FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
1. The construction and installation of small new equipment facilities or structures is a Class 3
Categorical Exemption under the California Environmental Quality Act (CEQA) State Guidelines
section 15303. The Federal Communications Commission (FCC) requires compliance with radio
frequency power density standards (ANSI/IEEE C95.1-1992) for the general public; therefore, the
project would not have a significant impact on the environment. In light of the above, a Notice of
Exemption will be filed upon final project determination.
The following conditions have been approved for the subject project:
1. This approved permit serves as the required redevelopment and coastal development permits for
the subject project. The applicant has received approval to install a telecommunications facility
base station at the ground floor within the existing building and nine (9) 18-inch panel antennas
within the existing parapet of the Western Family Buildings located at 2333 State Street.
2. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director and indicate the approval date of l/n JoL

3. No signage advertising the proposed use shall be permitted on the subject building.
4. The applicant shall obtain all appropriate building and eiectricai permits prior to installation of the
telecommunications facility. The building plans shall include the placement of the cable tray
within the interior space of the building.
5. Colors and materials used to reconstruct the 3'-2" high rooftop brick parapet wall on the
southeastern portion of the rooftop shall match colors and materials of the existing parapet wall.
6. This permit shall be subject to revocation if the applicant fails to conform to any of the above
conditions of approval.

Cox PCS Assets, L.L.C, a Delaware Hmited partnership d/b/a Sprint PCS ("Sprint
PCS"), has hired JM Consuhing Group, Inc., a Califomia corporation ("JMCG"), to
perform certain site acquisition and zoning services in connection with Sprint PCS's
efforts to build out its PCS network. Part of JMCG's responsibilities include filing
zoning applications and apphcations for building permits for Sprint PCS with
govemmental entities in accordance with the requirements of such governmental entities.
Please be advised that JMCG is presently authorized to file such applications for Sprint
