Description/Explanation:
The proposed project involves the approval of architectural design for 110 existing
single family lots within Planning Area 18 of the Robertson Ranch East Village. The
architecture proposed involves four floor plans. Plan One contains a 1,992 sf floor area
in a single story plan. Plan One X is 2,504 sf, with a primarily single story, plus partial
bonus second story. Plan Two contains 2,822 sf in a two story design. And Plan Three
contains 2,932 sf in a two story design. All four product types allow for a Spanish,
Province or Tuscan elevation style.

liability company ("McMillin"), were the members of the Company, and
WHEREAS, McMillin was the managing member of the Company and
has been executing any and all documents, agreements and any addenda and
amendments thereto ("Documents"), and
WHEREAS, it is the best interest of the Company for McMillin to transfer
management and to sell its membership interest in the Company to Brookfield;

Brookfield to execute all Documents including any addenda and amendments

PROJECT NAME: Robertson Ranch PA's 16, 17 and 18

This early public notice is to let you know that development applications for the plotting
and architecture of 314 single-family residences near your neighborhood were
submitted to the City of Carlsbad on August 31, 2007. The project applications are
undergoing initial review by the City.
LOCATION: North side of Cannon Road, west of College Boulevard and east of future
Wind Trail Way.
PROJECT DESCRIPTION: The development proposals are for the plotting and
architectural review of 314 single-family residences located within a 73.45 acre site
identified as Planning Areas (PA) 16, 17 and 18 of the East Village of Robertson Ranch.
The tentative tract map for the site (CT 04-26), which was previously approved, created
314 residential lots that have a minimum lot size of 5,000 sf, with the exception of lots
adjacent to Cannon Road which may have a minimum lot size of 4,500 sf.
Each Planning Area includes four unique floor plans and three architectural styles as
outlined on the following page. The conceptual plotting plan and floor plans of the
residences are available for review at the City of Carlsbad Planning Department.
Please keep in mind that this is an early public notice and that the project design could
change as a result of further staff and public review. A future public hearing notice will
be mailed to you when this project is scheduled for public hearing before the Planning
Commission.

The Engineering Department has completed its review of the project. The Engineering
Department is recommending that the project be approved, subject to the following conditions:
Engineering Conditions
NOTE: Unless specifically stated in the condition, all of the following conditions, upon
the approval of this proposed development, must be met prior to approval of a building or
grading permit whichever occurs first.
General
1. Prior to hauling dirt or construction materials to or from any proposed construction site
within this project, Developer shall apply for and obtain approval from, the City Engineer
for the proposed haul route.
2. Developer shall install sight distance corridors at all street intersections and driveways in
accordance with City Engineering Standards and City Landscape Manual.
Grading
3. Supplemental grading plans are required for precise grading associated with this project.
Developer shall prepare, and submit for approval, grading plans for the precise grading as
shown on the Site Plan all subject to City Engineer approval.
4. Developer shall apply for and obtain a grading permit from the City Engineer. Developer
shall pay all applicable grading permit fees per the City's latest fee schedule and shall
post security per City Code requirements.
5. Developer shall comply with the City's Stormwater Regulations, latest version, and
shall implement best management practices at all times. Best management practices

include but are not limited to pollution treatment practices or devices, erosion
control to prevent silt runoff during construction, general housekeeping practices,
pollution prevention and educational practices, maintenance procedures, and other
management practices or devices to prevent or reduce the discharge of pollutants to
stormwater, receiving water or stormwater conveyance system to the maximum
extent practicable. Developer shall notify prospective owners and tenants of the
above requirements.
6. Developer shall complete and submit to the City Engineer a Project Threat
Assessment Form (PT AF) pursuant to City Engineering Standards. Concurrent
with the PTAF, Developer shall also submit the appropriate Tier level Storm Water
Compliance form and Tier level Storm Water Pollution Prevention Plan (SWPPP)
as determined by the completed PTAF all to the satisfaction of the City Engineer.
7. Developer shall incorporate Low Impact Development (LID) design techniques, on
all final design plans submitted to the City, to reduce the amount of run-off by
mimicking the natural hydrologic function of the site by preserving natural open-
spaces and natural drainage channels, minimizing impervious surfaces, promoting
infiltration and evaporation of run-off before run-off leaves the site. Developer shall
incorporate LID techniques using current County of San Diego Low Impact
Development Handbook (Stormwater Management Strategies). LID techniques
include, but are not limited to: vegetated swale/strip, rain gardens, and porous
pavement, which can greatly reduce the volume, peak flow rate, velocity and
pollutants.
Code Reminders
The project is subject to all applicable provisions of local ordinances, including but not limited
to the following:
9. Developer shall pay traffic impact and sewer impact fees based on Section 18.42 and
Section 13.10 of the City of Carlsbad Municipal Code, respectively. The Average Daily
Trips (ADT) and floor area contained in the staff report and shown on the Site Plan are
for planning purposes only.

Engineering Department staff has reviewed the application as to its completeness for
processing. Based on staff review, the application is complete, as submitted. Below we have
identified the issues:
1. Revise the exhibits to include the current the application number in the upper right
hand corner (typical). Refer to red lines for clarification.
2. Revise the legal description to list the recently recorded map no for CT 02-16.
3. Revise the water quality note to specify PA 20 contains the vegetated swale.
4. Revise the exhibits to address the discrepancies in driveway locations as compared
to driveways shown on CT 04-26. Refer to redlines for clarification. Staff hopes to
understand which location is correct.
5. On sheet 4, add street names for clarity.
6. On sheet 5, the driveway for lot 264 should be a 12-ft driveway as shown on recent
construction changes for drawing 433-6. The exhibits do not match 12-ft. Please
address this discrepancy.
7. On sheet 5, the pedestrian connection with Cannon just east of lot 286 does not
match recent configurations shown on CT 04-26. Please address this discrepancy.
8. Revise the TM to address the discrepancy in lot line configuration as compared to CT
04-26. Which is correct? Refer to red lines for clarification.
9. Address redlines as noted on the returned exhibits. Please be advised, this check

Urban Crossroads Inc. have examined Brookfield Home's request to review of the most resent
architectural plans provided by the Dahlin Group printed April 29, 2009 pertaining to the
proposed Solandra PA 18 residential project in Carlsbad, CA. The architectural plans note on
the title sheet that all previously identified window and door assemblies are required to meet a
minimum Sound Transmission Class (STC) rating of 26 for all first second and third floor units
and a minimum STC rating of 46 for all exterior wall assemblies.
These requirements are consistent with the mitigation findings identified in the project acoustical
report prepared by Urban Crossroads, Inc. dated December 4, 2007 (Final Acoustical Analysis,
Robertson Ranch PA 18-Carlsbad CA, UC Job Number 5400-03). Construction of the building
assemblies should follow the identified report recommendations to ensure that interior noise
levels would fall below the Title 24 threshold of 45 dBA CNEL.

fn my position as agent for Calavera Hills II, LLC, the developer of the Robertson Ranch East Village
development, please consider this letter a request by the development applicant for official revisions to
the Robertson Ranch Master Plan. These revisions would affect Planning Areas 16 and 18, and as a result
of the requirement that PA 14 development with the" Alternative Use" comply with requirements of
adjacent PA 16, they would also affect the Alternative Use development of PA14.
vVe are requesting three minor revisions to the wording of the Master Plan. These revisions are listed,
and justification provided for each, as follows;

Justification: We are informed that the City is expected to eliminate this standard from the
next iteration of the Planned Development (P-D) Ordinance due to the fact that the advantages
which accrue from implementation of the requirement do not outweigh the disadvantages and
costs associated with it. The proposed revision would bring the Master Plan into compliance
with the proposed, new P-0 Ordinance.
2. Include a Design Criteria whidz would eliminate any requirement for 25% of the units to be designed with
Pasade11a drivnrnys;
Justification: Similarly to Request ,n above, we are informed that this requirement is also
expected to be eliminated from the proposed P-D Ordinance, and thus the requested revision
would bring the Master Plan into compliance with the new P-D Ordinance.
3. Revise the Master Plan design criterion which requires at least om elel'ationlplan to include a two-car
garage with two separate garage doors facing the street.

Justification: This requirement of the Master Plan should be removed because; (a) substantial
evidence exists that home purchase customers prefer a single door because the hvo, small-door
alternative is more difficult to maneuver a vehicle into and out of; (b) the two, small-door
alternative results in increased difficulty for homeowner pedestrian access into and out of the
garage between cars; (c) the hvo, small-door alternative results in a need for increased garage
width, which makes it more difficult to de-emphasize the garage portion of the architecture; (d)
the perception by the homeowner customer is that the two, small door alternative adds cost
without value to the house, and (e) neither the existing nor the proposed P-D Ordinance includes
this provision.
In consideration of the above justifications, we request your approval of the referenced revisions, and
anticipate that the revisions can be considered an "Administrative Adjustment" per Section V(D) of
the Master Plan, and thus will be assessed and approved administratively. Attached are specific
revised pages of the Master Plan which we request to replace the existing referenced pages.

Minimum Lot Size
The minimum lot size shall be 5,000 square feet, except for lots within Planning
Area 18 which abut Cannon Road where a minimum lot size of 4,500 square feet
shall be permitted.
Minimum Lot dimensions
Setbacks
Minimum lot width at the front setback line shall be 50 feet, except along cui de
sacs where the minimum lot width shall be 35 feet, measured at the curb.
Minimum lot depth shall be 90 feet as measured pursuant to section 21.04.255 of
the Carlsbad Municipal Code.
A 40-foot structural setback shall be provided from the right-of-way on Cannon
Road.
A 40-foot structural setback shall be provided from the right-of-way on College
Boulevard.
A minimum of 75 percent of the required setback that is located closest to Cannon
Road and 50 percent of the required setback that is located closest to College
Boulevard shall be landscaped to enhance the street scene and buffer the homes
from traffic on adjacent arterials. Project perimeter walls shall not be located in the
landscaped buffer.
RV Parking
R V Parking shall be provided concurrent with development as required by the
Planned Development Ordinance and shall be provided in either P A 2 or as
provided for in Master Plan Section II.E.5.
Affordable Housing
The Inclusionary Housing requirements for Planning Areas 16, 1 7 and 18 shall be provided
in Planning Areas 14 and/or 15, or in any other Planning Area approved by the City of
Carlsbad, concurrent with the schedule established by an Affordable Housing Agreement for
the East Village.
Special Design Criteria
1. Planning Areas 17 and 18: A supplemental acoustical analysis shall be provided with
the discretionary applications demonstrating compliance with the City's Noise
Guidelines Manual for Interior and Exterior Noise Levels.
2. Each planning area shall have a separate Planned Unit Development Permit and shall be
designed with unique floor plans and architectural design.

3. At least 20 percent of the homes in these planning areas shall be designed as single-
story. Single story is defined as a maximum plate-line of 15 feet and a maximum
• building height of 20 feet. Lofts are permitted subject to Carlsbad Municipal Code
Section 21.04.330. Alternatively, a total of 25 percent of the homes in each
neighborhood shall be designed as either single-story or modified single story homes,
provided that no fewer than 15 percent of the of the homes in the planning area are
designed as single-story homes. Homes designed as modified single story homes shall
conform to the following criteria:
• Modified Single Story. To qualify as a Modified Single-Story homes, the
structure must comply with the following criteria: A minimum of 60
percent of the area of the roof shall be single story. A two-story element
may be added in the central portion of the front and rear elevation. For
modified single story, the livable space on the second floor shall not
exceed 25 percent of the first floor lot coverage.
The single story or Modified Single-Story units are intended to be
strategically located in the lotting scheme, and distributed throughout the
village.
4. Doors, porches, balconies and walkways should face the streets, to the extent possible,
to promote social interaction along the streetscape.
5. Porches shall have a minimum depth of 6 feet and a minimum width of l 0 feet.
6. Building elevations visible from the surrounding roadways shall feature enhanced
elevations.
7. Side-loaded garages are encouraged to vary the street theme.
8. Three-in-a-row car garages that directly face the street shall not be allowed.

10. Single-story and modified single-story homes shall be considered as two separate floor
plans.
11. The use of perimeter roadways which form a buffer between residential and open space
land uses shall be encouraged. Where this situation occurs, a pedestrian trail is
recommended along the open space side of the roadway.
12. Recreation facilities shall be integrated into the trail system and should be sited to take
advantage of views where feasible.
13. Pedestrian connections shall be included to facilitate access to bus stops and adjoining
neighborhoods.

14. Traffic calming elements shall be incorporated into the design of internal drives within
; this Planning Area in order to reduce the speed of through traffic and enhance pedestrian
safety. Examples of traffic calming elements that are appropriate for this planning area
include the use of traffic circles at intersections, "T" intersections, reduced-width
streets, and/or the incorporation of medians, enhanced paving, and/or landscape
elements at pedestrian crossings (Figures IV-3 and IV-4, Traffic Calming Details).
15. A 5-foot wide landscape buffer area shall be provided between side or rear fences and
adjacent roadways.
16. Planning Area 18: An enhanced 10-foot landscape buffer shall be provided along the
east side of Street "0". This area shall be designed as a primary community
sidewalk/trail for pedestrian use and will provide a connection between Street "0" and
the Community Recreation area in PA 19. Building setbacks shall be measured from
the edge of the landscape buffer closest to the residences.
17. Landscape focal points should be provided at the end of cul-de-sac streets and "T"
intersections.
18. When noise walls over 6 feet high are required, a combination of berm and maximum 6-
foot high noise wall shall be used to mitigate noise impacts.
19. Optional entry treatments, as depicted on Figure III-36, Conceptual Neighborhood Entry
Plan, and Figure III-37, Conceptual Neighborhood Entry Elevation, may be provided at
the entrances to Planning Areas 16, 17 and 18, as depicted on Figure III-30, Key to
Entries, Signs and Edge Conditions.
20. Special monumentation may be provided at the intersection of Cannon Road and
College Boulevard and/or at the northeastern corner of Planning Area 17, as depicted on
Figure III-30, Key to Entries, Signs and Edge Conditions, and Figure III-31, Community
Entry Feature.
21. The Master HOA shall maintain landscaping within the parkways, recreation areas, and
fuel modification zones.
22. A Fire Protection Zone, as defined in Section III.B.4.(e) (Figure III-48, Fuel
Modification Plan) of this Master Plan shall be provided.
23. Landscaping in areas adjacent to open space areas (Planning Area 230) shall be
compatible with preserved native vegetation.
24. Lighting adjacent to the Open Space areas (Planning Area 230) shall be selectively
placed, shielded, and directed away from conserved habitat.

25. The 20 feet behind the face of curb on the north side of Cannon Road is designated as a
pipe zone for the 84-inch storm drain and no planting of trees is allowed. However, the
{ planting of shrubs and the placement of the meandering sidewalk and an increase of
grade of 2 feet above the top of curb will be allowed in the pipe zone. The project wall
along the north side of Cannon Road is to be placed at 40 feet from the face of curb (30
feet from the right-of-way) and trees are allowed in the 20-to 40-foot zone behind the
face of curb.
26. In addition to the standards listed above, the Design Guidelines provided in Section IIIB
of this Master Plan also shall apply.
27. (ADD NEW WORDING AS FOLLOWS) Small lot single family development
proposed in Planning Areas 16 and 18 shall comply with the applicable
development standards of the Planned Development Ordinance (21.45.070) except
as otherwise allowed in this Master Plan, including (a) no requirement that an
additional 25 percent of all units include garages that are located a minimum of 30
feet behind the front property line, and (b) no requirement that 25 percent of all
driveways must be designed as "Pasadena" driveways with grass or enhanced
pavement in the middle.

ISSUES OF CONCERN
Planning:
1. Please revise the conceptual landscape plan as follows:
a. Consolidate the conceptual landscape plans on fewer sheets, if possible, by deleting the
colored photographs and reducing the size of the site plans. It would be helpful to see
the conceptual site plans arranged as a typical street scene.
b. Include a typical corner lot condition for each Plan.
c. Specify a concrete mow edge between the turf and shrub areas.
d. Specify a minimum 2" layer of shredded bark mulch in all planter areas.
e. Please avoid using turf in areas less than 5' in width or depth (for example on Plan 1 X
and Plan 3 between the driveway and front walkway).
f. Please include a concept plan for the Plan 1 courtyard option. Include concept plans for
all three alternatives for Plan 2 and show low entry walls where provide (see Architect's
plans). For Plan 38, please coordinate the location of decorative entry walls and the
sideyard walls with the Engineer and Architect. It was anticipated that these would
enclose courtyards for seating, rather than planting. Please specify if the courtyards will
be developer or owner installed.
Landscape Plans (PELA):
Please make the following corrections to the plans so that they will meet the requirements of the
City of Carlsbad's Landscape Manual.
Numbers below are referenced on the red line plans where appropriate for ease in locating the

1. Architectural plans provide for 3 themes (Mission, English Country and Italian Tuscany) on
each of the different architectural plans. Landscape plans provide one theme plan for each

1. New comment: The plotting plan has been revised so now, two-story homes are located on a
number of the corner lots. Please revise the site plan to a layout that is more consistent with the
previous plan. Using one-story plans adjacent to the corner lots reduces the visual impact of the
buildings along the street. It is recommended that the Plan 1 should also be used adjacent to the
pocket park and Community Recreation area wherever possible.
2. 2"d Request: The proposed architectural designs do not appear to incorporate the design
elements shown in the MP to a level of detail'which fully captures the architectural themes.
Recommendations include the following:
a. Incorporate the accent building materials (stone, brick, etc) into the rear elevat[on and as
a more prominent part of the front fa9ade.
b. Emphasize the front fa9ade by reducing the appearance of a flat, two-story wall and by
adding additional features that are representative of each unique architectural style.
c. Garage doors should be unique to each architectural style.
d. Please refer to the 11 x 17 redlines plans for additional comments related to the
architectural design. Please return all redlines with your next submittal.
3. 2"d request: Residences should be plotted so that rooms with exterior views and/or exterior
access are oriented towards the larger sideyard or open space. In some instances it is
recommended that the units should be shifted, reversed, or replaced with a different floor plan.
This would also result in a public view of the "more enhanced" side elevation of each unit. Please
see redlines for recommendations. Consider reversing the units on Lots 195, 225, 265, 286,
and 293.
4. 2"d request: PA 16-Consider designing some of the units with a balcony option, especially for
units that may be able to advantage of views.
Engineer's Plan (new comments):
5. Please consider plotting the residences with more variation in the front setback. Most of the units
are plotted with a 10 -11.7 foot front setback. There is adequate room in the rear yards to move
the structures back which would result in more variety along the street frontage.
6. Delete the reference to PA 14 recreation area on the cover sheet.
7. Ori the cover sheet, please provide data specific to PA 18 as requested (see redlines).
8. Please include a separate sidewalk to the entrance on the Plan 1 and Plan 3 rather than using
the driveway as the entrance to the residence. Consider providing a direct connection from the
public sidewalk to the front entrance where possible. Please coordinate with the architect.

completed utilizing the new PD Ordinance, which has yet to go into effect due to the
pending approval by CA Coastal Commission. We understand that if these neighborhoods go to
hearing prior to ordinance adoption, they will require a concurrent minor master plan
amendment.

The firm of Urban Crossroads, Inc. is pleased to submit the following supplemental
noise letter for the on-site noise analysis of the proposed Robertson Ranch Residential
Analysis.
On-Site Mitigation
Due to slight changes in the Robertson Ranch proposed project site plan and elevations
on the site, minor changes in the on-site mitigation for Planning Areas 17, 18 and 21 are
allowable. Mitigation will reduce to 6-foot high noise barriers in front of Lot 309, in front
of the open space on Planning Area 21 and along the corner of Cannon Road and
College Boulevard. This updated mitigation and receptor locations are provided as
Exhibit 1-A of this report. With the mitigation shown, the project will meet the County of
San Diego 60 dBA CNEL exterior noise standard, as presented in Table 1. The
Sound32 input files and calculations are shown in Appendix A.
