Dear Mr. Moorer:
On January 17, 2001 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 00-18 and Coastal
Development Permit No. CDP 00-57 for property located at 2333 State Street. The
decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal
period. The appeal period has elapsed and no appeals were filed. Attached is a copy
of the approved permit authorizing the construction and operation of a
telecommunications base station with nine (9) 18-inch panel antennas stealth mounted
on the Western Family Building at the far north end of State Street. Please review all
conditions carefully. Violation of the conditions could result in revocation of this permit.
Before initiating construction of the subject project you must complete the process to
obtain the appropriate building permits.

Dear Ms. Rosenstein:
JM Consulting Group is pleased to submit on behalf of its client, Sprint PCS, a response
to your scoping letter of 11/30/00 regarding the subject application.
Engineering Issues
• Per conversations with Mr. David Rick of the City of Carlsbad Engineering
Department, the requested changes to the plot plans are not required. A disclaimer to
impart that the emergency generator is a temporary use and only used in times of
emergency is provided on the plans. As such, the requested plotting of dimensions
and easements was determined to not be necessary.
Building Issues
• Per conversations with Mr. Pat Kelly of the City of Carlsbad Building Department,
the proposed project has been revised to include the placement of the cable tray
within interior space of the building.
Housing & Redevelopment Issues
• The project has been revised to architecturally integrate all proposed roof-mounted
equipment. The proposed power and telco mns have been placed inside the building
so as to be in compliance with the city's Design Review Guidelines.
• Enclosed are the required public noticing materials.

Dear Applicant:
The items required to compiete your Administrative Redevelopment Permit (application
no. RPOO-18) and Coastal Development Permit (application no. CDPOO-57) have been
received and reviewed by the Housing and Redevelopment Department together with
other appropriate City departments. It has been determined that the applications are
compiete and suitable for final processing. However, there are some issues of concern
that must be resolved prior to staff making a final determination on the proposed
project. The issues are as follows and are listed under the department that identified
said issue(s):
Engineering:
1. The depth of the parallel parking spaces next to the proposed emergency
generator must be at least 24 feet or no shorter than they exist today. The
driveway width between the generator and curb must be at least 24 feet or no
narrower than it exists today. Provide dimensions to demonstrate compliance.
2. Please provide recorded easement documents described under items 7 and 8 of
the title report. Also, plot these easements on the site plan. The descriptions in
the title report suggest that the easements are located where the generator is
proposed. The generator cannot be located on any of these easements.
Building:
1. The proposed project requires both a building permit and electrical permit
following approval of the administrative redevelopment permit. One potential
concern is the manner in which the cable tray is run across the roof surface,
which may violate the City's policy on roof-mounted equipment (attached for your
review). Please be advised that the cable tray may not be installed in a manner
that would make it visible on the building exterior. Please consider running the
cable tray under the roof surface to avoid an unsightly roof apparatus and
eliminate premature roof surface deterioration. Plans should be modified to
reflect how you intend to address this issue.

Housing & Redevelopment:
1. The Design Review Guidelines set forth in the Village Redevelopment Master
Plan require all roof-mounted equipment be architecturally integrated into the
building design and/or roof form. The manner in which you satisfy the Building
Department's issue outlined above has the potential to affect the design of the
project. Resolution of this issue is required prior to staff taking final action on
this project.
2. Please submit the following items for the required public notification package:
a) 300' Radius Map: County Assessor's Map showing all properties
within a 300-foot radius of the exterior boundaries of the subject
property. The map shall not be less than 1" = 200' scale. Each of the
lots shown on the map shall correspond with the property owner list
described below.
b) Property Owner List: A typewritten list of the names and addresses
of all property owners within a 300-foot radius of the subject property
(including the applicant and/or owner). The list shall include the San
Diego County Assessor's parcel number from the latest assessment
rolls.
c) Property Owner Labels: Two (2) sets of mailing labels of all property
owners within a 300-foot radius of the subject property. Except for
single-family residences, the apartment or suite number must be
included on the address mailing labels for property owners within 300
feet of subject property. The assessor's parcel number should not be
typed on the address labels.
d) 100' Radius Occupants/Address List and Labels: One (1) iist of the
occupants/addresses located within a 100' radius of the project site and
two (2) sets of labels of the addresses within a 100' radius.
Once you have addressed the issues outlined above, please submit five sets of plans to
the Housing and Redevelopment Office for final processing. As soon as all issues are
resolved to staff's satisfaction, the first of two 10-day public notices will be mailed to all
property owners within 300 feet of the subject property and all occupants within 100
feet of the subject property.

PURPOSE:
INTENT:
PROVIDE INSTALLATION STANDARDS FOR ALL ROOF MOUNTED EQUIPMENT AND
PENETRATIONS ON COMMERCIAL AND INDUSTRIAL BUILDINGS.
A. Maintain roof integrity.
B. Prevent hazardous condition to firemen who must fight fire on the roof.
C. Provide an installation that is aesthetically sensitive to the building and the
adjoining properties.
POLICY: 1. All equipment shall be concealed from view and the design* shall meet the
approval of the Planning Department.
2. All equipment shall be specifically designed and approved for exterior use and
shall be approved by the City of Carlsbad Building Department.
3. All roof mounted equipment shall be on a platform which shall be an integral part
of the roof-flashed and waterproofed. When a screen is approved, it shall have
as few roof connections as possible and be structurally adequate.
4. All electrical, plumbing, mechanical duct work and related piping shall be inside
the building and not on the roof. All connections related to equipment shall be
made in the same roof opening on the platform or have the prior approval from
the building official.
5. Sewer vents shall be brought to one main vent below the roof and have one
penetration where restrooms or other plumbing fixtures are back to back or in
the general proximity.
Air exhaust fans and other equipment shall be within the building and use the
same roof opening where restrooms and other equipment are back to back or in
general proximity.
6. Existing buildings and equipment, remodel or replacement, shall meet the above
regulations or shall have the prior approval from the building official.
7. Where new equipment is installed, unused or abandoned equipment, including all
roof mounted piping, electrical, mechanical, duct, and other related
appurtenances shall be removed from roof and unused openings properly sealed
to maintain roof integrity.
*The architect should, through design, conceal the heatlng/AC unit and other equipment whether
they are on the roof or elsewhere.

SUBJECT: Submittal for Sprint PCS Telecommunication Facility, 2333 State Street,
APN Number 155-200-04, Site No. SD36X284.
To Whom It May Concem:
JM Consulting Group is pleased to submit on behalf of its cHent, Sprint PCS, an
application for a wireless telecommunication communication facility at 2333 State Street.
Sprint PCS is a nationwide PCS service and is continuing the buildout of its system in the
San Diego area.
Project Description
Sprint PCS is proposing to constmct, operate, and maintain a telecommunications base
station consisting of nine (9) 18-inch panel antennas stealth mounted on the Westem
Family Building at 2333 State Street in the City of Carlsbad Redevelopment Area. Two
(2) sectors of three (3) antennas each will be mounted behind an existing rooftop
mechanical parapet wall on the southeastem portion of the rooftop. The existing 3'-2"
high rooftop brick parapet will be removed and replaced with a radio-frequency or "RF"
friendly stealth material. The new stealth screen is constmcted of signal transparent
composite material which allows for minimal radio-frequency attenuation. The new
rooftop screen will be exactly similar in color and texture as the existing building. One
(1) sector of three (3) antennas will be fa9ade mounted on the northem elevation of the
building, behind the existing trellis. The base transceiver station (BTS) equipment is
proposed to be located within interior space of the building. The BTS equipment will
include four (4) cabinets, mounted on a six-inch concrete pad, placed within a 257
square-foot room on the first floor of the existing building. The necessary power and
telco will be delivered to the antenna sectors via a conduit routed within interior space of
the building. A photo simulation of the proposed antenna sectors is included as part of
the application package.

The proposed project has been designed to minimize any impacts associated with the
development of the project. Development of the project will not require any landform
alterations, will not increase the envelope of the building, will not have any visible
features, and will not alter or interfere with current land uses.
Land Use
The site is zoned Residential-Support in the City of Carlsbad Redevelopment Area,
District 4. Wireless telecommunication facilities are considered Quasi-Public utilities
and are allowed in the zone according to the city's Municipal Code through the issuance
of an administrative conditional use permit. The primary land uses on site are
commercial office uses.
Site Selection
This site was selected due to its strategic location and the ability to provide necessary
coverage along Pacific Coast Highway, Carlsbad Village Drive, 1-5, and the surrounding
residential and commercial uses.
