SUBJECT PS 94-102 - ROOSEVELT (JAZZERCISE) CENTER TENANT DIRECTORY
SIGN
The Planning Department has completed its review of your directory sign proposal for the
Roosevelt (Jazzercise) Center, located between Roosevelt Street and Madison Street, north
of Grand Avenue. As discussed in the February 2,1994 correspondence from the Housing
and Redevelopment Department, the total amount of signage allowed on a site is a function
of the lineal building frontage, as measured from a public street. The amount of signage
is not based upon the dimensions of the lot upon which the building sits.
The submitted signage allowance calculation, dated March 8,1994 from K. Bentley O'Brien
Interiors bases the total amount of permitted signage on the lot dimensions rather than on
the lineal dimension of the portion of the building fronting on a public street (see attached
excerpt from the Assessor's parcel maps). The portion of the building facing the parking
lot or private alley is not counted towards the total signage allowance.
The existing building measures 172 feet along the Madison Street frontage and 144 feet
along the Roosevelt Street frontage. According to the Village Design Manual,
approximately 189 square feet of signage would be allowed within the center (316 X 0.6 =
189.6). The center currently contains almost 365 square feet of signage, which exceeds that
allowed by .the Village Design Manual.
Therefore, staff must deny your tenant directory sign permit request for the following
reasons:
The requested signage cannot be accommodated within the total amount of
allowed signage, based upon the lineal dimension of those portions of the
building fronting on public streets.
The signs must be located behind the required sight distance lines. This
necessitates a minimum of 20 feet from the curb line to the edge of the sign.
The proposed locations are only 15 feet from the face of curb.
In addition to the issues with square footage and sight distance, there are also some
logistical issues that should be addressed. The proposed directory signs would require the

removal of shrubbery and trees. This landscaping should be replaced in kind and quantity
and the replacement landscaping should be made part of the sign permit proposal. There
also may be underground electrical lines within the landscaped island proposed for the
directory signs. Further research into this issue should be undertaken if the signs are to be
