NOTICE OF PROPOSED CONSTRUCTION
Batiquitos 138 kV Underground Transmission Line
CPUC Advice Letter Number 956-E
Proposed Project: San Diego Gas & Electric (SDG&E) plans to construct a new
underground 138 kV transmission line between the existing Batiquitos Substation and
an existing transmission line. The new underground line will be approximately 0.7
miles long. The line will be constructed within portions of two existing transmission '
rights-of-way and along Alga Road and Alicante Road within the City of Carlsbad.
Construction activities will include approximately 600 feet of trenching in portions of the
two existing rights-of-way, and approximately 3200 feet of trenching in Alga Road and
Alicante Road to install vaults and conduits. Trenching within existing rights-of-way will
occur in disturbed or cleared areas such as access roads. After all conduits and vaults
are installed and trenches backfilled, the underground cable will be installed.
Construction will also include installing one steel riser pole and replacing two steel pole
structures in the existing transmission line, near the intersection of Alicante Road and
Altisma Way.
The estimated construction period will be August 1, 1996 through June 1, 1997.
However, actual construction is expected to occur only about'seven monttis during this
period and possibly less if some construction activities can be performed concurrently.
Magnetic Field Management: The California Public Utilities Commission (CPUC)
requires SDG&E to employ "no cost" and "low cost" measures on new projects to
reduce public exposure to magnetic fields. In accordance with S,DG&E's "EMF Design
Guidelines for Transmission, Distribution, and Substation Facilities", filed with the
CPUC in compliance with CPUC Decision 93-1 1-013, SDG&E will take the following
measures for this project:
0 Rearrange underground conductors in a triangular configuration.
0 Increase depth of underground conductor installation.
0 Rephase existing overhead conductors to a low magnetic field configuration in the
existing utility corridor immediately adjacent to the Batiquitos Substation.
Exemption from CPUC Authority: Pursuant to CPUC General Order 131 -D, Section
Ill, B.1, projects meeting specific conditions are exempt from the CPUC's requirement
to file for an application requesting authority to construct.' SDG&E believes this project
is qualified for the following exemption:
This power line will be constructd entirely in an existing franchise and ar:
existing utility easement and therefore is exempt in accordance with CPUC
General Order 131-D, Section 111, B.l .g.
Public Review Process: Persons or groups may protest the proposed construction if ,
they believe that the utility has incorrectly applied for an exemption or believe there, is
reasonable possibility that the proposed project or cumulative effects or unusual
circumstances associated with the project may adversely impact the environment.
Protests must be filed by October IO, 1995 and should include the following:
1. Your name, mailing address, and daytime telephone number.
2. Reference to the CPUC Advice Letter Number 956-E and Project Name, Batiauitos
3. ~ A clear description of the reason for the protest.

The letter stiould also indicate whether you believe that evidentiary hearings are
necessary to resolve factual disputes.

SDG&E must respond within five business days of receipt and serve copies of its
response on each protester and the CACD. Within 30 days after SDG&E has
submitted its response, the Executive Director of the CPUC will serid you a copy of an
Executive Resolution granting or denying the request and stating the reasons for the
decision.
