SUBJECT: RP 83-4 - GRINDELL - Application to remodel a vacant
two-story building and change the uses at 2940 State
Street.
I. RECOMMENDATION
It is recommended that the Design Review Board ADOPT Resolution
No. 015 APPROVING RP 83-4.
II. DISCUSSION
The proposed request involves the interior and exterior remodel-
ling of a run-down, two-story commercial building on the east
side of State Street. The Sportsman Bar was previously located
on the bottom story of this building. The upper story was used
as a residence. The proposal involves the changing of these uses
to a first-floor restaurant and a second- floor office. The site
is located in Subarea 1 of the Redevelopment Area. This subarea
encourages bonafide restaurants and professional offices. Staff
believes this to be an excellent location for such an upper/lower
story use mix.
The applicant has indicated that the 4,136 square-foot building
will be thoroughly remodelled to accommodate the new uses. The
resurfacing of the exterior front of the structure should result
in a rustic, village appearance.
Both floors of the structure are accessible by separate entrances
from State Street and from the rear. Interior improvements
involve removing the downstairs bar, constructing walls to accom-
modate upstairs offices, and many construction improvements to
bring the structure up to existing code. Walls will be insulated
and the building will be reroofed.
The unimproved alley located behind the structure will eventually
provide access to the businesses. Once this alley and the "mid-
block parking lot" are completed, the site should have no access
or parking problems.
In summary, staff finds the proposed remodelling is compatible
with existing uses in the area, that the use change is a desir-
able addition to the Village Area, and the use is in conformance
with City standards. As a result, staff is recommending
approval.
III. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project is
categorically exempt from environmental review according to Section
19.04.070(5) of the Carlsbad Environmental Ordinance and, there-
fore, issued a Notice of Exemption on March 30, 1983.
