Dear Mr. Nguyen:
On November 14, 2002 the Housing and Redevelopment Director approved
Administrative Redevelopment Permit No. RP 02-48 for property located at 2905
Carlsbad Blvd. The decision of the Housing and Redevelopment Director is subject to a
ten (10) day appeal period. The appeal period has elapsed and no appeals were filed.
Attached is a copy of the approved permit authorizing the change in use from retail to
commercial service. Having completed the land use review process, the business
license for the above referenced project may now be issued.

Re: Change in Land Use at 2905 Carlsbad Blvd. Notice
Thank you for giving us a notice of the proposed change in use of 2905 Carlsbad Blvd.
We are against your approval of the Administrative Redevelopment Permit for 2905
Carlsbad Blvd.
Yotir office has been advertising for the last decade (many years) the need to grow foot
traffic activities on Carlsbad Blvd. by establishing a tourist zone. Your vision was
captured in the Village Master Plan and zoning planned accordingly. Tourists and
residents like walking around, going to restaurants, and coming off the beaches they are
likely to visit retail shops. Tourists don't have surgery or have their nails done on the
spur of the moment while walking around or going to dinner.
Retail activities suffer along Carlsbad Blvd. toward Grand Ave. We merchants are doing
what we can to attract attention to our area. Starbucks was a good addition. Visitors and
tourists are attracted because of the few shops and we need to keep on going and add
more retail stores to continue the momentum that you have established.
The zoning area was supposed to be a "tourist area" and zoning was establish that way
for a purpose. Let's not ignore plans by exercising your easy to come by prerogative to
make exceptions. Millennium Arts (2903 Carlsbad Blvd.) came to its location because
of the small shopping center and area intended use. That's what you were verbally
advertising. We would not have rented there if we had thought that this would be an area
for services types businesses. The Plastic Surgeon's office already hurts us. That office
is closed 2-3 days a week and people go there for a different purpose than "walking
around Carlsbad" and seeing the nice stores and restaurants. The same would be tme for
the Nail shop. A Nail Shop adds nothing to the "Charm of Carlsbad".
We also object to your comment that the parking is adequate. Parking used to be
adequate. If you come to the shopping center in question around 9-10 am, parking is full.
I have been getting comments from employees and customers. Carlsbad Blvd is full
because of all the on the street parking now occurring because of the Starbucks situation
in the Village Shopping Center across the street. Grand Ave. west of Carlsbad Blvd is
now fiill because employees from the Village Shopping center park there. You need to

reassess your thinking about parking in this area. Study the situation. It's a problem, the
businesses know it, but your office does not.
The intended action to put another conmiercial services store is contrary to the needs of
Carlsbad. You are changing the intended advertised purpose of the land use and isolating
our business which is in dire need of commercial retail activities to stimulate foot traffic
on that area of Carlsbad Blvd., and you v^U be making paridng problems worse and on a
similar path to the fiasco on State Street in the Village.
I urge you to reconsider.
