SUBJECT: RP 83-2 K&K Vitamins - Request for a 15,334 square
foot addition to an existing industrial building at
3305 Tyler Street in sub-area 4 of the V-R zone.
I. ^ RECOMMENDATION
It is recommended that the Design Review Board APPROVE the
Negative Declaration issued by the Land Use Planning Manager and
ADOPT Resolution No. 014 recommending APPROVAL OF RP 83-2 to the
City Council based on the findings and subject to the conditions
contained therein.
II. PROJECT DESCRIPTION
The applicant is requesting a Redevelopment Permit to expand and
convert the existing United Parcel Service building for the
manufacture and storage of vitamins. This building is located
on a rectangular 1.01 acre parcel at the west side of the
intersection of Walnut Avenue and Tyler Street.
The existing building has a floor area of 8,862 square feet.
The applicant is proposing to add approximately 14,674 square
feet of storage area, along with 660 square feet of office
space and a 400 square foot employee lunch room. This will
result in a total of 24, 596 square feet of floor area. All of
the required 31 parking spaces will be provided on site.
III. ANALYSIS
Planning Issues
1. Does the proposed project conform with the requirements of
the zoning ordinance?
2. Does the proposed project conform with the goals of sub-area
4 of the Village Redevelopment Area?
3. Does the project conform with the architectural standards of
the Village Design Manual?
Discussion
As proposed, this project complies with all of the requirements
of the Carlsbad Zoning Ordinance and the underlying M
(Industrial) zone for this property.
This project is being developed in accordance with the goals of
sub-area 4 of the Village Redevelopment Area. One of the goals
of sub-area 4 is to encourage light manufacturing and
distribution in this area. As mentioned earlier, the proposed
use will consist mostly of storage with some manufacture of
vitamins. K&K Vitamins will employ approximately 50 people
distributed over 3 shifts.
Architectural Compatibility
The existing building has a maximum height of approximately 26'.
The proposed addition to the building will be 34' in height. The
new addition will have a light earth color with a horizontal
stripe around the building, similar to many of the industrial
buildings at the Palomer Airport Business Park. A row of
oleanders will be planted along the westerly edge of the property
to shield the parking area and reduce the visibility of the
building from passengers using the AT&SF railroad.
The front of the building will be covered with a Spanish style
stucco and have red roof tiles. An outdoor employee eating area
with tables and shade trees will be located in front of the
building. As proposed, this building will be compatible with the
surrounding buildings, design concepts of the Village Design
Manual, and the goals of sub-area 4 of the Village Redevelopment
Area, staff therefore recommends approval of RP 83-2.
IV. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that APPROVAL of
RP 83-2 will not have a significant impact on the environment
and, therefore, has issued a Negative Declaration on April 1,
1983.

NEGATIVE DECLARATION
PRCJECT ADDRESS/LOCATION: West side of the intersection of Tyler
Street & Walnut Avenue, at 3305 Tyler Street.
PROJECT DESCRIPTION: Redevelopment Permit for a 15,334 square foot
addition to an existing industrial building, (jonstruction of the
proposed project will require approximately 1240 cubic yards of
grading.
The City of Carlsbad has conducted an environmental review of the
above described project pursuant to the Guidelines for Implementation
of tdie California Environmental Quality Act cind the Envirorunental
Protection Ordinance of the City of Carlsbad. As a result of said
review, a Negative Declaration (declaration that the project will not
have a significant impact on the environment) is hereby issued for the
subject project. Justification for this action is on file in the
Land Use Planning Office.
A copy of the Negative Declaration with supportive documents is on
file in the Land Use Planning Office, City Haill, 1200 Elm Avenue,
Carlsbad, CA. 92008. Comments fron the public are invited. Please
suhnit comments in writing to the Land Use Planning Office within ten
(10) days of date of issuance.
