Mission Statement:
Our goal is to provide a safe, secure and loving environment where owners can
leave their dogs and be assured of their safety and happiness. "A tired dog is a
happy dog, a happy dog = a happy owner!" Interaction with the dogs will be a
priority so that playtime is kept safe and fun for all. Dogs will be under constant
supervision.
Owner Information
Bruce and Marianne owned a successful retail bridal store in Mission Valley for 5
years and, as such, are experienced with the hours and effort it takes to take a
business from startup to success. The bridal business closed due to the intrusion
of the internet into all phases of our retail sector. Day to day cash/credit
operations were handled by the owners, as well as bank deposits. Monthly,
quarterly and annual reports were generated by an outside accountant.
Quarterly resale tax reporting was done in house by Marianne and Bruce, as was
State Compensation Insurance Fund payments. Ms. Murray has worked in the
advertising and insurance fields and, as such, is very compliant oriented. Mr.
Murray worked in retail with high-end furniture sales and honed his management
skills during that time.
Marianne was trained at the PetMassage Ltd. in Toledo, Ohio and will be
continuing her training in Canine Massage. Bruce continued for seven years in the
retail sector as Assistant Manager of Oak 'n Brass, until the store closed its doors.
As a consummate dog lover, Bruce has trained quite a few dogs and will be
gaining additional training in this field. After surveying the general public of
Carlsbad the consensus is that a doggy day care would be most warmly welcomed
by the community. This is one dog service that is not currently addressed by the
retail sector in Carlsbad and addresses a need not served.

Description of Project
Configure indoor and outdoor facility to conform to City and County regulations
for dog grooming, bathing, pet boutique and dog daycare and boarding. Add one
dog bathing tub and grooming station. The grooming will be performed by a
licensed dog groomer.
Property will be fenced completely. The entire perimeter of the facility is fence
enclosed; the interior will have safety gating to ensure that the dogs are
contained within the premises.
Admittance Criteria
Dogs will be given temperament test whereby a series of planned exercises
designed to assess the new dog's potential for aggressive behavior is performed.
Breeds known to be aggressive will not be accepted, such as Rottweilers, Pit Bulls,
Akitas, German Shepherds, Chow Chows, etc. We will also determine the current
level of social development to ensure that the dog is not aggressive and can play
well with others, while not posing a danger to itself or others.
Puppies must be at least 3 months old and be leash trained. Puppies will be
segregated according to maturity, size and personality. All dogs over the age of 6
months must be spayed or neutered. Initially the dogs will be kept inside with
separation of little dogs and big dogs, or as personality warrants. Aging, fragile or
ill dogs will be placed separately in single kennels.
All dogs will have to prove current vaccinations and licenses in place and this will
be reviewed on an annual basis or as vaccinations expire.

Hours of Operation
Cozy Canine will have business hours from 7 AM to 7 PM, Monday-Friday and
from 10 AM to 5 PM on Saturdays. Sunday hours will be 11 AM to 2 PM only
when dogs are being boarded. The dogs will be indoors from 7 AM to 9 AM and
will be given a nap (or quiet) time from 12:30 - 2:30 pm.
Waste Removal
Solid waste will be disposed of according to County Health Regulation. Urine will
be disposed of by using paper towels or a mop as deemed necessary. Outdoor
wet waste will be hosed down to a filter area and then continue to the sewer
system. Ali solid waste debris will be in plastic bags and secure trash can and
disposed of by waste disposal services.
Insurance
Appropriate insurance is in place already. $1M liability+.
Demographics
Research indicates our target market is married couples without children within
our business radius (within 20 square miles or 2.5 miles from our location in all
directions.) Following a proven statistical formula for this market indicates 2221
dog owning households with 3554 dogs. For this formula to be effective, the
average median for this area needs to be over $42,000 per year. The average
median for Carlsbad was $67,222 as of 2007 providing an ample customer base.

Advertising
Cozy Canine Daycare will be advertised through the Internet, local newspaper
advertising, direct marketing, the yellow pages and word-of-mouth referrals.
Conclusion
We feel that Cozy Canine Daycare would be a business that would enhance
Carlsbad and offer an excellent service for the local merchants and community at
large. The freeway-close location makes it accessible for commuters dropping off
their dogs on the way to work, play or shopping. The proximity to the Coaster
would make drop off and pick up very efficient as well. In today's society, dogs
are no longer just "pets"; they are integral members ofthe family. Dog friendly
hotels are increasing and there is now even an airline devoted to the safe
comfortable transport of dogs through the United States, JetPaws, a division of
JetBlue. Honda is the first auto maker to introduce a dog friendly package for its
Element vehicle. The special package includes a ramp, cushioned pet bed, car
kennel and leash. The trend is continuing to promote the dog as a central part of
the family unit.

The following findings have been made in order to approve the Administrative Redevelopment
Permit for property located at 505 Oak Avenue #C:
