10. FINDINGS AND CONDITIONS OF APPROVAL (IF APPLICABLE) Page 1 of 2
The following findings haye been made in order to approve the Administrative Redevelopment
Permit for property located at 2605 Carlsbad Boulevard:
1. The Housing and Redevelopment Director has determined that the project is consistent with the
policies, goals and action programs set forth within the Carlsbad General Plan.
2. The Housing and Redevelopment Director has determined that the project is consistent with all
applicable development standards and land use policies set forth within the Village Master Plan
and Design Manual and Village Redevelopment Plan.
3. The Housing and Redevelopment Director has determined that the project is exempt from the
requirements of the California Environmental Quality Act (CEQA) per Section 15061 of the State
CEQA Guidelines as CEQA applies only to projects which have the potential for causing a
significant effect on the environment.

The following conditions have been approved for the subject project:
1. This approved permit serves as the required Redevelopment Permit for the subject project,
approving a request to construct fencing around the perimeter of the Army and Navy Academy.
2. The project shall be completed according to, and consistent with, the plans approved by the
Housing and Redevelopment Director on the date noted above. The approved plans have been
stamped by the Housing and Redevelopment Director and indicate the approval date of 3/23/10.
3. The proposed fence locations are proposed entirely at the risk of the applicant and any future
relocation will be the responsibility of the applicant.
4. The proposed corner monument wall shown on sheet A-4 includes a significant 12" CMU wall,
planter and parking spaces, all located within future possible right of way. This will be a
significant expense to relocate. The costs and responsibility for any relocation is entirely upon
the applicant.
