center - Lot 7 - PIP 98-03
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Planned Industrial Permit, application no. PIP 98-03, as to
its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, February 10, 1998, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

LIST OF ITEMS NEEDED

Planning:
1. The proposal to encroach over the existing slope along Palomar Oaks Way, requires
the processing of a Hillside Development Permit. However, if the project is
redesigned as discussed in issue #2 'below, a Hillside Development Permit will not be
required.

The title' report needs to be updated. It is more than 6 months old. The
adjustment plat required from PIP 97-04 and the reciprocal easements for
circulation, access, and drainage must be shown. The "not a part" should
include all requirements of the previous plans and applications shown.
Please submit the indicate all easements and encumbrances, .with the
recordation number and date, in accordance with the preliminary title report.
Indicate the future disposition of these easements either in plan view adjacent to
the easement information, or as a note or easement disposition chart. Note that
typically, SDG&E easements require a joint use agreement. The reference to
proposed lot lines to be adjusted may be old. The adjustment plan should have
recorded by now. The reference to parcel A, B, and C is confusing. If a
subdivision has occurred to create these parcels indicate recordation and map #.
The cover sheet and application says this project is lot 7 of CT 81-46.
Please show distance to any existing driveways and intersections which, are
located within 300' of the proposed project. The Engineer or Architect can use
broken / lines to extend and provide distance information.
Please submit two copies of the preliminary soils / geologic report. The report
should include details about the recent grading activity and any new or
proposed grading. The plan submitted appears to be an old version.
Please submit preliminary drainage or hydrology study. Verify proposed
design to remove the storm drain and any redirected downstream drainage
system capacity.
Clearly label existing and proposed lot lines. It is unclear if a Minor
Subdivision is anticipated or if the adjustment plat of lot 7 The title report
identified parcels "A,B,C & D" that should be shown.
Additionally, staff has conducted a review of the project for engineering issues of concern.
Engineering issues which need to be resolved or adequately addressed prior to staff making
a determination on the proposed project are as follows:
ISSUES OF CONCERN
Planning:
1. Pursuant to Specific Plan 181 (A), storage areas and trash enclosures are not permitted
between the streetside and building line. Accordingly, please revise the site plan to
relocate the mechanical yard and trash enclosure outside of the respective street
frontage areas of lot 7.
2. In order to reduce the visual impacts of the proposed'retaining wall and vertical building
form along the top of the existing slope along Palomar Oaks Way and Wright Place,
please revise the site plan to eliminate the proposed front yard retaining wall along
Palomar Oaks Way and setback the building a minimum of 15 feet from the existing top
of slope along Palomar Oaks Way and Wright Place.

Traffic and Circulation:
1. Please indicate Corner Sight Distance (sight lines), in accordance with CalTrans
criteria, for both directions at the proposed entrance to this project.
2. Please provide an exhibit that shows existing and proposed lot configuration and
necessary reciprocal access, drainage and parking agreements.

1. Please indicate sewer laterals from the proposed lots and buildings to public
sewer facilities. Check with CMWD for possible issues with cross - lot lateral.
Water:
1. Please show the complete water system including fire hydrant and offsite looped
or connecting systems. Contact CMWD for design details and specifics.
Attached is a red-lined check print of the proposed project for the applicants use
in making the requested revisions. This check print must be returned with the
project revisions to facilitate continued staff review. If you or the applicant have
