CHANGE IN USE
2804 ROOSEVELT STREET, CARLSBAD, CA.
Date of Notice: August 2, 2002
NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a final decision to APPROVE an Administrative Redevelopment Permit (RP02-30) for a
change in use to convert a portion of the old Jazzercize building to a medical treatment office on
property located at 2804 Roosevelt Street. The property is located on the east side of Roosevelt
Street north of Grand Avenue. The assessor parcel number is 203-182-04-00.
The proposed project involves the conversion of 6,368 square feet of gross floor area within the
existing building to a medical treatment office. The proposed use is classified as a provisional use
under the Carlsbad Village Redevelopment Master Plan; therefore, an administrative redevelopment
permit is required.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00pm on August 12, 2002. Appeal forms are available at the
Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the Planning Department has determined that the project is
exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15303
of the State CEQA Guidelines as the conversion of a small structure and will not have an adverse
significant impact on the environment. Appropriate documentation will be filed by the City of
Carlsbad's Planning Department.

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
intends to APPROVE an Administrative Redevelopment Permit (RP02-30) for a change in use to
convert a portion of the old Jazzercize building to a medical treatment office on property located at
2804 Roosevelt Street. The property is located on the east side of Roosevelt north of Grand Avenue.
The assessor parcel number is 203-182-04-00.

made:
1. The use must be compatible with the land use district and adjacent development.
2. The use will not adversely affect retail intensity or retail continuity in the Village.
3. Adequate parking exists to serve the needs of this use.
Those persons wishing to comment on the proposed project and intended action by the Housing and
Redevelopment Director are cordially invited to submit written comments or contact the Housing and
Redevelopment Department by 5:00pm on July 25, 2002. If you have comments on the proposed
project and intended action, please contact Lori Rosenstein in the Housing and Redevelopment
Department at (760) 434-2813 or (760) 434-2810. You may also provide your comments in writing to
the Housing and Redevelopment Department at 2965 Roosevelt Street, Suite B, Carlsbad, CA
92008.
