Previously at 2921 Roosevelt a business had a sign which read "All 's Hall".

The new tenant at 2921 Roosevelt is proposed to be a small law firm known as
The Law Offices of Samuel Kelsall V ("Applicant"). The Applicant proposes ^
changing the sign to read "The Law Offices of Samuel Kelsall V" in gold
lettering outlined in black with a dark green back ground. As new attorneys
are added to the law firm, their names would be added below the proposed
language in smaller 3" letters also to be gold in color. A maximum of
4 additional names would be added. The Applicant also proposes placing its
phone number (760) 434-2100 on the sign.

10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been made in order to approve the Administrative Redeveiopment Permit
for the change in use from retail to office on property located at 2921 Roosevelt Street:
1. The Housing and Redevelopment Director has determined that the project is consistent with the
poiicies, goals and action programs set forth within the Carlsbad General Plan.
2. The Housing and Redevelopment Director has determined that the project is consistent with ali
applicable development standards and land use poiicies set forth within the Village Master Plan
and Design Manual and the Village Redevelopment Plan and will not have a negative impact on
adjacent uses. The five (5) proposed parking spaces on-site satisfies the parking requirement for
the proposed use.
3. The Planning Director has determined that the project is exempt from the requirements of the
California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines and
will not have an adverse significant impact on the environment.

The following conditions have amn approved for the subject project: V
1. This approved permit serves as the required redevelopment permit for the subject project. The
applicant has received approval to convert a retail use to office use and reface an existing
monument sign as shown on Exhibit "B".
2. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director as Exhibit "A" and indicate the approval
date of \C^ll^Joi .
3. Prior to hauling dirt or construction materials to or from any proposed construction site within
this project, Developer shall apply for and obtain approval from, the City Engineer for the
proposed haul route.
4. Prior to issuance of any building permit, Developer shall comply with the requirements of the
City's anti-graffiti program for wall treatments if and when such a program is formally established
by the City.
5. The applicant shall comply with the recommended mitigation for containing on-site pollutants
from entering public storm drain systems described in the "SWPPP for 2921 Roosevelt Street, a
California Business Trust Parking Lot Improvements", on file with the City of Carisbad.
6. This permit shall be subject to revocation if the applicant fails to conform to any of the above
conditions of approval.
