Hi Laura,
Sgt. Lowe does not object to the intuitive angel readings, providing she goes through the Fortune telling Licensing process with
me. She is required to have a background check and pay $150.00. She has to renew the license every year and a cost of $50.00.
No surety bond is required unless her license is revoked by the Chief of Police and then reinstated.
Please let me know if Planning grants this change to the use of the existing business and I will contact her to initiate the
fortunetelling licensing process. Thank You!

Dear Laura;
I received, by mail from our Secretary/Bookkeeper, only yesterday
the Notice regarding the above-referenced Case and the considera-
tion of the Redevelopment Agency's intend to allow said use, into
Suite 100 at 539 Carlsbad Village Dr., Carlsbad, CA,
Aside from my concern, as the Property Manager representing the
Owner-Partners, I had to contact our 5 Tenants by telephone and
discovered that some of our Tenants were not in favor of such a
Business to be allowed (not because it is adjacent to our Proper-
ty) along Carlsbad Village Dr., specifically into a Unit that's
fronting directly on Carlsbad Village Dr.
As a Representative of the Property Owner-Partnership and our Te-
nants, I am surprised that the Redevelopment Agency Department of
the City of Carlsbad would even consider allowing such a Business
in a Unit directly fronting on Carlsbad Village Dr.; which is sup-
posed to be primarily dsignated for Commercial Retail-type Uses
along the frontage of Carlsbad Village Dr,
Representing our Owners and Tenants, collectively, I strongly urge
the Redevelopment Agency to reject and not allow such a use as a
"FORTUNETELLER" on Carlsbad village Dr. In fact, I believe that
the Redevelopment Agency should have, at the onset, rejected even
the submittal of an Application for such a use and eliminated the
need for responses from Property Owners and Tenants!
So, please reject and deny saidl Application in view of my presen-
tation hereinabove. Your consideration and compliance to this re-
quest would be greatly appreciated by the Owners and Tenants of
525-531 Carlsbad Village Dr.

talked with "AUSTIN" and expressed the same concerns. He ad-

Dear Mr. Guzelimian:
This letter serves as a follow-up to the Notice of Intended Action you received in the mail
for Mind, Body, and Soul at 539 Carlsbad Village Drive, Suite 100 (APN 203-237-01).
The existing business is an approved office use. The applicant has applied for an
Administrative Redevelopment Permit to add Angel Readings, which are considered
"fortunetelling" as per Carlsbad Municipal Code Section 5.50.010(c), to the existing office
use. The majority of the applicant's business revenue will come from life coaching and
counseling, with angel readings only being a small part of their business.
This location was an office use prior to the applicant's business. Therefore, the
applicant is permitted to operate an office use in this location that fronts on Carlsbad
Village Drive.
The Housing and Redevelopment Director has reviewed the proposed project and
determined that it meets all applicable requirements and is consistent with the Village
Master Plan and Design Manual.

This letter serves as a follow-up to the fax I previously sent you regarding Mind, Body,
and Soul at 539 Carlsbad Village Drive, Suite 100 (APN 203-237-01). It has been ten
days since the fax was sent and we have not received any comments back from you.
Since we have not received any additional feedback, the Housing and Redevelopment
Director has approved RP 08-51, allowing the existing business at 539 Carlsbad Village
Drive, Suite 100 to change uses from "office" to "office with fortuneteller". If you do not
agree with this decision, you may file an appeal with our office by following the directions
on the following page.

On October 30, 2008 the Housing and Redevelopment Director conditionally
approved Administrative Redevelopment Permit No. RP 08-51 for property located at
539 Carlsbad Village Drive, Suite 100. The decision of the Housing and
Redevelopment Director is subject to a ten (10) day appeal period. The appeal period
has elapsed and no appeals were filed.
Attached is a copy of the approved permit with conditions authorizing a change in use
from "office" to "office with fortunetelling." Please review all conditions carefully.
Violation ofthe conditions could result in revocation ofthis permit.
