10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings have been nnade in order to approve the Administrative Redevelopment Permit
to allow a change in land use from a "Office" only to a "Office with Fortunetelling":
1. The Housing and Redevelopment Director has determined that the project is consistent with all
applicable development standards and land use policies set forth within the Village Master Plan
and Design Manual and Village Redevelopment Plan.
2. The Housing and Redevelopment Director has determined that the project is consistent with the
policies, goals and action programs set forth within the Carlsbad General Plan.
3. The Housing & Redevelopment Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) per Section 15303 of the State
CEQA Guidelines and will not have an adverse significant impact on the environment
The following conditions have been approved for the subject project:
1. This approved permit serves as the required redevelopment permit for the subject project
approving a change in land use to a provisional use ("Fortuneteller" as defined in Carlsbad
Municipal Code Section 5.50.010(c)).
2. The use shall be conducted according to, and be consistent with, the Redevelopment
Permit application approved by the Housing and Redevelopment Director.
3. The use shall be operated in a manner that is consistent with the project description
provided by the applicant and contained within this approved permit. Any changes to the
operations ofthe subject facility or provision of intended services shall require prior written
approval by the Housing and Redevelopment Director. Certain changes to the proposed
use may require an amendment to the approved permit.
4. A separate sign permit shall be required prior to the installation of any signs advertising the
proposed use.
5. Before engaging in the proposed use, the applicant shall obtain a fortunetelling permit from
the Carlsbad Police Department as set forth in the Carlsbad Municipal Code Section 5.50.
6. Before engaging in the proposed use, the applicant shall obtain the appropriate business
license from the City of Carlsbad.
7. This permit shall be subject to revocation if the applicant fails to conform to any of the
above conditions of approval.
