3. DESCRIPTION OF PROJECT
Project Name: Pacific Coast Printing
Please provide a complete description of the project proposed for approval under this application. Provide
any detaiis necessary to adequately explain the scope and/or operation of the proposed project. You may
attach additional pages to this application if necessary to explain the project:
Conversion of book store to a small offset printing and copy shop. Open to
the public. Retail oriented, we offer a public fax service, copies on
demand. I also print business cards, multi-part forms, guest checks for
restaurants and name badges. Community oriented, we have in the past years
printed the Carlsbad High School Football Programs and Season passes and
have donated time and materials for the benefit of Carlsba-d High School.
I have also been the printer for the Woman's Club of Carlsbad and have
contributed time and materials and labor towards the local charities and
organizations in Carlsbad.
Printing and copies in this location is a support to the small businesses
that need printing, faxes and copies within walking distance. I inturn
need the support of the existing businesses as well. AA trophies and Pacific
Coast Printing have always exchanged business needs and referrals also the
Motophoto on Grand Avenue uses my services for negatives during the heavy
holiday demands for custom holiday postcards. The feeling from the shops
around me has been very positive. I have established clientele from the
hispanic neighborhood nearby as I have made thousands of flyers and business
cards for housecleaners and landscapers and masons. I also do Quince Anos
and a full line of invitations in Spanish. These clients are glad to have
the print shop within walking distance.
Community oriented whether it be professional or persqnal a friendly
atmosphere where things get done with an eye on promoting local commerce.

10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been made in order to approve the Administrative Redevelopment Permit
for the change In use from retail to commercial copy service on property located at 3021 State Street:
1. The Housing and Redevelopment Director has determined that the project is consistent with the
policies, goals and action programs set forth within the Carisbad General Plan.
2. The Housing and Redevelopment Director has determined that the project Is consistent with all
applicable development standards and land use policies set forth within the Village Master Plan
and Design Manual and Village Redevelopment Plan.
3. The business/professional service use is not likely to negatively impact existing or planned retail
continuity in significant concentrations of commercial shops.
4. Sufficient on-site parking will be available to serve employee parking needs.

5. Adequate short-term parking exists in reasonable proximity to the use to accommodate drop-in
customers.
6. The Planning Director has determined that the project is exempt from the requirements of the
California Environmental Quality Act (CEQA) per Section 15303 of the State CEQA Guidelines and
will not have an adverse significant impact on the environment
