SUBJECT: Big 0 Tires (RP03-08) - 2615 State Street
On July 2, 2003 the Housing and Redevelopment Director conditionally approved
Administrative Redevelopment Permit No. RP 03-08 for property located at 2615 State
Street. The decision of the Housing and Redevelopment Director is subject to a ten
(10) day appeal period. The appeal period has elapsed and no appeals were filed.
Attached is a copy of the approved permit authorizing the change in land use from
automotive repair to retail sales. Please review all conditions carefully. Violation of the
conditions could result in revocation of this permit.
Having completed the land use review process, you may now proceed with acquiring
the necessary building permit for the tenant improvements. Please check with the.
Building Department on the process for acquiring the building permit.

The Engineering Department has completed its review of the subject project The Engineering
Department is recommending that the project be approved, subject to the following conditions:
General
1 Prior to hauling dirt or construction materials to or from any proposed construction site within this
project, Developer shall apply for and obtain approval from, the City Engineer for the proposed
haul route.
2 Prior to issuance of any building permit. Developer shall comply with the requu-ements of the
City's anti-graffiti program for wall treatments if and when such a program is formally established
by the City.
Fees/Agreements
4 Prior to approval of any grading or building permits for this project. Developer shall cause Owner
to give written consent to the City Engineer to the annexation of the area shown within the
boundaries of the subdivision into the existing City of Carlsbad Street Lighting and Landscaping
District No. 1 and/or to the formation or annexation into an additional Street Lighting and
Landscaping District. Said written consent shall be on a form provided by the City
Engineer.
Gradins
5 No grading for private improvements shall occur outside the limits of this approval unless
Developer obtains, records and submits a recorded copy to the City Engineer a grading or slope
easement or agreement from the owners of the affected properties. If Developer is unable to obtain
the grading or slope easement, or agreement, no grading permit will be issued. In that case
Developer must either apply for and obtain an amendment of this approval or modify the plans so
grading will not occur outside the project and apply for and obtain a fmding of substantial
conformance from both the City Engineer and Planning Director.

Developer shall comply with the City's requirements of the National Pollutant Discharge
Elimination System (NPDES) permit, latest version. Developer shall provide improvements
constructed pursuant to best management practices as referenced in the "Califomia Storm Water
Best Management Practices Handbook" to reduce surface pollutants to an acceptable level prior to
discharge to sensitive areas or City right-of-way. Plans for such improvements shall be
submitted to and subject to the approval of the City Engineer. Said plans shall include but not be
limited to notifying prospective owners and tenants of the following:
A. All owners and tenants shall coordinate efforts to establish or work with established
disposal programs to remove and properly dispose of toxic and hazardous waste products.
B. Toxic chemicals or hydrocarbon compounds such as gasoline, motor oil, antifreeze,
solvents, paints, paint thinners, wood preservatives, and other such fiuids shall not be
discharged into any street, public or private, or into storm drain or storm water conveyance
systems. Use and disposal of pesticides, fungicides, herbicides, insecticides, fertilizers
and other such chemical treatments shall meet Federal, State, County and City
requirements as prescribed in their respective containers.
C. Best Management Practices shall be used to eliminate or reduce surface pollutants when
planning any changes to the landscaping and surface improvements.
9. Within 12 months after the approval of this application, Developer shall install all treatment control
Best Management Practices (BMP's) as outlined in the "Storm Water Manangement Plan (SWMP)"
for Big O" Tires, dated June 12, 2003 to ensure storm water is treated in accordance with State
regulations and the City of Carlsbad Standard Urban Stormwater Management Plan.
Code Reminder
The project is subject to all applicable provisions of local ordinances, including but not limited to the
following:
10. Developer shall exercise special care during the construction phase of this project to prevent
offsite siltation. Planting and erosion control shall be provided in accordance with Carlsbad
Municipal Code Chapter 15.16 (the Grading Ordinance) to the satisfaction of the City Engineer.

Due to the size of this project, this project does not trigger require a traffic study. This project is
served by State and has direct access to public streets. The streets in the area have been
designed to handle the traffic volumes generated by this project.

Sewer District: Carlsbad Municipal Water District
Sewer EDU's required: 3 EDU's
Sewer lines for this project will gravity flow, via an existing private sewer lateral.
WATER
Water District: Carlsbad Municipal Water District

Existing surface storm runoff currently collects into existing catch basins that outlet to State Street
and the adjacent alley. There are no changes in run-off proposed by this project.

The right-of-way widths State Street conform to City standards and no additional right-of-way
dedications are required.
IMPROVEMENTS

STORM WATER QUALITY
The applicant submitted a detailed Storm Water Management Plan (SWMP) for this project. The
SWMP has identified potential pollutants of concern as it relates to the project. The SWMP has
also identified certain treatment-control measures to implemented to ensure pollutants are not
introduced to the water or treated to the maximum extent practical prior to discharge off the site.
The project has been conditioned to implement these treatment control measures.

The Engineering Department has completed a review of the above subject. We have
reviewed the application for completeness and have determined that the application and
plans submitted for the project are incomplete and unsuitable for continued review due
to the foilowing incomplete items:
Incomplete Items
1. Revise the site plan to depict existing topography and drainage patterns to
demonstrate how storm water is collected conveyed and discharged off the site.
2. Revise the site plan to indicate the property lines and dimensions in relation to the
existing improvements.
3. Revise the site plan to indicate the existing paved-width of State Street and the
rear alley.
4. This project qualifies as a "priority" project pursuant to new regulations issued by the
Regional Water Quality Control Board (RWQCB) and is required to demonstrate
compliance with the City of Carlsbad Standard Urban Stormwater Management Plan
(SUSMP) and Order 2001 -01 issued by the RWQCB. Submit for City approval a
preiiminarv "Storm Water Management Plan (SWMP)". The SWMP shall address
measures to avoid contact or filter said pollutants from storm water, to the maximum
extent practicable, for the post-construction stage of the project. At a minimum, the
SWMP shall:
1. Identify existing and post-development on-site pollutants-of-concern specific
to this project.
2. The hydrologic unit this project contributes to and impaired water bodies
potentially impacted by this project.
3. Recommend types of source control and treatment control Best Management
Practices (BMP's) that will be implemented with this project to avoid contact
or filter said pollutants from storm water to the maximum extent practicable
before discharging to City right-of-way or a natural drainage course.
4. Establish specific procedures for handling spills and routine clean up.
Special considerations and effort shall be applied to employee education on
the proper procedures for handling clean up and disposal of pollutants.

5. Outline long-term maintenance requirements for owner for all post-
construction BMPs to ensure their effectiveness at removing pollutants-of-
concern.
Below we have also listed our engineering issues identified that must be addressed prior to
scheduling this project for approval:
Engineering Issues
1. Callout and dimension the drive aisle width through the parking lot.
2. List the Assessor's Parcel Number on the site plan.
3. Indicate the existing right-of-way width of State Street and the alley fronting the
project.
4. Indicate the width of the driveway along State Street.
5. Callout the location and distance of the nearest fire hydrant.
6. Callout the legal description of the property on the site plan.
7. Revise the site plan to list the correct ADT (traffic), EDU (sewer), and GPD
(water) required or generated by this project.
8. Pursuant to the 2003 SANDAG generation rates for traffic, a tire store generates
approximately 30 average daily traffic per service stall. Assuming there are 5
service stalls, the ADT is estimated at 150 ADT. If there is a different number of
service stalls, please add the correct ADT to the site plan.
9. Revise the site plan to indicate the location of the trash enclosure serving this
project.
10. Indicate the locations of the existing sewer and water service that serves this
project.

Re: Big 0 Tires (RP03-08) - 2615 State Street
Dear John:
Per our discussion this morning, I am sending this letter to outline the initial issues
raised by the Carlsbad Redevelopment Agency in response to your application for an
Administrative Redevelopment Permit associated with the installation of a Big O Tire
store at 2615 State Street. Other than the Fire Department comments forwarded to you
earlier this week, I have not received comments from any other City departments.
However, I expect comments from the Engineering Department to be sent to me at the
early part of next week. I will fon^/ard a copy of those to you under a separate cover.
The Redevelopment Agency comments are as follows:
1. All signs placed on the building will count towards the total signage for the
building. Therefore, in order to meet the sign area requirements all signs on the
south side of the building above the work bays will have to be eliminated from
the sign plan. All other signs meet the sign area requirements.
2. All awnings must be fabric material. Vinyl awnings are not permitted in the
Village Redevelopment Area.
3. A chain link fence is not permitted along the front of the property. The fence
should be removed in its entirety or it may be replaced by a decorative fence
comparable to wrought iron or some other upgraded material. Please inform
staff as to the final fence design.
