The Planning Department has reviewed your Planned Industrial Permit, application no. 98-06, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The Planning Department will begin processing your application as of the date of this communication. Although a Hillside Development Permit would be required for the encroachment into the Easterly slope, staff cannot support a request. The findings necessary to approve the permit could not be made. Specifically, the proposed wall is not creating additional open space nor creating a more aesthetically pleasing or natural appearing slope. It is strongly recommended that the retaining wall height be reduced to not exceed six feet in height. Change name of Lokar to Loker throughout plans. Add Planned Industrial Permit Number (98-06) to title sheet. Add Average Daily Traffic generated by project broken down by separate uses. Add to tabular data on title sheet. Identify section N-N on grading plan. Maybe mislabeled as "H". Indicate on site plan, improvements and amenities in the interior/exterior employee eating areas, i.e. benches, tables, trash cans, etc. Show locations of existing and proposed driveways on adjacent parcels, including across the street from this project. Show roof line, as dashed line, on building elevations. This is to show the amount of parapet available and if roof screening will be an issue. Provide roof plan (plan view). On grading plans, section M-M indicates the retaining wall varies from 1 to 3 feet. The plan indicates the retaining wall is at least five feet tall. Please provide tilt-up screen walls to screen the loading areas from Palomar Airport Road. One per each building on the South East corners. This will also provide some privacy for the employee eating areas from the truck loading areas. . Engineering: 1. Clearly show on the grading plan existing street lights and fire hydrants. Please see the red-lined plans for more information. 2. The plans must in.clude and identify measures to treat surface runoff onsite prior to entering the public storm drain system. This issue is related to the City's requirements of the National Pollutant Discharge Elimination System (NPDES) permit, which requires a project to provide best management practices to reduce surface pollutants to an acceptable level prior to discharge. Other commercial and industrial projects have utilized methods such as directing runoff from paved areas towards a landscaped swale prior to reaching the storm drain; or installing an onsite drainage basin specially designed to remove pollutants. 3. A minimum clear distance of 5’ for vehicles to back out is required when adjacent parking stalls are located perpendicular or at an angle of 90° or less to each other. 4. Please note that a lot line consolidation will be required prior to issuance of a building permit for this project. 5. Attached is a redlined check print set of the project. Please refer to these plans for corrections and changes as noted. Please return this plan set with the corrected plans to assist us in our continued review.
