LOCATION: Westerly parking lot of Plaza Camino Real
BRIEF DESCRIPTION: Relocate the existing North County Transit District (NCTD) Bus Transfer
Station, that is currently located in the southerly parking lot adjacent to
Marron Road, to the westerly parking lot adjacent to the on-site "ring"
road. This is being done by Westfield Development to facilitate the
possible future construction of a 24-plex movie theater within the
southerly parking lot. (Previous approval, PP 24F, April 20, 1994.)
ENGINEERING ISSUES AND DISCUSSION:
TRAFFIC AND CIRCULATION:
PROJECTED AVERAGE DAILY TRAFFIC (ADT): 784 bus trips per day(tpd) based on
NCTD projection.
TRAFFIC STUDY PERFORMED BY: N/A
COMMENT: There are no major traffic and circulation issues associated with this
proposed project.
SEWER:
SEWER DISTRICT: Carlsbad Municipal Water District
SEWER EDU'S REQUIRED: N/A
COMMENT: The Vista Sanitation District (VSD) has an existing sewer easement that
this project encroaches into. VSD has submitted a letter that they are aware of the
project and have no conditions or requirements for the project, as long as
excavation/construction over their easement is not greater than a depth of 3 feet.
WATER:
WATER DISTRICT: Carlsbad Municipal Water District
GPD REQUIRED: N/A
COMMENT: The Carlsbad Municipal Water District (CMWD) has an existing 12 inch
water line within an existing 15 foot water easement that this project encroaches into. If
12 inches of clearance cannot be maintained over this water line, then the water line will
have to be lowered and/or relocated.

PRELIMINARY GEO-TECHNICAL INVESTIGATION PERFORMED BY: Geo-
Environmental, Inc. (dated October 14, 1999), Labelle-Marvin, Inc. (dated June 21, 2000)
and Paller-Roberts Engineering, Inc. (dated March 2, 2001).
COMMENT: The above reports indicate that subsurface soil conditions along the existing
"ring" road are inadequate to support the increased amount of bus traffic associated with
this proposed project. Therefore, extensive reconstruction of the "ring" road will be
required. Based on recommendations from these reports the "ring" road shall be
improved with a combination of asphalt/concrete (A/C) overlays; new structural section
and A/C reconstruction; and, construction of a Portland Cement Concrete (PCC) section
at the "ring" road/Marron Road/Monroe Street intersection, as indicated on sheet C-5 of
the site plan.
DRAINAGE AND EROSION CONTROL:

PRELIMINARY HYDROLOGY STUDY PERFORMED BY: N/A
EROSION POTENTIAL: Low
COMMENT: The developer has submitted a pre and post-construction Storm Water
Pollutant Prevention Plan (SWPPP). This plan shall be implemented to mitigate pre
and post-construction surface runoff pollutants in conformance with National
Pollutant Discharge Elimination System (NPDES) and San Diego Regional Water
Quality Control Board (SDRWQCB) criteria. Additionally, the Developer shall install
an oil/water separator as a structural pollutant mitigation measure as shown on site
plan sheet C-2.
LAND TITLE:

SITE BOUNDARY COINCIDES WITH LAND TITLE: Yes
COMMENT: As indicated above, the proposed project encroaches into a VSD sewer
easement and CMWD water line easement. If it is determined that these facilities
must be relocated due to project construction (as discussed above under the Sewer
and Water comments), then the existing easements shall be quitclaimed and new
easements shall be dedicated.
IMPROVEMENTS:

COMMENT: Extensive reconstruction of the on-site "ring" road is required, as discussed
under the Soils and Grading comments above.

ENGINEERING CONDITIONS OF APPROVAL
ENGINEERING CONDITIONS
1. (6) Note: Unless specifically stated in the condition, all of the following conditions, upon the
approval of this proposed site plan, must be met prior to approval of a grading
permit.
General
2.(7) Prior to hauling dirt or construction materials to or from any proposed construction site
within this project, Developer shall apply for and obtain approval from, the City Engineer
for the proposed haul route.
3.(16) Developer shall implement 330 foot sight distance corridors, in conformance with City
Standards and as indicated on site plan sheet's C-1 and LS-1 These sight
distance corridors shall be shown on the final grading, improvement and
landscape plans for the project.
Grading
4.(24) Prior to the issuance of a grading permit, Developer shall submit to the City Engineer
proof that a Notice of Intention for the start of work has been submitted to the State
Water Resources Control Board.
5.(27) Based upon a review of the proposed grading and the grading quantities shown on the
site plan, a grading permit for this project is required. Developer shall apply for and
obtain a grading permit from the City Engineer prior to issuance of a building permit for
the project.
Coastal Conditions
6.(28) Since a Grading Permit is required, all grading activities shall be planned in units that
can be completed by October 1st. Grading activities shall be limited to the "dry season",
April 1st to October 1st of each year. Grading activities may be extended to November 15th
upon written approval of the City Engineer, obtained in advance, and only if all erosion
control measures are in place by October 1st.
Dedications/Improvements
7.(33) Developer shall provide the design of all streets/drive aisles and drainage systems to
the satisfaction of the City Engineer. The structural section of all streets/drive aisles
shall conform to City of Carlsbad Standards and be based on R-value tests to
accommodate increased loads to street/drive aisle structural sections due to bus
traffic (see site plan sheet C-5). All private streets/drive aisles and drainage systems
shall be inspected by the City. Developer shall pay the standard improvement plancheck
and inspection fees.
8.(34) Developer shall execute and record a City Standard Development Improvement
Agreement to install and secure with appropriate security as provided by law, public
improvements shown on the site plan to City Standards and to the satisfaction of the City
Engineer. Improvements shall be constructed within 18 months of approval of the
Development Improvement Agreement or such other time as provided in said
Agreement.
9.(39) Developer shall ha^Pthe entire drainage system designed, wDmitted to and approved by
the City Engineer, to ensure that runoff resulting from 10-year frequency storms of 6
hours and 24 hours duration under developed conditions, are equal to or less than the
runoff from a storm of the same frequency and duration under existing developed
conditions. Both 6 hour and 24 hour storm durations shall be analyzed to determine the
detention basin capacities necessary to accomplish the desired results.
10.(40) Developer shall comply with the City's requirements of the National Pollutant Discharge
Elimination System (NPDES) permit. Developer shall provide improvements constructed
pursuant to Best Management Practices (BMP) as referenced in the "California Storm
Water Best Management Practices Handbook" to reduce surface pollutants to an
acceptable level prior to discharge to sensitive areas. Plans for such improvements shall
be submitted to and subject to the approval of the City Engineer. Said plans shall include
but not be limited to notifying prospective owners and tenants of the following:
A. All owners and tenants shall coordinate efforts to establish or work with established
disposal programs to remove and properly dispose of toxic and hazardous waste
products.
B. Toxic chemicals or hydrocarbon compounds such as gasoline, motor oil, antifreeze,
solvents, paints, paint thinners, wood preservatives, and other such fluids shall not be
discharged into any street, public or private, or into storm drain or storm water
conveyance systems. Use and disposal of pesticides, fungicides, herbicides,
insecticides, fertilizers and other such chemical treatments shall meet Federal, State,
County and City requirements as prescribed in their respective containers.
C. Best Management Practices shall be used to eliminate or reduce surface pollutants
when planning any changes to the landscaping and surface improvements.
D. Prior to the issuance of grading permit, the applicant shall submit for City approval a
"Storm Water Pollution Prevention Plan (SWPPP)." The SWPPP shall be in
compliance with current requirements and provisions established by the San Diego
Regional Water Quality Control Board. The SWPPP shall address measures to
reduce to the maximum extent possible storm water pollutant runoff at both
construction and post-construction phases of the project. At a minimum, the Plan
shall:
1) Identify existing and post-development on-site pollutants.
2) Recommend source control Best Management Practices (BMPs) to filter said
pollutants.
3) Establish specific procedures for handling spills and routine clean up. Special
considerations and effort shall be applied to employee and customer
education on the proper procedures for handling clean up and disposal of
pollutants.
4) Ensure long-term maintenance of all post construction BMPs in perpetuity.
5) Identify how post-development runoff rates and velocities from the site will not
exceed the pre-development runoff rates and velocities for a 10-year, 6-hour
storm event. If maintaining post-development rates at pre-development levels
cannot be achieved, adequate justification subject to the City Engineer's
approval must be provided.
11. Developer shalfflrctall an oil/water separator as showi on site plan sheet C-2,
prior to issuance of a building permit.
Water
12. If the existing 12 inch water line has to be relocated or lowered to achieve a
minimum 12 inch clearance from existing and proposed facilities (e.g., proposed
storm drain as shown on site plan sheet C-2), the Developer shall design and
construct the water line to the satisfaction of the Deputy City Engineer - Utilities, and
City Engineer.
13. If the existing 12 inch CMWD water line remains in its existing location, or is
lowered, then the Developer shall process an Encroachment Agreement for this
water line/easement encroachment, prior to issuance of a building permit.
Code Reminders
The project is subject to all applicable provisions of local ordinances, including but not limited to
the following:
13.(49) Developer shall exercise special care during the construction phase of this project to
prevent offsite siltation. Planting and erosion control shall be provided in accordance
with Carlsbad Municipal Code Chapter 15.16 (the Grading Ordinance) to the satisfaction
of the City Engineer.

Dear Mr. Holzmiller,
Following are our responses to the City's comments, stated in your letter dated
November 10, 2000 and on the City's red-lined set of plans :
Comments in City's letter dated 11/10/2000
Planning:
1. The parking table was revised to show floor areas for all facilities. Gross
leasable area was eliminated.
2. Comments on landscape plan were received and addressed. Please see red-
lined copy with P&D responses to comments.
Engineering:
1. A new Sheet C5 was prepared by Paller-Roberts Engineering to address this
comment regarding Ring Road improvements. Please see attached letter by
Paller-Roberts Engineering.
2. In response to your comment regarding meeting NPDES criteria, an Oil Water
Separator has been added at the downstream end of the second inlet as a
storm water pollution prevention measure for the post construction stage, as
shown on sheet C-2. For the construction stage of the project, we have
prepared a conceptual Storm Water Pollution Prevention Plan (CSWPPP)
with the needed erosion control plan in the appendix and are submitting it
herein.
3. The proposed curb inlets are added to sheet C-2 "Preliminary Utility Plan".
Connection to existing storm drain system is shown too. Preliminary inlet
flowline and invert elevations are provided.
4. Attached is a letter from City of Vista stating that they do not require
acquisition of right-of-way permit for their sewer easement in the vicinity of the
proposed pedestrian sidewalk.

5. We have been in contact with City Engineering and CMWD staff regarding
encroachment into CMWD easement. It was concluded that minimum
landscaping (ground cover) with the needed irrigation & electricity will be
permitted within the easement. Trees will not be allowed. For the storm drain
lines crossing with the water line, an approximately 50 LF removal and
replacment of the water line will be needed to provide a minimum 12"
clearance between the storm drain and water lines. An encroachment
agreement will be processed at final design.
6. Site distance was shown on sheet C-1 "Proposed Improvements Plan" and
sheet LS-1 "Landscape Concept Plan".
7. Sheet C-3 "Property Boundary Information Plan" was revised to include the
Title Report Number and date. Other items mentioned in the comment were
added to the sheet in note 2.
Comments on City's red-lined set of plans other than the comments above:
Sheet C-1:
Warrant calculations were done for the Stop sign on Ring Road. Please see
attached memo and calculations prepared by Ron Siecke - P&D Consultants.
Based on that memo, we eliminated the stop sign from sheet C-1. On sheet C-5,
we added pedestrian crossing signs and markings north and south of the
crosswalk along Ring Road.

COMPLETENESS REVIEW & INITIAL ISSUES STATEMENT
Engineering Department staff have completed a review of the above-referenced project for
application completeness and have determined that the application and plans submitted for the
project are complete and suitable for continued review. Prior to a determination being made
on the project, the following engineering issues of concern must be adequately
resolved/addressed.
Engineering Issues of Concern
These issue were previously identified as "preliminary issues" for the Bus Transfer Station
relocation project in a correspondence to North County Transit District, dated March 23, 1999,
and in a "Pavement Analysis Courtesy Review," correspondence to Westfield Shopping Town,
dated July 7, 2000.
1. The issue regarding the improved structural section of the existing "ring road" still has not
be resolved. Staffs prior correspondence to Westfield indicated that the proposed
'Asphalt Rubber Hot Mix' overlay, in accordance with the Labelle-Marvin Report, was
unacceptable to staff and that a new structural section should be designed for the ring
road. This new section must extend from the relocated transit facility to the Marron
Road/Monroe Street intersection, including portions of the intersection as applicable.
Additionally, impacts to the existing surrounding improvements must be looked at
regarding any reconstruction of the ring road. For example, the report indicates that

must be met. Staff suggests constructing oil separator/filter systems at any bus parking
area sumps, and, installing filters at all on-site inlets with a maintenance program
included in the CC&R's and/or lease agreements for the project. Please show this
suggestion, or something proposed by the applicant, on the "Proposed Improvement
Plan," sheet C-1. Please be advised, due to recent legislative action by the San Diego
Water Quality Control Board, this is a major staff issue of concern.
3. The "Preliminary Grading Plan," sheet C-4, shows three (3) proposed curb inlets. Please
add these inlets to the "Preliminary Utility Plan," sheet C-2 and show how the proposed
inlets tie into existing storm drain with inlet elevations (ie's).
4. Please provide documentation from the Vista Sanitation District that they are aware of
and approve the proposed construction of the concrete walkway over an existing sewer
easement.
5. Please be advised, at a minimum, an encroachment agreement may have to be
processed, and may be a Condition of Approval for the project, for the construction of the
transfer facility over the existing Carlsbad Municipal Water District (CMWD) water line.
Staff will contact CMWD staff to determine if this approach is acceptable, or, if relocation
of the water line may be required.
6. Thank you for showing the Caltrans sight distance at the intersection of the transfer
facility with the ring road on the 1" = 100' scale site plan, sheet GN-1. Also show this
sight distance on the 1" = 20', "Proposed Improvements Plan," sheet C-1, and on the 1" =
30', "Landscape Concept Plan," sheet LS-1.
7. Thank you for indicating the various easements as identified in Schedule "B" of the
Preliminary Title Report (PR). However, there were a number of easements (Schedule
"B" Items: 8, 9, 19, 20, 21, 22, 23, 25, 32, 34, 38, 44 & 45) that were not addressed.
These easements may not be applicable to this area of the property and that might be
why they were not indicated. These easements do need to be addressed, though.
Therefore, if they are not applicable, please designate them that way on the "Property
Boundary Information Plan," sheet C-3. Additionally, please indicate the applicable PR
(i.e., PR number, and date) that references these Schedule "B" easement items on sheet
C-3.

Planning:
1. The parking calculation table uses abbreviations for the 'gross leasable area' and
other floor area quantities. Parking requirements are based upon the gross floor
area of each use. Please revise or clarify the parking calculation table to indicate
that the parking provided is based upon the gross floor area.
2. The submitted landscape plans are being reviewed by the City's Landscape
Consultant. Comments will be forwarded to you as soon as they are prepared.
Engineering:
These issues were previously identified as "preliminary issues" for the Bus Transfer
Station relocation project in a correspondence to North County Transit District, dated
March 23, 1999, and in a "Pavement Analysis Courtesy Review," correspondence to
Westfield Shopping Town, dated July 7, 2000.
1. The issue regarding the improved structural section of the existing "ring road" still
has not be resolved. Staffs prior correspondence to Westfield indicated that the
proposed 'Asphalt Rubber Hot Mix' overlay, in accordance with the Labelle-
Marvin Report, was unacceptable to staff and that a new structural section
should be designed for the ring road. This new section must extend from the
relocated transit facility to the Marron Road/Monroe Street intersection, including
portions of the intersection as applicable. Additionally, impacts to the existing
surrounding improvements must be looked at regarding any reconstruction of the
ring road. For example, the report indicates that "extensive overlay of the loop
road may result in having to reconstruct the loop road's easterly curb line." Any
