SUBJECT: COSTA DO SOL - PUD 92-01( C) - Request for approval of a minor
amendment of a Planned Development Permit to change the type of homes on
Lot Nos. 36 and 100, to include the replacement of Floor Plan Type 1 with
Type 2 on the two lots. The project is located in the Zone 20 Specific Plan
(SP 203) in Local Facilities Management Plan Zone 20.
The City has completed a review of the minor amendment to PUD 92-01 ( C) to change the
floor plan type on Lot Nos. 36 and 100, located within the Costa Do Sol project in Specific Plan
203. It is the Planning Director's determination that the project is consistent with the
development standards of the zoning and Specific Plan 203, and therefore, APPROVES this
request based on the findings and conditions contained therein..
Findings:
1. The project is consistent with the General Plan since the amendment will not change the
residential density of project, and a change in the type of floor plan on two lots will not
impact land use, circulation, housing, open space, or recreation.
2. The placement of Floor Plan Type 2 on Lot Nos. 36 and 100 relates to the site, surrounding
neighborhood, and environmental settings in that the homes meet the front, side, and rear
yard setback, coverage, parking, and building height standards of the zoning and Planned
Development Ordinance.
3. The two lots are adequate in size and shape to accommodate the homes, in that a reasonable
size home, in keeping with the neighborhood, can be accommodated and still meet required
development standards, and provide for positive lot drainage around the structures.
4. The proposed amendment is compatible with the surrounding neighborhood in that the same
floor plan and homes have been approved and constructed on lots throughout the project.
5. The Project still meets the requirements of City Council Policy for small lot single-family
architecture.
6. The street system serving the proposed use is adequate to properly handle all traffic generated
by the proposed use, in that the amendment proposes to only change the type of home and
does not add additional residential density or change the land use of the lots.

7. The amendment is consistent with the development standards of Specific Plan 203, and
meets all City policies and standards.
8. Due to the minor nature of the amendments, it will not cause any additional environmental
impacts and the Planning Director has determined that the environmental effects of the
project have already been considered in conjunction with previously certified and adopted
environmental documents (EIR 90-03) on file in the Planning Department.
Conditions:
1. All conditions of approval for PUD 92-01 (A) as contained in Planning Commission
Resolution No. 3863 shall apply to this approval and are incorporated herein by reference.
2. The Planning Director does hereby approve the Minor Planned Development Permit Amendment -
PUD92-01( C)) for the project entitled "Costa Do Sol". (Exhibit "A" - "B" on file in the Planning
Department and incorporated by this reference, dated May 20, 1996), subject to the conditions
herein set forth. Staff is authorized and directed to make or require the Developer to make all
corrections and modifications to the approved Documents, as necessary to make them internally
consistent and conform Planning Director's final action on the project. Development shall occur
substantially as shown on the approved exhibits. Any proposed development substantially different
from this approval, shall require an amendment to this approval.
3. The Developer shall provide the City with a reproducible 24" x 36", mylar copy of the Site Plan as
approved by the final decision making body. The Site Plan shall reflect the conditions of approval
by the City. The Plan copy shall be submitted to the Planning Director and approved prior to
building, grading, final map, or improvement plan submittal, whichever occurs first.
This Planning Director determination is final unless the determination is appealed to the Planning
Commission. The appeal shall be filed in writing with the appropriate appeal fee of $490.00 and
sent to the Planning Director within ten calendar days after receipt of the Planning Director
