NOTICE OF FINAL ACTION
CHANGE IN USE FROM OFFICE TO "PAWNSHOP"
2531 STATE STREET, STE D, CARLSBAD, CA

NOTICE IS HEREBY GIVEN that the Housing and Redevelopment Director of the City of Carlsbad
has made a decision to APPROVE an Administrative Redevelopment Permit (RP 09-01) for a change
in land use for private property located at 2531 State Street, Suite D (APN 155-200-07). The
property is located on the west side of State Street between Laguna Drive and Beech Avenue. The
subject suite has windows that provide views to the interior of the suite and is located within an
existing general office building. The proposed project involves the conversion of an existing office
use to a business providing premium level collateral loans to private individuals (a.k.a. "Pawnshop"
as defined in Carlsbad Municipal Code Section 21.04.291). The secured collateral ofthe proposed
"pawnshop" will be mainly high-value jewelry. Per the applicant, the business will not accept
electronics, tools, musical instruments, or sports equipment for collateral. The proposed hours for
this business are Monday through Saturday, 9 a.m. until 5 p.m., with appointments taken for
evenings as needed. The Housing and Redevelopment Director has determined that the proposed
project meets all applicable requirements and is consistent with the Village Master Plan and Design
Manual. Therefore, the Director intends to approve the subject permit.
The applicant for the Redevelopment Permit is Spectrum Fine Jewelry & Exotic Gems. The permit
will allow this business location to convert from a general office use to a "pawnshop" use with certain
operating conditions applied as set forth within the stated application.
If you wish to appeal the decision of the Housing and Redevelopment Director on this matter to the
Design Review Board, you must file a written appeal with the Housing and Redevelopment
Department within ten (10) calendar days of the date of this decision/notice. The written appeal
must be submitted no later than 5:00 p.m. on Thursday, March 5. Appeal forms are available at
the Housing and Redevelopment Department located at 2965 Roosevelt Street, Suite B. If you have

NOTICE IS HEREBY ALSO GIVEN that the project is exempt from the requirements of the California
Environmental Quality Act (CEQA) per Section 15301 of the State CEQA Guidelines the minor
alteration of existing private structures and will not have an adverse significant impact on the
environment. Appropriate documentation will be filed by the City of Carlsbad's Redevelopment
Department.
