RE: SIGN PERMIT REQUEST FOR CONTINUING LIFE COMMUNITIES (PS 99-109)
Dear Mr. Kelley:
Thank you for applying for a sign permit for temporary identification signs. The two signs
proposed would identify the future La Costa Glen retirement community planned west of El
Camino Real and south of La Costa Avenue.
As you know, a sign program must first be done before you can install the temporary signs.
This requirement is consistent with the sign provisions contained in the General Community
Development Guidelines of the Green Valley Master Plan, which state “a sign program with
specific designs must be approved by the Planning Director prior to the issuance of any sign
or building permits.” Regarding temporary signs, the Guidelines state “temporary signs are
an important and necessary element of a comprehensive signage program” and “temporary
signage should be designed and constructed in conformance with these general guidelines.”
A sign program requires the filing of an application and $650 filing fee. You may process
signs proposed for Green Valley in no more than two phases, with the first phase to include
the temporary signs you have proposed. The second phase will address any other signs
proposed in the Green Valley Master Plan area. A sign program amendment ($500 filing
fee) would be necessary to propose and receive approval of second phase signs before
they are installed. Keep in mind that staff highly recommends proposing all signs in a single
submittal. We will not support multiple phasing or repeated amendment requests that
defeat the comprehensive planning purpose of a sign program.
To submit a Sign Program for the two ‘temporary identification signs, please provide the
following items. Keep in mind that upon review of the sign program, information and
changes that are not listed here may be required.
1. A letter withdrawing Sign Permit PS 99-109;
2. A completed application (blank enclosed) to indicate you are proposing a sign
program. Make sure the application includes the property owner’s signature;
3. A $620 application fee (the $30 you submitted for your sign permit will be applied
to the sign program fee);
4. Revised site plans to show the signs comply with the enclosed comments from
the City Traffic Operations Department regarding safe sight distances, and;

5. Revised sign elevations and any other necessary plans to show the two signs
comply with the project entry sign requirements of the General Community
Design Guidelines. Accordingly, show that the signs are no higher than 5’ above
adjacent street grade and no longer than 12’.
6. The sign plans or a separate page will need to include the following sign program
text:
a. A statement that the sign program addresses only the temporary signs
shown;
b. A statement that any other signs proposed in the Green Valley Master Plan
area will first require submittal and approval of a sign program amendment
and filing fee;
c. Information on the purpose of the sign and length of time it is expected to
remain, and;
d. A statement that all signs allowed by the sign program are consistent with the
requirements of the Green Valley Master Plan.
By December 3, 1999, please submit the sign program and the withdraw letter.
Alternatively, if you do not want to proceed with a sign program, please submit only a letter
of withdraw and refund request. If you choose not to submit the program or letter by this
date, staff will automatically withdraw Sign Permit PS 99-109.

In our discussion questioning the need for a sign program, I checked the sign standards for
both the Aviara and Calavera Hills communities that you mentioned with regards to the 100
square foot temporary subdivision signs allowed by the City Sign Ordinance. The standards
for Aviara permits such signs. Requirements for Calavera Hills allow such signs as they are
allowed by the City Sign Ordinance. In other words, neither set of standards contains
requirements more strict or specific than the Sign Ordinance as does the Green Valley
Master Plan. That is the reason why the larger signs are okay in Aviara and Calavera Hills
but not acceptable in Green Valley.
