SUBJECT: CURB CAFE PERMIT NO. RP 14-11 -MAYUR'S MEXICAN RESTAURANT CURB CAFE -
Request for approval of a Curb Cafe Permit (RP 14-11) to allow for Mayur's Mexican Restaurant to occupy
one public parking space in front of the business with a temporary deck structure for outdoor dining
purposes at 530A Grand Avenue, in District 1 of the Village Review Zone and local Facilities Management
Zone 1.
Dear Mr. Pavagadhi,
The City Planner has completed a review of your application for a Curb Cafe Permit RP 14-11 at 530A
Grand Avenue. A notice was sent to property owners and occupants within a 100' radius of the subject
property requesting comments regarding the above request. One comment regarding general public
parking reduction was received within the ten day notice period (ending on July 18, 2014). After careful
consideration of the circumstances surrounding this request, the City Planner APPROVES this request
based on the following findings and conditions.
Findings:
1. That the project is consistent with the Village Master Plan and Design Manual in that the curb cafe
will create a stronger user and pedestrian experience by increasing the quantity and quality of
outdoor dining in the Village and enlivening the street scene.
2. That the project is consistent with City Council Policy 78 Design Standards in that (a) the curb cafe
occupies 28 linear feet or general one parallel parking space; (b) the curb cafe is located "most-
directly" in front of the restaurant.
3. That this project is the first curb cafe on Grand Avenue between State Street and Roosevelt Street,
which may have a maximum of four curb cafes.
4. That this project is the fifth curb cafe within land Use District 1 of the Village Master Plan, which may
have a maximum of eleven curb cafes.
5. That the City Planner has determined that the project belongs to a class of projects that the State
Secretary for Resources has found do not have a significant impact on the environment, and it is
therefore categorically exempt from the requirement for the preparation of environmental
documents pursuant to Section 15303 (New Construction of Small Structures) of the state CEQA
Guidelines. In making this determination, the City Planner has found that the exceptions listed in
Section 15300.2 of the state CEQA Guidelines do not apply to this project.
6. The City Planner has reviewed each of the exactions imposed on the Developer contained in this
resolution, and hereby finds, in this case, that the exactions are imposed to mitigate impacts caused
by or reasonably related to the project, and the extent and the degree of the exaction is in rough
proportionality to the impact caused by the project.
