ERGIN OFFICE REMODEL; Redevelopment Permits (RP)APPLIC^KON SUBMITTAL DATti-^^5' DECEMB m 22, 19 82 STAFF REPORT DATE: January 12, 1983 TO: Design Review Board FROM: Land Use Planning Office SUBJECT: RP 82-12 - ROYCE - Request for a Redevelopment Permit for a 2400 square foot office remodel with an 1100 square foot addition at 655 Laguna Drive in sub-area 6 of the V-R Zone. I. RECOMMENDATION It is recommended that the Design Review Board ADOPT Resolution No. 008 recommending APPROVAL of RP 82-12 to the City Council based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION The applicant is requesting a Redevelopment Permit to expand and convert the existing Veterans of Foreign Wars Building into medical offices. This building is located on a triangular .48 acre parcel on the south side of Laguna Drive near the intersection of Laguna Drive and Madison Street. The existing building has a floor area of 2400 square feet and the applicant is proposing to construct an additional 1134 square feet. This will result in a total of 3,534 square feet. All of the required 18 parking spaces will be located on site. III. ANALYSIS Planning Issues 1. 2. 3. Does the proposed project conform with the requirements of the zoning ordinance? Does the proposed project conform with the goals of sub-area 6 of the Village Redevelopment Area? Does the project conform with the architectural standards of the Village Design Manual? Discussion As proposed, this project does not comply with all of the requirements of the Carlsbad Zoning Ordinance. The underlying zone for this property is R-P, Residential-Professional, which requires a 20' front yard setback. As shown on Exhibit "A", approximately half of the parking spaces encroach into this setback. Although this is an undesirable situation, staff feels that the Design Review Board can use the flexibility of the overlying V-R, Village Redevelopment Zone, to permit this encroachment. The unusual shape of the lot and the awkward location of the existing building provide a unique circumstance specific to this property and make it difficult to provide adequate parking for this site without encroaching into the setbacks. In addition, staff feels that the proposed office building will be a significant improvement over the existing building which is completely surrounded by asphalt. This project is being developed in accordance with the goals of sub-area 6 of the Village Redevelopment Area. The goal of sub- area 6 is to encourage the development of office and professional uses around the perimeter of this sub-area. The proposed project is located on the northern edge of sub-area 6. ARCHITECTURAL COMPATIBILITY The proposed medical-office building will be one-story high and have a contemporary architectural style. The existing stucco siding will be replaced with horizontal, grey natural tone wood siding and stained wood trim. The roof will be shingled with dark earth colored shingles. As proposed, this building will be compatible with the surrounding buildings, design concepts of the Village Design Manual and the goals of sub-area 6 of the Village Redevelopment Area, therefore, staff recommends approval of RP 82-12. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project is categorically exempt from environmental review per Section 19.04.070 of the Carlsbad Environmental Ordinance.
