The accompanying exhibits show the proposed changes to the identifying logo for The Island. Signs A, B.1 & B.2 are all in accordance with the existing, approved sign program for The Island. None of these signs will exceed the square footage allowed by the existing sign program. Sign C.1 will be relocated from the east side of the driveway entrance from Faraday Avenue to the west side of the driveway entrance off of Faraday Avenue. This area of this sign will be the same as permitted by the existing sign program. Sign D is the only new sign being proposed at this time. Sign D will have a total area of about 31.25 square feet and be attached to Buildings 2 & 3. The existing sign program allows Buildings 2 & 3 to have a total of 48 square feet for each building. Buildings 2 & 3 have a combined frontage of 227 square feet which based on 1 square foot of signage for every lineal foot of building would allow for a total of 227 square feet for these two buildings. The addition of the proposed 31.25 square foot sign to the existing allowed signage of 96 square feet would add up to a total of 127.25 square feet, which is substantially below the square footage allowed by Carlsbad's sign ordinance. The proposed amendment has been reviewed by the Carlsbad Research Center Architectural Review Committee and the minimal revisions being proposed at this time have been approved by that group. Your request for reconsideration was based on the fact that the Sign Program approved on 12 September 2001 allowed a monument sign at the location cutrently proposed for Sign C-2. The ARC has revisited this decision and has elected not to modify the decision based on the following. The 12 September 2001 submittal does show a sign at location C-1 that corresponds to the proposed location for sign C-2 as well as a monument sign on the corner of Faraday and Van Allen. In reality the sign on the comer \Vas moved to Faraday where it currently exists identifying the 7-11 and the current price for gas. A second sign showing gas prices was installed at an unapproved location along Van Allen. In an eff01t to accommodate the propetty owner the ARC did not object to the change of sign location since the total number of monuments signs (2) d.id not change. The ctment Sign Program amendment would increase the total numbet· of monuments allowed on the project. TJte ARC understands that state requires service stations to display gas pl'ices. The ARC believes that need is reflected in the approved 2001 Sign Program. The ARC does not believe that additional signage beyond what was originally approved in 2001 is desirable as it represents an intensification of in signage in what is already a multiple sign development. The shade sail plans are APPROVED as proposed with the condition that the sails be maintained in good condition. Fmthermore the ARC reserves the right to require sail replacement should the sails become frayed, tattered or in disrepair. The ARC believes that the intensity of the signage approved in the original sign program is appropriate and therefore the ARC is only willing to approve a minimal increase in signage. Specifically, the ARC approves installation of the new wall sign located above the food court (Sign D). The ARC believes the existing Pole Sign A is visible and prominent fi·om College Boulevard, making additional signage (B-1 and B-2) along College unnecessary. The ARC approves the redesign of Sign C-1 but believes that C-2 adjacent to the main driveway on Van Allen is unneeded and would create a cluttered appearance as there is an existing gas price monument sign on the opposite side of this driveway. The permit shall be clearly visible from the exterior of the Oversized Vehicle and shall not cover the Vehicles Identification Number. Use of Oversized Vehicle Permit All Oversized Vehicle Permits are valid for the current calendar year and are to be used no more than four (4) times per month for residents and as a single use for guests-with a maximum parking time of seventy-two (72) concurrent hours. Once the seventy-two (72) hours is reached the Oversized Vehicle is to be absent from the location authorized by section 10.40.480(e)(2) for a minimum of twenty-four (24) consecutive hours to be lawfully parked overnight at the same location again (Guests must have a new permit per every seventy-two (72) hour period). Permits must be displayed between the hours of 2 a.m. and 5 a.m. This permit does not allow sleeping or camping in Oversized Vehicle as this is prohibited by the Carlsbad Municipal Code. All Oversized Vehicles must be parked at the street curb immediately adjacent to the residence, or within four hundred (400) feet of the residence to which the permit was issued. Oversized Vehicles are defined by the Vehicle Code as a combination of motorized vehicles and/or non-motorized vehicles or trailers that meets or exceeds twenty-two (22) feet in length. This includes fixtures, accessories, or attached property. Additionally, oversized vehicle is defined as any vehicle seven (7) feet in height and seven (7) feet in width, including mirrors, air conditioners, or similar attachments. Oversized Vehicle does not include pickups trucks, vans or sport utility vehicles, which are less than twenty-five (25) feet in length and eight (8) feet in height. Misuse or failure to display this permit, or falsifying a permit can result in a citation ($50) or misdemeanor. How to date this permit Write the date on the front of this permit corresponding to the initial 2:00am to 5:00am time period when the Oversized Vehicle is initially parked within 400 feet of the residence. Location of Signs: The locations shown on the plan drawings are generally accurate, but may be open to some interpretation. If any questions arise regarding sign location, the fabricator is to arrange a meeting with the Designer at the site for final location of sign • elements. Scope: Provide all labor and materials necessary to fabricate, paint and install all signs • shown on the Designer's drawings and/or Graphics Schedule attached. Permits: Contractor shall obtain and pay for all permits required for execution of the work. This includes building and structural permits necessary to build monument and self standing signs. Labeling: Location on the sign of all required labeling (i.e., city sign permit) shall be approved by Designer prior to application to any item. Lettering and Copy Layouts: Copy shown on the drawings shall be used as a general layout guide to determine capitalization, size of lettering, line length and spacing. Shop Drawings: Details of exposed edges, joints between materials and details which affect the appearance shall be provided to Designer for approval before fabrication. Indicate the gauge or dimension of all affected components on the shop drawings. Art Work: Provide samples and/or patterns of copy or graphics elements to be fabricated to designer for approval. Sign Requirements-Materials As a general requirement, the Contractor shall submit samples of all materials to be used prior to fabrication, including actual colors and finishes specified. Structural Steel: Structural metals for concealed framing shall be of hot or rolled steel as required to satisfy structural requirements. Steel pipe shall comply with ASTM-A53 grade B. Steel shapes shall conform to "Specifications for Steel for Bridges and Buildings," ASTM-A36. Steel tubing shall conform to"Specifications for Electric Resistance-Welded Carbon and Alloy Steel Mechanical Tubing," ASTM-A36, made from cold rolled steel. All baffle plates of 20 gauge steel located at a minimum of 12" centers. Aluminum shall be suitable for ornamental, architectural work. Surface finish shall be smooth, free of extrusion marks or imperfections. Alloy shall be selected to meet the structural requirements of the specific application. Aluminum for sign faces with pierce cut copy shall be minimum .125 thick, Alloy 5005 H 34. The contractor shall submit color and finished samples of all acrylic to Designer for approval before proceeding with fabrication. No substitution in color, thickness or finish of plastics will be accepted without written approval of the Designer. All Plastics shall be of uniform color and translucence when illuminated. No uncemented plastic seams shall be permitted. Exposed edges of acrylic shall be flame polished or sanded eliminating visible saw marks. 1421 West Lewis Street Office: 619.542.1815 San Diego, California www.StuartWhiteDesign.com 92103 ©Stuart White Design 2013 Adhesives: All adhesives shall be used in accordance with recommendations made by the manufacturer of the material specified to be laminated or adhered. No adhesives that will fade, discolor or delaminate as a result of proximity to sunlight or heat therefrom shall be used and shall not change the color of or deteriorate the materials to which they are to be applied. The adhesives shall be of a non-staining, non-yellowing quality and all visible joints shall be free from air bubbles and other defects. Sign Fabrication and Installation General: All work under this contract shall be performed by skilled craftsmen under the supervision of trained foremen, experienced in the trade or craft required to accomplish the work and produce a product of high quality. The Contractor shall guarantee all materials and workmanship for one year after the date of acceptance of the work by the Designer and the Owners. Graphics and/or sign colors shall be as shown on the drawings. Sign finish for exterior signs shall be Matthews Paint, satin finish. Finish for interior signs shall be Matthews Paint lacquer, or equal, eggshell finish, submit sample. Sign finish shall be smooth, free of scratches, gouges, air bubbles, bulging, foreign matter and other imperfections. Vinyl: All letters and/or graphics called out as vinyl shall be made of 3M scotch print Graphic film, for opaque applications unless otherwise stated on the documents. Contractor to provide structural engineering for all signs, support and footings as required. Any engineering details which affect appearance must be approved by Designer. All exposed corners and edges shall be finished flush and smooth. If silicone adhesive is used for installation of sign items shall be General Electric Contractor's Silicone Sealant SCS 100 (clear), or equal. Studs on the back of sign panels to be blind stud welded with no warping or defacement of any kind appearing on the face of panel or using a threaded rod into threaded hole on back side of aluminum. Any alternate method of attachment must be approved by the Designer prior to fabrication. Pierce Cutting: All letters and/or graphics which are to be cut through aluminum background, shall be cut using a computer controlled laser or waterjet cut technique. Master cutting templates are to be reproduced from full size patterns approved by Designer prior to beginning work. No hand cut, saw or jigsaw cut letters or graphics will be accepted. All letters shall be executed in such a manner that all edges and corners of finished letter forms shall be true and clean Letter forms with exact, positive or negative corners. Nicked, rough, or ragged edges or returns will not be accepted. Routed Letters: Letters of 1 /8" thickness or less may be routed with computer controlled router. Bit diameter must be 1 /16" or less and all letters shall be executed in such a manner that all edges and corners of finished letter forms shall be true and clean Letter forms with exact, positive or negative corners. Nicked, rough, or ragged edges or returns will not be accepted. Seams and Joints: Welded joints shall be ground, filled and finished flush and smooth with adjacent work. Such seams and spot-welded joints shall not be visible on exterior of signs after final finish has been applied. No gaps, light leaks, waves or oil canning will be permitted in the work. Unless noted otherwise, all exposed joints between sign components shall be butted flush, or at 90°. Fasteners: All exposed fasteners, unless otherwise noted shall be countersunk, allen head machine screws, cadmium plated and painted to match adjacent surfaces. Fasteners for Aluminum: All fasteners are called out on the documents. Any substitutions or alterations must be submitted and approved by the designer. Title 24 & ADA Accessibility Signage: All permanent identification signage shall be installed on the wall adjacent to latch outside of door. If there is no space, including at double leaf doors, the sign shall be placed on nearest adjacent wall, preferably on the right. The mounting height of sign shall be centered 60" above finished floor & 3"from door jam or any other protruding object. Lettering on signs shall have raised characters of 1 /32" min. from surface, set in upper case Sans Serif with accompanied Grade 2 braille. Connection of Sign to Footing: Inner support pipe or rod reinforcing member shall be painted with rustoleum (or equal) rust resistant paint and set directly into concrete. Use a minimum of three screws for fastening each post to structural member. Cleaning and Protection: At completion of installation, clean all surfaces in accordance with finish manufacturer's instruction. Protect units from damage until acceptance by the Owner. Repair or replace damaged units as directed by the Designer. Apply final coat of liquid automotive wax if required. This should be repeated yearly as a maintenance item (by the Owners). The Contractor shall provide to the client written instructions and schedule for the proper maintenance of all items, in a bound manual form, including guarantee, warranties and complete maintenance instructions, four copies required. Contractor shall provide "As-Built Drawings" to the Owner at the completion of installation. Painting and Finishing General: All paint and finish materials including primers, shall be the finest quality obtainable. Surface Preparation: Preparation and primers shall be as recommended by the manufacturer of the finish materials. All plastic, wood, and metal surfaces, including areas within signs shall be properly primed and painted. All paint materials shall be applied according to the manufacturer's recommendations. For clear acrylic sign panels specified as painted, paint finish must be completely opaque on front and sides of panel. Paint Colors and Finish Samples: Submit 6"x 8" color and finish samples in duplicate to the Designer for approval prior to painting. Paint finishes shall be satin finish except as noted otherwise on the drawings. Except as specified above, paint for wood or metal supports and other surfaces shall be as manufactured by Matthews Paint Company or equal, and as recommended for the specific surface by the manufacturer. Method of application used shall be as required to achieve a final coat which is uniform in color, finish, texture, and coverage. Silk-screening: For all silk-screening, except for reflective copy, use exterior grade Naz-Dar silk-screening ink, low-gloss finish. Where reflective silk-screened copy is called for, use Kodit as manufactured by 3M. Letters shall be uniform in color, finish, and free of pin holes or other blemishes. All non-reflective copy on painted signs, shall be covered by a final protective coat of clear lacquer. All copy silk-screened with Kodit is not to receive a final clear coat of lacquer. Submit sample of each silk-screened sign type for approval prior to fabrication. NOTE: These drawings are intended to convey design intent only. Final engineering, materials and fabrication shall remain the responsibility of the fabricator to insure quality fit and finish for all components.
