SUBJECT: RP 83-4- GRINDELL (New Owner Anderson) Application to remodel
a vacant two-story building and change the uses at 2940 State
Street. (SPORTSMAN BAR)
This application was approved by the Design Review Board on April 13, 1983. Since
that time a new owner (Association Tennis Suppliers) has purchased the property and
proposes a different use. The new applicant proposes extensive interior and exterior
remodeling of the run-down two-story commercial building. The new use will be
retail/commercial on the first floor and office/professional on the second floor.
Since the new owner proposed basically the same use and remodel as the original
Redevelooment Permit applicant, this is brought to the Design Review Board for
approval as revision to the original proposal. (Letter from applicant attached)
Staff finds the proposed remodeling is compatible with existing architecture in the
area, that the use change is a desirable addition to the Village Area and the use is
in conformance with City standards. As a result, staff is recommending approval.

SUBJSCT: RP 83-4, Grindell Preliminary Staff Report
The preliminary staff report for the above referenced project has
been completed. A copy of the report, including the recomraenda-
tion and conditions, is enclosedc .This preliminary report v/ill
be discussed by staff at the Development Coordinating Committee
(D.C.C.) meeting which will be held on April 5, 1983, beginning
at 10:20 a.m. If you have any questions concerning the report,
you may attend the D.C.C. meeting..

will be completely renovated. I will move my company,
Associated Tennis Suppliers, from its present location
in Sorrento Valley into this building.
Associated Tennis Suppliers is a wholesale
racquet supplies company. V/e have been in business
for eight years selling nationwide by phone and mail.
ATS employs five full-time and five part-time people.
1981 fiscal year gross sales were approximately
$700,000.
After moving to Carlsbad, I will also operate a
retail tennis shop. This will employ 2-3 additional
people. This retail operation will take approximately
800 square feet of the street level/front of the building
Behind the retail portion will be storate of
wholesale products. Upstairs will be our company offices

GENERAL LIST OF IMPROVEMENTS 2940 State St, Carlsbad
A. Building Front
1. Re-do all windows
2. Resurface front of building. a combination of wood
and stucco. (the existing 'stone wall' will be
removed)
3. Change the front entry doors.
B. Building Rear
1. Remove add-on overhanging room, replace with a
open patio/balcony
2. Reconstruct stairway
3. Change rear entry to downstairs to a double door.
C. First Floor
1. Remove ceilings. Re-do and refinish as needed.
2. Add a wall to separate retail store from wholesale
storage.
3. Add restroom in retail area.
4. Put in new electrical and plumbing to bring it up
to code.
5. Resurface walls
6. Keep only one restroom in back.
7. Remove all bar fixtures, etc.
8. Insulate building
D. Second Floor
1. Remove old walls and construct new walls as shown
on plans.
2. Bring electrical and plumbing up to code
3. Remove one bathroom, two will remain.
4. Remove rear kitchen, change to patio/balcony.
5. Resurface all walls.
6. Construct internal stairway for access between offices
and product storage.
7. Stairs from upstairs to the front of the building will
be used as emergency egress only. Stairs will be
refinished. Panic hardware to be installed on street
level door. Main entrance to offices will be up the
back staris.
8. Insulate
9. Ceiling fans will be installed.
E. Roof
1. New roof constructed, install skylights
