Dear Mr. Richardson:
On October 27, 2008 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 08-37 for property located at
3147 Roosevelt Street. The decision of the Housing and Redevelopment Director is
subject to a ten (10) day appeal period. The appeal period has elapsed and no appeals
were filed.
Attached is a copy of the approved permit with conditions authorizing a change in use
from residential to commercial/retail. Please review all conditions carefully. Violation of
the conditions could result in revocation of this permit.

Thank you for applying for a Redevelopment Permit in the City of Carisbad. The
Housing and Redevelopment Department together with other appropriate City
departments, has reviewed your Administrative Redevelopment Permit as to its
completeness for processing.
The application is incomplete, as submitted. The attached list includes
information that must be submitted to complete your application. This list of
items must be submitted directly to the Housing & Redevelopment Office.
All list items must be submitted simultaneously and a copy of this list must
be included with your submittal. No processing of your application can occur
until the application is determined to be complete. When all required materials
are submitted to the Redevelopment Office, the City has an additional thirty (30)
days to make a determination of completeness. If the application is determined
to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was
initially filed, June 16, 2008, to either resubmit the application or submit the
required information. Failure to resubmit the application or to submit the

Please resubmit 2 sets of plans addressing the following incomplete items:
Engineering:
1. The proposed 1.5 feet wide vegetated shown along the northeriy and
southeriy edge of the property have very little capacity. Run-off could
potentially flow into the adjacent property. Please provide calculations to
show that the proposed swales can handle the flow and will have no
impacts to the adjacent properties.
2. A portion of the proposed swales is adjacent to the existing building and
may compromise the structural stability of the building foundation. Please
obtain approval from a licensed Soil Engineer for the proposed swale
design adjacent to the building.
(Suggestion only: consider adding roof gutters to the existing building and
route the roof-run-off to the proposed grass area to the west. Grass area
maybe utilized as LID. In addition, consider using pervious pavement for
the proposed driveway.)
3. Please comply with the engineering driveway standard 16.B. Provide a
minimum of 3 feet of clear distance from the property line.
4. Please comply with all other comments shown on the red-lined plans.
5. Enclosed is a redlined check-print of the project. This check print must be
returned with the revised plans to facilitate continued staff review.

Engineering:
1. The first review red-lined check print was not included in the resubmittal
package. Engineering Staff requested that the previous red-lined check
print be returned to facilitate review.
2. During a telephone phone conversation with the applicant on July 16,
Engineering Staff requested a narrative, stamped and signed by the civil
engineer, which explains the drainage condition before and after
development (including the proposed removal of existing foundation,
which off-sets the proposed paved area therefore no increase in run-off,
etc.) and a conclusion (no impact to adjacent and downstream properties).
Please ensure that there is no diversion of drainage. The descriptions in
the narrative must agree with the drainage pattern shown on the grading
plan.
3. A vegetated strip was added along the southeriy edge of the property to
comply with LID design requirement. It is indicated in the response letter
(item 8), that the project run-off will be routed through the proposed
vegetated swale prior to entering Tyler Street. However, the grading plan
shows only a little portion of the site drains towards the proposed swale.
The rest drains directly to the driveway and into Tyler Street.
4. The grading plan also shows a ridge line halfway between the front (facing
Roosevelt Street) and the rear (facing Tyler Street) of the property. This
does not agree with the statement in the response letter stating that the lot
currently drains from the front to the rear of the property.
5. The plan shows a combined driveway with adjacent properties. There is
an existing water meter located on the proposed driveway. Please
relocate the water meter. Show proposed new location. Or consider
reducing the driveway width to avoid relocating the water meter. (Please
see comments on the plan).
6. Increase the depth of the proposed parking stalls to 22' to accommodate
larger vehicles and to prevent overhang into the public right-of-way.

The numbered responses below correspond with the numbered comments from the city letter dated July 16,
2008. Housing and Redevelopment, Building, and Engineering Incomplete items and Issues are addressed.
FFEMS TO COMPLETE THE APPLICATION
Housing and Redevelopment:
1. A 5' wide sIdewalK/accessway is adjacent to the southernmost parking space
Building
1. Plans fbr the remodel/refurnishing of the existing building will be submitted to the Building department
for review.
2. The southernmost parking space can be designated as accessible if need be.
Engineering
1. In lieu of a Stormwater Applicability Checklist, a more up to date Stormwater Standards Questionaire in
accordance with chapter 2 of the City's SUSMP 6/4/08 has been completed and is induded in the
resubmittal.
2. Based upon a meeting between Bob Wojcik and Tecla Levi on July 16*, this project will not require a
hydrology study. As shown on sheet C-1, pavement added for the required parking and handicapped
access sidewalk is off set by the removal of the existing concrete foundation. We have indicated the
pad elevations and existing contours so as to demonstrate the projects impact (or lack thereof) on the
sunounding property. The project drains overiand to the eastern curb of Tyler Street which in turn
drains to the north.
3. Sheet C-1 has been added to the plan set to show existing and proposed spot elevations with respect
to existing and proposed utilities and hardscape.
4. A legend is induded on sheet C-1
5. As shown on sheet C-1, we have Indicated the pad elevations and existing contours so as to
demonstrate the overall drainage pattern. Furthemiore we have induded arrows Indicating the
direction and slope ofthe proposed improvements. Generally, the project drains overiand to the
eastern curb of Tyler Street which in turn drains to the north.
6. As shown on sheet C-1, we have indicated the pad elevations and existing contours so as to
demonstrate the overall drainage pattern.
7. Existing finish floor elevations of surrounding buildings have been Indicated. .
8. We have proposed a vegetated strip along the southeriy edge of the property through which runoff will
pass prior to entering Tyler Street.
9. We have tried to maintain as best as possible the amount of pervious area on the site. The project
proposes the removal of an existing concrete foundation which is roughly the same size as the
proposed parking area.
10. Existing utilities, and surface Improvements are shown on sheet C-1
11. Existing utilities are shown on sheet C-1. No new utilities are proposed. The project will utilize the
existing sewer stub. Consequently, sewer invert Inforniation, which was unavailable at the city of
Carisbad, has not been induded.
12. Based upon a meeting between Bob Wojdk and Tecla Levi on July 16*, the easteriy side of Tyler
street, upon which this project fronts, was fully improved by the City as a Capital Improvement
Program. As shown on sheet C-1, the project will replicate the existing driveway/sidewalk which Is
contiguous to Tyler Street.
13. Based upon a meeting between Bob Wojcik and Tecla Levi on July 16*, this project Is serviced by the
existing public fire system and neb/vork of existing fire hydrants. As indicated by the architectural
plans, a fire suppression system will be added to the existing building.
14. Based upon a meeting between Bob Wojdk and Tecla Levi on July 16*, this project Is serviced with
Individual trash cans being placed curbside on the appropriate day. Consequently, no proposed trash
endosures are needed.
15. All other comments are addressed and Incorporated into sheet C-1.

for handicapped access. The parking space does not need to be marked
as a handicapped space.
Building:
1. Please provide complete plans and submit to the Building Department for
plancheck and building permit issuance.
2. Provide disabled accessible parking IF there is a parking requirement.

Engineering:
1. Please complete the City's Stormwater Applicability Checklist. This can
be accessed through the link:

2. Provide a hydrology study that identifies the development discharge flows
and recommendations on the anticipated storm drain system required as
part of the development.
3. The proposed site plan does not show adequate information. Please be
advised that in order to make a more in-depth review of the proposed
development, a more complete design ofthe project is required.
4. Provide a legend for all symbols used on the plan.
5. Show all existing and/or proposed topography and drainage patterns for
the site including existing off-site drainage system that this project
discharges into. Revise the plans to indicate how on-site surface runoff is
controlled.
6. Show existing contours to cover at least 50' beyond the property lines or
to cover sufficient area to show drainage area affecting the site.
7. Identify the existing finished floor elevation of adjacent structures (or
elevations just next to the structures). This requirement demonstrates how

the project relates to existing adjacent development.
8. Recommend source control and treatment control best management
practices (BMPs) that will be implemented with this project. Stormwater
pollutants from the project must be treated to the maximum extent
practicable before exiting the project site and discharging to City right-of-
way or existing public storm drain system.
9. Incorporate Low Impact Development (LID) in the project design. Show all
proposed storm water BMPs and LID on the site plan.
10. Show all existing surface improvements (curb, gutter, sidewalk, paving,
access-holes, inlets, power poles, street lights, adjacent driveways, vaults,
transformers, etc.) along Roosevelt Street and Tyler Street, and verify that
no conflicts exist. Clearty differentiate between existing and proposed
surface improvements.
11. Please indicate all existing and proposed utilities along Roosevelt Street
or Tyler Street (i.e., storm drain, water, sewer, etc.) that will serve the
development. Indicate gravity flow of sewer facilities by showing invert
elevations.
12. According to City of Carisbad Street and Sidewalk Policy, Tyler Street is
an alternative design street. The developer will be required to enter into
Neighborhood Improvement Agreement with the City prior to approval of
building pemiit.
13. Meet with the Fire Department to identify the necessary fire protection
measures required for this project (access, fire hydrants, sprinkler system,
etc.). All proposed fire hydrants must be served by public water mains.
14. Show the location of trash enclosures required to serve the
development. Call-out enclosures per Carisbad Standard drawing GS-
16.
15. Please comply with all other comments shown on the red-lined plans.

Engineering Department staff has completed the review of the above referenced
project. The Engineering Department is recommending that the project be approved,
subject to the following conditions:
Enqineerinq Conditions
NOTE: Unless specifically stated in the condition, all of the following conditions,
upon the approval of this proposed development, must be met prior to approval of a
building permit.
1. Developer shall comply with the current City of Carisbad Storm Water Standards
and the current National Pollutant Discharge Elimination System (NPDES)
permit. Developer shall implement best management practices at all times. Best
management practices include but not limited to pollution treatment practices or
devices, general housekeeping practices, pollution prevention and educational
practices, maintenance procedures, and other management practices or devices
to prevent or reduce the discharge of pollutants to storm water, receiving water
or storm water conveyance system to the maximum extent practicable.
2. Developer shall complete and submit to the City Engineer a Project Threat
Assessment Form (PTAF) pursuant to City Engineering Standards. Concurrent
with the PTAF, Developer shall also submit the appropriate Tier level Storm
Water Compliance form and Tier level Storm Water Pollution Prevention Plan
(SWPPP) as determined by the completed PTAF all to the satisfaction of the City
Engineer.
3. Developer shall incorporate Low Impact Development (LID) design techniques,
on all final design plans submitted to the City, to reduce the amount of run-off by
mimicking the natural hydrologic function of the site by preserving natural open-
spaces and natural drainage channels, minimizing impervious surfaces,
promoting infiltration and evaporation of run-off before run-off leaves the site.
Developer shall incorporate LID techniques using current County of San Diego
Low Impact Development Handbook (Stormwater Management Strategies). LID

techniques include, but are not limited to: vegetated swale/strip, rain gardens,
and porous pavement, which can greatly reduce the volume, peak flow rate,
velocity and pollutants.

approved site plan. Developer shall install rain gutters in accordance with said
plans.

I've been told that Redevelopment is ready to approve this project and is

Lisa Goncalves has been trying to do as much as possible to keep working on
her property while this minor redevelopment permit is being processed. She
is now to the point of needing to put in her driveway. The existing
structure is a residence that has no driveway.
Would you be willing to approve a right of way permit so she can get a

Engineering Department staff has completed a review of the application submittal
documents for application completeness. The application and plans submitted for this
project are incomplete. Prior to next submittal, it is suggested the following items are
adequately addressed.
Incomplete Items
The project is required to comply with the current City Storm Water Standards,
2008 edition. The applicant must complete a Development Application Storm
Water Standards Questionnaire in order to determine which level of the storm
water pollution prevention standards applies to the above project.
Provide a hydrology study that identifies the development discharge flows and
recommendations on the anticipated storm drain system required as part of the
development.
Engineering Concerns
General
1. The proposed site plan does not show adequate information. Please be advised
that in order to make a more in-depth review of the proposed development, a
more complete design ofthe project is required.
2. Provide legend for all symbols used on the plan.
3. Show all existing and/or proposed topography and drainage patterns for the site
including existing off-site drainage system that this project discharges into.
Revise the plans to indicate how on-site surface runoff is controlled.
4. Show existing contours to cover at least 50' beyond the property lines or to cover
sufficient area to show drainage area affecting the site.
5. Identify the existing finished floor elevation of adjacent structures (or elevations
just next to the structures). This requirement demonstrates how the project

relates to existing adjacent development.
6. Recommend source control and treatment control best management practices
(BMPs) that will be implemented with this project. Stormwater pollutants from the
project must be treated to the maximum extent practicable before exiting the
project site and discharging to City right-of-way or existing public storm drain
system.
7. Incorporate Low Impact Development (LID) in the project design. Show all
proposed storm water BMPs and LID on the site plan.
8. Show all existing surface improvements (curb, gutter, sidewalk, paving, access-
holes, inlets, power poles, street lights, adjacent driveways, vaults, transformers,
etc.) along Roosevelt Street and Tyler Street, and verify that no conflicts exist.
Clearly differentiate between existing and proposed surface improvements.
9. Please indicate all existing and proposed utilities along Roosevelt Street or Tyler
Street (i.e., storm drain, water, sewer, etc.) that will serve the development.
Indicate gravity flow of sewer facilities by showing invert elevations.
10. According to City of Carisbad Street and Sidewalk Policy, Tyler Street is an
alternative design street. The developer will be required to enter into
Neighborhood Improvement Agreement with the City prior to approval of building
permit.
11. Meet with the Fire Department to identify the necessary fire protection measures
required for this project (access, fire hydrants, sprinkler system, etc.). All
proposed fire hydrants must be served by public water mains.
12. Show the location of trash enclosures required to serve the development.
Call-out enclosures per Cartsbad Standard drawing GS-16.
13. Please comply with all other comments shown on the red-lined plans.
Enclosed is a redlined check-print of the project. This check print must be returned
with the revised plans to facilitate continued staff review. If you have any
