APPLICATIONS
The following example illustrates the information that is required for all pole, monument, and
freestanding sign permit applications. Prior to approval, all such proposed signs must be reviewed
for potential issues by the Transportation Department, which will not allow signs to be approved
over the counter. Additional time will be required for on-site inspection.

Relationship to Streets: Signs shall be designed and located so as not to Interfere with the
unobstructed clear view of the public right-of-way and nearby traffic regulatory signs of any
pedestrian, bicyclist or motor vehicle driver.
Sight Distance: No sign or sign structure shall be placed or constructed so that it impairs the sight

Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Division has reviewed
your sign program for 3150 El Camino Real, application no. PS2017-0100, as to its completeness for
processing.
The application Is incomplete, as submitted. Attached are two lists. The first list is information which
must be submitted to complete your application. The second list Is project issues of concern to staff. In
order to expedite the processing of your application, the "incomplete" items and your response to the
project issues of concern to Staff must be submitted directly to your staff planner; therefore, please
contact your staff planner directly to schedule a re-submittal appointment. As part of your re-submittal
package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter
summarizing how all identified incomplete items and/or project issues have been addressed; and (3) two
(2) sets of the revised sign program. No processing of your application can occur until the application Is
determined to be complete.
When ail required materials are submitted, the city has 30 days to make a determination of completeness.
If the application is determined to be complete, processing for a decision on the application will be
initiated, in addition, please note that you have six months from the date the application was initially
filed, October 31, 2017, to either resubmit the application or submit the required Information. Failure to
resubmit the application or to submit the materials necessary to determine your application complete
shall be deemed to constitute withdrawal of the application, if an application is withdrawn or deemed
withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
Planning:
1. Please provide a detailed site plan showing the location of existing buildings or structures, parking
areas, vehicular access points to the property, property lines, property setback lines from street curbs,
and locations of all existing and proposed signs. Label the adjacent streets, provide a north arrow,
provide a scale for the drawing, and provide notes as necessary. The site plan should show the
horizontal dimensions of all existing and proposed signs, as well as the distances between existing and
proposed signs and the property lines. Existing, unpermitted signs are considered to be "proposed"
signs.
2. Provide elevation drawings for all existing and proposed signs which specify the dimensions and area
for all existing and proposed signs, as well as the materials the signs will be constructed, the source
of illumination; and proposed sign copy with letter height and sign area dimensions.
Note - The reason the city is now requesting the site plan to provide detailed information for both
existing and proposed signs, is that some of the existing signs located on the project site have not
received previous sign permit approval and because no sign program was ever developed prior to
existing signs being constructed.
ISSUES OF CONCERN
Planning:
1. On the Review for Sign Permit (P-ll) application, please provide the following missing information:
• Assessor Parcel Number
• Related Planning Case Number(s) (if applicable)
• Type of Development {circle "Office/Industrial")
• Sign Ordinance - Uncheck "No" and check "Yes" instead.
• On page 2, "Existing Signs" table, be sure to fill out all of the columns of the table for each
existing sign. Also, please fill-in yes/no boxes underneath table and provide date when
existing signs were permitted (if applicable) or installed if unpermitted.
• On page 2, "Proposed Signs" table, be sure to fill out all of the columns of the table for each
existing sign.
• On page 2, "Proposed Temporary Signs" table, please fill out the table in its entirety if any
temporary signs are proposed In the sign program.
• On page 3, "Existing Sign Program or Specific Plan Sign Criteria", please fill in information for
all of the questions.
• On page 3, "Village Review Area", please indicate "N/A" for all questions, since the project is
not located in the Carlsbad Village area.

3. On page 2, section B - Project Data (Comprehensive Sign Program) - This states the linear footage
along El Camino Real is 38 feet. Please clarify. Are you referring to the linear footage of the proposed
wall sign?
4. On page 3, section C - Monument Signs (Comprehensive Sign Program), revise section to state the
following in order to be consistent with the Elm Garden Offices Specific Plan (April 20,1982), and the
city's sign ordinance (Section 21.41 of the municipal code):
• Two (2) monument signs will be allowed for each street frontage on the property promisos.
Such signs must be installed in a planter area to be of the same dimensions of sign face as a
minimum standard. Signs shall be made of like materials and have the same appearance.
• Max. sign dimensions:
> Six (6) feet in height above grade, with twenty-four (24) inch maximum letter height.
> Sixty (60) forty-eight (48) sq. ft. maximum of sign area.
5. On page 3, section C - Monument Signs (Comprehensive Sign Program), add captions underneath
photos to indicate what is being shown in each photo (global comment for all photos provided in the
Comprehensive Sign Program document).
6. On page 4, section D - Directional Signs (Comprehensive Sign Program), revise section to state the
following which is consistent with the Elm Garden Offices Specific Plan (April 20,1982), and the
city's sign ordinance (Section 21.41 of the municipal code):
• One (1) Three (3) directional signs will be allowed for each driveway entrance street frontage
of the promisos. Such signs must be Installed in a planter area to be of the same dimensions
of sign face as a minimum standard. Signs shall be made of like materials and have the same
appearance. Signs shall be located to facilitate traffic internal to the site. Directional signs
shall contain no logos or advertising.
• Max. sign dimensions:
> Pour (4) Six (6) feet in height above average grade.
> Thirty (30) Six (6) sq. ft. of sign area.
7. Page 5, section E - Exterior Wall Signs (Comprehensive Sign Program), revise section to state the
following in order to be consistent with the Elm Garden Offices Specific Plan (April 20, 1982), as well
as the city's sign ordinance (Section 21.41 of the municipal code):
• All wall signs are required to be individual non-illuminated letters placed upon the building
wall in the established sign band area. Logos are permitted with landlord approval. No
illumination of any kind is allowed for wall signs on any building elevation that faces and is
within 300 feet of any property line that adjoins residentially zoned property.
• Location: Wall signs must be located below the roof line on structures with pitched roofs.
However, wall signs can be located on the parapet of a flat roofed building. Wall signs are
not allowed on any equipment enclosure located above the roof line. Wail signs shall bo
limited to one side of a building and only for Unit B. This unit is pormittcd to have (1) woll

• Note to applicant (regarding the bullet point above): Please consider whether you all would
like to allow any other future unit tenant to have a wall sign rather than limiting the sign
program to one sign. Please revise text above accordingly (regarding Exterior Wall Signs).
1. Maximum sign area: Sign area is dictated by the length of the of the store front as
limited by each lease space. The maximum allowance is 50 sq. ft.
2. Maximum Length: The length of the sign may be up to SO percent of the building
frontage, to a maximum of 19 feet.
3. Size & Height: The maximum letter height shall be subject to leased frontage. Two
lines of copy shall be permitted provided the total height of the two lines does not
exceed twenty-four (24) inches the total allowable sign area.
4. Quantity: Maximum one (1) sign per each tenant for one building face, not to
exceed otherwise allowable height, area or cumulative length of all signs combined
for the designated frontage.
5. Location: The top of the wall sign shall not project above the top of the wall. No
roof signs shall bo permitted.
6. Signs shall be made of like materials and have the same appearance.
8. Page 6, section F - Prohibited Signs (Comprehensive Sign Program), revise section to state the
following in order to be consistent with the Elm Garden Offices Specific Plan (April 20,1982), and the
city's sign ordinance (Section 21.41 of the municipal code):
• Add "signs that obstruct site distance requirements along adjacent street rights-of-way."

3150 El Camino Real Comprehensive Sign Program
A. General Property Owner Spedfications
This comprehensive sign program is intended for new tenant sign dispiays oniy. In the event a new
sign is proposed as a result of a change in business or occupancy, aii existing or any new signs shaii be
made to conform with the provisions of this comprehensive sign package. Aii tenants requesting sign
dispiays different than identified within this document must apply for a sign modification permit
through the City of Carlsbad. This document supersedes the previous sign criteria for 3150 Ei Camino
Real.
Tenant shall be responsible for the fui-^fiiiment of all requirements and speci-ifications.
Any contracted signage design services shall be at tenant's expense. Aii signs shaii be reviewed for
conformance with the criteria stated and the overall design quality. Approval or Disapproval of sign
submittals based on aesthetics of design shall remain the sole right of the Landlord.
Ail signs are to be installed under the direction of the Landlord or Landlords representative. Signs
installed without written approval from the Landlord may be subject to removal and reinstaiiation at
the tenant's expense.
Ail signage and their installation shaii be in compliance with City of Carlsbad Building & Zoning Codes,
California Pertinent Building & Zoning Codes, National Electric Codes (NEC 600), UL48, UL2161. Nothing
in this criteria shall imply a waiver of requirements by all authorities.
The tenant or their representative shaii apply for and obtain all permits for signs and their installation
at their own expense.
Tenant shaii be responsible for the installation and the maintenance of aii signs. Signs in need of repair
over the period of thirty days will be repaired by the Landlord's sign company and billed directly to the
tenant.
No sign company's labels or other identification shall be permitted on the exposed surface of the
sign, except the required UL labels which will be placed in an inconspicuous location on the letters.
When the tenant vacates the premises they are required to remove the sign at their own expense, and
required to patch and repair any damage to the building to the Landlords satisfaction.
Property owners reserve the right to amend the sign criteria.

signs can be located on the parapet of a flat roofed building, Wall signs are not allowed on any
