Dear Mr. Melita:
On February 5, 2004 the Housing and Redevelopment Director approved
Administrative Redevelopment Permit No. RP 04-03 for property located at 592 Cartsbd
Village Drive. The decision of the Housing and Redevelopment Director is subject to a
ten (10) day appeal period. The appeal period has elapsed and no appeals were filed.
Attached is a copy of the approved permit authorizing the change in use from retail to
office. Having completed the land use review process, the business license for the
above referenced project may now be issued.

than the retail |use. The parking regulations for the Carisbad Village Area only requires
parking to be tjrought into conformance when a change in use results in a higher parking

Dear Ms. Rosenstein,
In response to the public notice regarding the above referenced site, I would like to express my
concem about the parking provisions. As you are aware, that site has no available parking spaces.
Therefore, the applicant will have to rely upon the public lot east of the site, and/or on-street
parking.
The private parking lot north, and adjacent to this site, is leased fi^om me by my tenant. Black
Whale Lighting, and is for their exclusive use. There exists a chronic problem with unauthorized
use of this lot by the tenants and their customers of the businesses between 592 and 574 Carlsbad
Village Drive. It is my request that you make this situation known to this applicant so as to avoid
any future problems.
Since this a change in use permit request, will the in-lieu parking program be implemented for this
business? It would seem to be an appropriate condition to this permit.
