Dear Alik:
On June 22, 2004 the Housing and Redevelopment Director conditionally approved
Administrative Redevelopment Permit No. RP 04-08 for property located at 2907 State
Street. The decision of the Housing and Redevelopment Director is subject to a ten
(10) day appeal period. The appeal period has elapsed and no appeals were filed.
Attached is a copy of the approved permit authorizing an installation of an Automated
Teller Machine (ATM) on the exterior wall of the existing storage room, facing Grand
Avenue, west of the Alley Bar. Please review all conditions carefully. Violation of the
conditions could result in revocation of this permit.
Having completed the land use review process, you may now proceed with the building
permit process. Please check with the Building Department for any questions related to
your tenant improvements.

Thank you for applying for a land use permit in the City of Carlsbad. The Housing &
Redevelopment Department along with all other appropriate departments have
reviewed your administrative redevelopment permit, application no. RP04-08, as to its
completeness for processing.
The application is complete as submitted. At this time, there are no outstanding issues
identitied by the individual departments, which would preclude the approval of the
Administrative Redevelopment. Therefore, a notice will be distributed to open the ten
(10) day public review and comment period on the proposed project. Once the public
review and comment period is complete, final approval can be granted. The final
decision of the Housing and Redevelopment Director is subject to a ten (10) day appeal
period. If no appeals are filed, the end of the appeal period will constitute final approval
of your land use permit authorizing the ATM use on the building located south of Grand
Avenue, east of the railroad tracks.

Here are the revised land use application plans. I already mailed the revised sign permit plans earlier this week. I trust you
received them by now.
I believe the attached copies provide all the additional information requested, otherwise please let us know ASAP.
Please note that due to the fact that your letter indicated we are only required to leave 15 ft R.O.W. clearance from edge of
sidewalk, we increased the protrusion of the awning by additional (much needed) 6 inches to at total of 42 in. (3.5 ft), but also
reduced the valance down to 6" in afterthought.
Since this slightly affects the already resubmitted sign permit, corrected copies of the two applicable sign permit pages are
also attached. The rest of the plan remains the same.

Thank you for applying for a Land Use Permit in the City of Carisbad. The Housing and
Redevelopment Department, together with other appropriate City departments, has reviewed
your Administrative Redevelopment Permit, application no. RP 04-08, as to its completeness for
processing.
The application is incomplete, as submitted. The attached list includes information that must be
submitted to complete your application. This list of items must be submitted directly to the
Housing & Redevelopment Office. All iist items must be submitted simultaneously and a
copy of this list must be included with your submittal. No processing of your application
can occur until the application is determined to be complete. When all required materials are
submitted to the Redevelopment Office, the City has an additional thirty (30) days to make a
determination of completeness. If the application is determined to be complete, processing for
a decision on the application will be initiated. In addition, please note that you have six months
from the date the application was initially filed, May 10, 2004, to either resubmit the application
or submit the required information. Failure to resubmit the application or to submit the materials
necessary to determine your application complete shall be deemed to constitute withdrawal of
the application. If an application is withdrawn or deemed withdrawn, a new application must be
submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION

The following Departments have completed their review of the subject project for application
completeness. The application and plans submitted for this project are incomplete for further
review. Please submit to the Housing and Redevelopment Department four (4) copies of the
revised site plan showing the following information:
Housing & Redevelopment:
1. On the building elevation, provide a safety light above the automatic teller machine,
below the awning. Lighting within the awning is not permitted.
2. Show the linear distance from the proposed ATM to the two closest parking spaces.
Location and development criteria for ATM's stipulates that the machines be located
within 100 feet of at least two short term parking spaces which are available to the user.
3. Signage
a. Back lit awnings are not allowed. Exterior lighting outside of the awning is allowed.
b. Interior illuminated boxed signs are not allowed. Individual lit channel letters are
allowed.
c. Please show on the site plan entire building frontage to include The Alley Bar's
building frontage to where the building ends at the alley.
d. Please show on the site plan all existing signs, plus the square footage.
Engineering:
1. Plot the public right-of-way boundary on Grand Avenue. According to City
improvement plans, it appears that the R.O.W. boundary is 15 horizontal feet from
the face of curb.
2. If the awning or ATM machine is encroaching into the public right-of-way, then the
project will be conditioned to require that the City and property owner enter into an
encroachment agreement.
3. Plot the distance between any trees or other sidewalk obstructions and the ATM. In
addition, dimension the vertical distance between the sidewalk surface and the
bottom of the proposed awning. According to the scale 1" = 4', the awning is only 6
feet high which does not provide adequate clearance for pedestrians.

COMPLETNESS AND ISSUES REVIEW
Engineering Department staff has completed a review of the above-referenced project
for completeness and engineering issues of concern. All items needed for engineering
review are provided for determining the application as complete. Engineering issues
which need to be resolved or adequately addressed prior to staff making a
determination on the proposed project are as follows:
1. Plot the public right-of-way boundary on Grand Avenue. According to City

Preliminary Title report and will forward them to you as soon as available.

Re: Signage for 421 Grand Avenue
Dear Alik,
Thank you for submitting a sign permit application for the proposed signage for State &
Grand ATM located at 421 Grand Avenue. The subject property is located in Land Use
District 1. The proposed new use of an Automatic Teller Machine is classified as a
provisional use in District 1. A provisional use requires an administrative
redevelopment permit, which takes approximately 30-60 days to process and the filing
fee is $290. I have enclosed the required application for you to complete.
1 cannot process your sign permit application until an administrative redevelopment
permit has been approved. I will hold onto your sign permit application and process
once an administrative redevelopment permit has been approved.
In addition, a business license is also required. For business license information please
contact the Carlsbad Finance Department at 760-2495.
