SUBJECT: R.C. Hair Designs Addition (RP03-04) - 2639 State Street
On October 15, 2003 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 03-04 for property located at
2639 State Street. The decision of the Housing and Redevelopment Director is subject
to a ten (10) day appeal period. The appeal period has elapsed and no appeals were
filed.
Attached, is a copy of the approved permit authorizing the addition of 370 square feet to
the south side of the existing hair salon. Please review all conditions carefully.
Violation of the conditions could result in revocation of this permit. For clarification
purposes a copy of the approved building elevation, showing the location for the new
awnings and revised landscaping, has been attached for your review. Having
completed the land use review process, your building permit may now be issued.

STATE ST. - PLAN CHECK NO. CB032808
A land use permit has been approved for the proposed addition. The building plans
are inconsistent with the approved land use permit. Please have the applicant revise
the plans to include the changes depicted on the attached rendering of the south
elevation. This information has been entered into Permits Plus. If you have any

Re: R.C. Hair Designs Addition - 2639 State Street (RP 03-04)
Thank you for applying for a Land Use Permit in the City of Carlsbad. The Housing and
Redevelopment Department, together with other appropriate City departments, has
reviewed your Major Redevelopment Permit, application no. RP 03-04, as to its
completeness for processing.
The application is incomplete, as submitted. The attached list includes information that
must be submitted to complete your application. This list of items must be submitted
directly to the Housing & Redevelopment Office. All list items must be submitted
simultaneously and a copy of this list must be included with your submittal. No
processing of your application can occur until the application is determined to be
complete. When all required materials are submitted to the Redevelopment Office, the
City has an additional thirty (30) days to make a determination of completeness. If the
application is determined to be complete, processing for a decision on the application
will be Initiated. In addition, please note that you have six months from the date the
application was initially filed, February 27, 2003, to either resubmit the application or
submit the required information. Failure to resubmit the application or to submit the
materials necessary to determine your application complete shall be deemed to
constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

Housing & Redevelopment:
Submit five (5) sets of revised plans to the Housing & Redevelopment Department
along with the following information:
1. Please add the following information to the site plan:
a. Location and dimensions of vehicular access and all off-street parking spaces.
b. Building setbacks - front, side and rear.
c. Location, height, and materials of walls and fences.
d. Add to the summary table the following:
• Existing zoning and land use (i.e. VR - District 4); and
• Number of parking spaces.
e. Name of sewer, water and school districts providing service to the site.
f. General location of existing and proposed landscaping.
g. Provide an open space calculation. Open space may be dedicated to
landscaped planters, open space pockets and/or connections, roof gardens,
balconies and patios. No parking spaces or drive aisles are permitted in the
open space calculation.
2. Given the considerable visibility of the south building elevation additional
architectural treatment is needed before staff will support the project. You may want
to consult with an architect to provide some ideas to incorporate into the addition so
it is consistent with the existing building. A copy of the Village Design Guidelines
has been enclosed for your use as well.
3. Please note that once the application is found complete you must provide a
complete public notification package. In order to expedite this application you may
submit the notification package with your revised plans.
The public notification package shall include a radius map, a type written list of the
names and addresses of all property owners within a 300' radius of the subject
property; and two sets of mailing labels with names and addresses of all property
owners within a 300' radius of the subject property. The property owner list shall
include the San Diego County Assessor's parcel number from the latest assessment
rolls. Except for single-family residences, the apartment or suite number must be
included on the address mailing labels for property owners within a 300-foot radius
of the subject property; the parcel number should not be typed on the address
labels. The radius map must be provided with a scale not less than 1"=200'
showing each lot within 300 feet of the exterior boundaries of the subject property.
Fire:
The following Fire Department conditions will be required during the building permit plan
review process:
1. If not already installed and operable, a 2A 10BC Fire Extinguisher is required.
2. A sign displayed above the main entrance shall be posted stating, "This door shall
remain unlocked during business hours".
Building:
During the building permit plan check process, it must be demonstrated that the
addition is fully accessible to the disabled.
